WHITTIER NARROWS FLOOD CONTROL BASIN
SECTION 1
1-01, Authorization, The flood control basin at W h i t L i e r Narrows was included as a u n i t of the comprehensive general plan f o r flood control i n the Los Angeles County Drainage Area, California, as pre-sented i n H.D. 838, 76th Congress, 3d Session, and authorised by the Flood Control Act approved 1b August 3.941 (public Law No, 228, 77th Congress), 1-02. Project looation. The Whittier Narrows flood control basin is located near the center of the south s ide of San Gabriel Valley in the vicinitiy of a natural topographic obstruction known as Whittier Nmows. The sits is appro-tely 3 miles south of the tawn of E l Monte, 3 miles northwest, of the town of Whittier and approximately 7,s miles downstream from Santa Fe Flood Control Basin, The general location of the project is shown on drawing, f i l e No, b62/2, exhibit Fo
Between Whitkier N a r r s ~ w s and Santa Fe F'lood Control Basin, San Gabriel River flows through the central. par t of the valley w i t h an average slops of a5ou-b 30 Feet per mile and col lects run-off from the eastern haLf of the valley. After passing through @he narrows, the r ive r traverses the Coastal plain f o r nearly 20 mile8 and empties into the Pacific Ocean a% Ahmitos Bay near Seal Beach.
Rio Hondo, formerly a distr ibutary of San Gabriel River, originates near Santa Fe Dam a ~ d flms roughly para l le l t o and west of San GabrieX River, collecting run-off from the western par t of the valley, The stream flows through t h e narrows appromrimately 6,000 f e e t west of San Gabriel River and continues sou~kmesterly across the coastal plain t o join LOS Angeles River approximately 8 miles below the Whittier p 3
Nasrows Dam site.
San Jose Creek r i s e s i n the efirene eastern end of S a ~ l Gabriel Valley and flows south and west between San Jose Ells and Puente Hills t o join San Gabkf e l River, 1-030 , The p r b c i p a l s t ructure of the WhSt%fe N in is an earthfill dam, approxi-mately 16,960 f e e t long and 56 feet high (maxlnnun), with a relrrforced eoncrete.mLle'e s t m e t a r e lrnavhg Tainter g a b s t o control discharges through an improved Rio Hondo clmrmel into lower Lss Angeles River, and a reinforced concrete spi13.way structure having Taintex gates to control discharges into the channel of San Gabriel River. The flood, control basin formed by the dam has a capacity of 36,100 acre-feet and an area of 2,h70 acres a t reservoir design water surface elevation 229 e 0, Bppwtwmt features include the flood flow channel between the Rio Iiondo and San Gabriel River channels just upstream from the dam, improvement of short reaches of the channels of Rio Hondo and San Gabriel R i v e r within and immediately upstream of the reservoir, and the San Jose Creek Diversion Channel. (See drawing, f f l e No. l46/5, exhibit F), Pa accorsd;mee with authority received from OCE, a conservation pool of about -1,000 acre-feet is developed, during s t o m runoff, above the Rio Hondo outlets t o elevation 195.5 f o r downstream spreading by the UCFCD. (See ReservoSr Regula%ion Eanua9 for Whittier Barrows F.C .
Reservoir)
I-Ok. The project was designed prbmrily to protect esident-lal, urban, and conrmercial development along the l&er S& Gabriel, ~ i e r a d - the Ria Hondo edendhg across tkq coaaW plain from W t t A e r Narrows to the Pacifio Ocean0
The design ~equirements fo r Whittier Narrows were based on affective control lhg and passing the reservoir and spillway design floods.
Since the spillwag oan pass a nwchmu flood 30 percent larger than the spillway design floocb, "te s&&y factor against overtopping of the dam is censemtive. Floods k g e r than the project design flood would be rare, 1-05 . Detailed descriptions and computations are given ses of Design and reports on GabsLel
