GENERAL SUBMISSION REQUIREMENT
The Government will evaluate quotes submitted in response to this solicitation, which meet the minimum requirements of the Scope of Work in accordance with the factors listed below. Failure to provide the minimal information needed for each factor may result in the quote being evaluated as unacceptable. This section is intended to explain the rationale and minimum evaluation criteria by which quotes will be evaluated by the Government.
Offerors shall prepare Price Quotes and Technical Response with this criteria in mind, both in terms of content and organization, in order to assist the Contracting Officer in determining the relative merit of quotes. Offerors are advised that they are not restricted in what is presented in their quotes as long as sufficient materials are provided to allow evaluation of specific elements of quotes as defined by the evaluation factors provided below.
Each Offeror must submit a Price Quote and Technical Response. Both the Price Quote and Technical Response must be received by the closing date and time set for receipt of quotes. No dollar amounts from the Price Quote are to be included in the Technical Response.

Factor 1 – Technical: Contractor Quality Control - Work Plan Factor 2 – Past Performance (Relevancy) Factor 3 – Past Performance (Performance Confidence)

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
