10. Construction History. -- The construct ion o f Mojave River Dam began i n Ju ly 1967 w i t h the re locat ion o f Arrowhead Road. I n March 1968, the general overa l l construct ion o f Mojave River Dam began w i t h the excavation o f the o u t l e t works channel and overlook area, c lea r ing and grubbing of reservoir , the placement o f rock b o l t i n g and w i r e ne t t i ng around tunnel i n l e t . The second phase o f construct ion s ta r ted i n mid-summer and i n -volved the excavation and l i n i n g o f tunnel, re loca t ion o f sewer l i n e and the divers ion o f West Fork and Deep Creek Channe.1 away from tunnel i n l e t .
During t h i s phase o f construct ion major s l i des occurred a t the i n l e t and o u t l e t faces o f the tunnel ; which required the tunnel t o be lengthened and backf i 1 led. The t h i r d phase o f construct ion i nvol ved excavati on o f cu t -o f f trench t o streambed, spi 1 lway excavation, and abutment excavation.
The four th phase o f construct ion began by d i ve r t i ng water from cu t -o f f d ivers ion through tunnel, construct ion o f cofferdam, excavation o f cut-off trench, abutment and sp i l lway and the grout ing above and below streambed. The embankment was topped out i n December 1970 and the concrete placement o f the sp i l lway was completed A p r i l 1971. Mojave River Dam was t ransfer red f o r Operation and Maintenance i n May 1971.

Foundation and Mater ia ls Instrumentation
13. Instrumentation provided a t Mojave River Dam.-- The instrumenta-t i o n a t Mojave River Dam consists o f two slope ind ica to rs located along the crest o f the dam 10 f ee t downstream from the axis;
20 sett lement monuments located a t the top o f the dam along the c res t o f the upstream and downstream slopes; fou r recording strong-motion accelerographs, two are located a t the toe and c res t o f the main embankment opposite s ta t i on 21+50, one on the c res t o f the saddle dike opposite s ta t i on 3+47 and another located approximately 150 f ee t east o f the r i g h t abutment o f the saddle dike. (See Exhib i ts D and E.)
A b r i e f descr ip t ion and the funct ion of each instrument i s presented i n the fo l low ing sub-paragraphs :
a. - The slope i ndi cators are prec is ion instruments used pr imar i l y f o r measuring hor izonta l movement o f the embankment. A speci a1 l y grooved aluminum casing i s i n s t a l l e d i n a bore hole which' extends below the ant ic ipated zones o f movement. The casing i s s u f f i c i e n t l y f l e x i b l e t o displace l a t e r a l l y as the embankment moves. The measure-ments are accomplished by lowering a special instrument, .consist ing o f a pendulum-actuated conventional Wheatstone Bridge c i r c u i t , down the grooved casing and tak ing i n c l i n a t i o n readings a t frequent in te rva ls .
The slope ind ica to r casings are i n s t a l l e d w i t h s l i p couplings a t f ive- foot i n t e r va l s from e levat ion 1170 t o the top o f the dam. The couplings provide a s ix - inch gap t o al low the casings t o ad just t o v e r t i c a l movements of the embankment. Measurement o f sett lement of the embankment are obtained by observing the changes i n the gap between casings.
b. The sett lement monuments provide data t o determine the t o t a l v e r t i c a l movement o f the embankment and the hor izonta l movement a t the c res t o f the dam. The measuring po in ts are protected by four-inch s tee l pipes and caps. Permanent reference po in ts f o r both v e r t i c a l and hor izonta l cont ro l are placed near each abutment.
c. The four recording strong-moti on accelerographs s t a r t operating automat ical lv a t the onset o f seismic a c t i v i t y . Each fnstrument i s equipped w i t h a d i g i t a l counter t h a t records each t ime the instrument i s tr iggered. When tr iggered, the accelerographs s t a r t a f i ve-second-minimum recording cycle t ha t causes a f i l i n g s t r i p t o be exposed as i t advances i n t o a take-up magazine.
14. Observation schedule.-- Slope ind ica to r measurements w i 11 be taken a t monthly i n t e r va l s f o r the f i r s t year. Thereafter, measurements w i 11 be taken twice each year. he- sett lement monuments w i 11 be surveyed a f t e r completion o f the dam and then once each year f o r f i ve years. Thereafter, the sett lement monuments vi 1 1 be surveyed every f i ve years. The accelerographs w i 11 be checked monthly by Corps o f Engineers personnel and ua r t e r l y by the Department o f Commerce, Seismological F i e l d Survey ? CSFS) personnel. Addi t ional readings o f a l l instruments w i l l be taken fo l lowing periods o f st rong seismic a c t i v i t y , a f t e r rap id changes i n water-surface elevat ions , a f t e r periods o f water impoundment t o a height greater than the ha l f -he ight o f the dam o r a t any time where detr imental movements may be suspected.
15. Responsi b i 1 i ty f o r instrumentation measurements .-- The Reservoir Regulation Section, Operations Branch i s responsible f o r reading the slope ind icators and slope instrumentation, A1 1 measurements taken by the Operations Branch personnel w i l l be t ransmit ted t o the Foundation and Mater ia ls Branch. The Survey Branch w i 11 perform a l l v e r t i c a l and hor izonta l movement surveys upon request by the Operations Branch.
16. Instrumentation data analysis and reports.-- A l l instrumentation data processing and analysis o f resu l ts , excepting seismic and survey data, w i 11 be performed by the Foundation and Mater ia ls Branch.
Seismic data analysis w i l l be performed by CSFS and survey data reduction w i l l be done by the Survey Branch. The data w i 11 be put i n repor t form and t ransmit ted t o Design Branch, Engineering Div is ion.
Coordination w i t h Other Agencies
17. Archeology. -- The National Park Service has two archeological sites a t the Mojave River Dam. One on Deep Creek designated a s 4- SBr-272 and one below the dam designated a s 4-SBr-176. Any excavation within these general a reas s h a l l be coordinated with t h e National Park Service. (See Exhibit F. )
