1-2

SECTION 2 - OPERATIONS PROGRAM AND FLOOD-Ef.:ERGENCY PROCEDURE

The Four Phases of Operation

2.01. The operations program, which includes flood-emerg.ency procedures, is in four phases: (a) Prestormfiow phase, (b) initial stormfiow phase, Cc) full stormf'iow phase, and (d) poststormnow phase. Each of these pha!ies includes varying degess of mo.biliza tion or demobilization, patrolling (including operation and mainte nance), and-reporting. Pertinent information on these phases is given in following paragraphs.

2.02. Prestormflow pbaSe.--The prestormtlow phase occurs when ever the u. s. Weather Bureau forecasts heavy rainfall. (HeaVJ' rainfall is defined by the u. s. Weather Bureau as rainfall of more than 0.30 inch per hour - or rainfall that would produce a 24-hour total of more than 2.00 inches.) The major operations during this

·phase include the following:

(a) Mobiliza.tion.--Only such mobilization is required as is necessary to perform the operations under the prestormflow phase.

(~) Patrolling (including mair.tenance).--During the pre stormfiow phase, the· completed units should be rapidly but com;Pletely patrolled to determine .their readiness to accommodate stormflows.

The responsibility of the patrols should include the following:

{l) Setting spreading-grounds headworks and diversion .~.--Spreading-grounds headworks and diversion works should be set to ef f'ect channel flow only - unless some diversion is desired, in which case an operator must be continuously on duty at the works during stormfiow.

(2) Checking side-drainage gates.--Side-drainage gates should be made debris free and should be checked for proper seating •

. (3) Readying equipJllent and materia1.--Equipment and material should be readied for use at debris-accumulation locations or at other locations where trouble might occur.

(,£) Reporting.--For the prestormflow phase, no written .

reports are required for submittal to the District Engineer, u. s.

Army Engineer District, Los Angeles. However, such internal reports are suggested as would be helpful if' stormf'low increased to the · point at which a stormflow report would be required.

2.03. Initial stormfiow phase.--The initial stormnow phase

occurs between the time stormf'low starts and the time stormf'low is at the gage-~evel {water-surface) height indicated on each construction project data sheet. The major operations during this phase include the following:

(a) Mobilization.--Only such mobilization is required as is necessary to perform the operations under the initial stormflow phase. However, the operation and maintenance organization should be alerted for full mobilization.

(~) Patrolling (including maintenance).--During the initial stormflow phase, the completed units should be given a routine patrolling. ~uring this phase the staff-gage levels versus time _ should be recorded, and the requirements under the prestormflow phase should be checked to insure their having been met.

(c) Reporting.--For the initial stormflow phase, no written reports are required for submittal to·the District Engineer, U.S.

Army Engineer District, Los Angeles. However', sue~ internal reports are suggested as would be helpful, together with the stormflow loga 1.

if stormflow subsequently increases to the full stormflow phase. ·

2.04. Full stormflow pbase.--The full stormflow phase occurs

when the stormflow water surface in the project unit corresponds to the gage-level (water-surface) height indicated on each construction• project data sheet. The major operations during this phase include the following:

(,!) Mobilization.-Full mobilization is required.

(~) Patrolling (including maintenance).--During the final stormflow phase, patrolling of the completed units shoul.d be con tinuous and comprehensive. The responsibility of the patrols should include the following:

(1) Recording staff-gage levels.--The staff-gage levels versus time should be recorded.

(2) Photographing damage.--Photographs should be made of locations where streamflow damage is occurring or has occurred, where such damage bas been repaired, where unusual flow conditions are occurring, or where·such photographs would help in making maintenance determinations.

(3) Checking side-drainage gates.--Side-drainage gates should be checked for proper operation. If a drain should backflow, the upstream end of the drain inlet Should be sandbagged'•

(4) Dislodging debris.--All debris accumulations that would reduce channel capacity should be dislodged.

(5) Observing and controlling other condit~ons.--Any condition endangering any flood-control structure should be corrected.

(~) Repgrting.-•If the stormflow gage-level height increases to the gage-level height of the full stormflow phase, an O&M report (including logs and other pertinent data) is required as a supporting O&M report to accompan7 the semiannual O&M report. In addition, the Hydraulic Operation Center of the u. s. Army. Engineer Distric·t, Los Angeles, should be notified immediately when the water elevation in the project unit is above the stormflow-gage level. If stormflow is 'ery leirge or if Unusual.damage occurs, a special report may also be required. ·

2.05. Poatstormf'low phase.--The poststormflow ph&se begins

after (,!) the stormflow water surtace in the project unit goes below the gage-level (water•surf'ace) height indicated on each construction·· data sheet, and (b) available hydrologic data indicate decreasing flows. The phase-ends after stormflow has ended and all the major operations indicated in the following subparagraphs have been completed.

(,!) Demobilization.•-SOme demobilization is satisfactory during this phase. Hovever, full demobilization should be delayed until the operations.under this poststormflow phase have been com pleted.

(~) Patrolling (including maintenance).-•During the post• stormf'low pbas~, the completed units shoUid be rapidly but completely patrolled. The responsibilit;y of the patrols should include the followings ·

(1) Locating! recordin'! and photographing. damafe.- All dallaged f oodacontro facilities in the comp eted units should be'located, recorded, and photographed.

(2) Cheoking sid&6drai,nage etese-Side-drainage gates should be made debris free and should be checked for · proper seating.

C3). Checking accumulation of debris in .debris basins.- The accuili\ila~ion of debris in debris baains shoUld be checked to ascertain whether or not the available capacity of the basin has been reduced below the accept able level.

( 4) Initiating repairs. -·Ap._plicable temporary or perma nent repair of damaged tlood-control facilities should be initiated.. ··

2-3

I

(c) Reporting.--For the poststormflow phase, no written reports are required for submittal to the District Engineer, u. s.

Ar-ar:J Engineer District, Los Angeles. However, such internal reports are suggested as would be helpful if a stormflow report or a special O&M report is required.

Liaison with U. s. Army, Corps of Engineers

2.06. Normal liaison. During all the four phases of operation, the operation and maintenance organization has the responsibility of maintaining close liaison with the Hydraulic Operation Center of the u • .s. Army .i:tngineer District at Los Angeles. Exchange of hydrologic and hydraulic data, including precipitation and stormflow data, will be closely coordinated between· the two agencies. Pertinent informa tion on liaison and coordination is given in LADM 500-1-1, "Emergency Flood Control Activities, (under PL 99/84) Extracts for Cooperating Agencies, Annex A,~1 published by the u. s. Army Engineer District, Los A.tigeles, Corps of Engineers.

2.07. Request for flood-emergency assistance. Whenever the

flood-emergency resources ·of the local governmental agency respon sible for operation and maintenance of the project units or of the State of California are exhausted or will be exhausted prior to predicted storm abatement, flood-emergency assistance may be requested of the U. s. Army Corps of Engineers, Los Angeles, by the Director of Water Resources, State of California, in accordance with Section 5 of LADM 500-1-1, 11Emergency Flood Control Activities".manual.

2.08. Flood-fighting suggestions. Included in this manual are three plates, exhibit D, showing some of the Corps of Engineers' flood-fighting methods that have proven effective for many years.

These flood-fighting procedures for controlling various defects are described in LADM 500-1-1, which every Superintendent shall be familiar with.

2-4

SECTION 3 - REPORTING PROCEDURF.S

3.01.- SemiannualO&M re rts (basic O&M re rts).--The semiannual O&M report, which is submitted in two phases the spring phase and the fall pha:se), gives a picture of (a) the maintenance requirements of the project units at the end of the flood season,· and (b) the readiness of those units - after summer maintenance - to accommodate floodflows. The t~o p~es of the semi.annual O&M report give a progressive picture of the operation and maintenance.of the project units for the year, from October 15 to Octob~r 15 (before the start of one flood season· to before the start of the following fiood season).
