LOS ANGELES COUNTY, CALIFORNIA

SECTION 1 - INTWDUCTSQN

1.01. Authorizcation. The Flood Control Act of 22 June 1936, a s amended 28 June 1938, authoriaed a flood-control plan of improvement fo r protection of rnstropolitan areas i n Los Angeles County; Santa Fe Ilam and Flood-Control Rewrvoir is part of this authorized plan; it was constructed by the Corps of Engineers, Los Angeles Mstr ic t , between August 194l and January 1949.

1.02. Project location. me Santa Fe flood control basin is

located on the outwash area of the San Gabriel Mver i n the eastern part of Los Angeles County, Cabifornia, about 5 miles downstream from the mouth of San Gabriel canyon, about 15 miles northeasterly from Los Angeles and 3 miles southwesterly from the town o f Armsa . It i s bounded on the north by the Atchison, Topelm and Santa Fe Raflway, on the west by the suburban development of Duarte, and on the east by the industrial plants, homes, highways and orchards of the area between Azuser. and Baldwin Park. The location of the project i s shown i n exhibit B and drawing f i l e , No. 483/2, exhibit F.

1.03. Foundation of Santa Fe Dam site. The formation a t this s i t e i s Recent alluvium consisting primarily of gravel and boulders up to- 4 fee t i n diameter, together with considerable quantities of loose sand and very l i t t l e clay or silt. The records of deep water wells dri l led i n the vicinity indfcate that this gravel and boulder type of mater id . extends from the surface t o depths of several hundred feet. The majority of these records shows the formation to be loose and unconeolidated although layere of "tight sand" and "cemented gmve1,fl lying a t intervals between 100 fee t and 400 feet deep, have been repoP%gdl, 1 0 Bescri~tion sf project,

a. Princimal structures and equiment. Principal structures and equipment include (1) an ear thf i l l dam, approximately 23 800 fee t long wfth a maximum height of 92 fee t above streambed;

(2j an outlet works, consisting of an approach channel, an intake structure, a f loat recorder house, 16 gated outlet conduits, hoisting equipment, a standby power unit, a s t i l l ing basin, a downstream channel, and a service building; (3) er spillway, structure, consisting of an approach chernnel, an overflow ogee spillway, a s t i l l ing basin and an ex i t channel, (see drawing,. f i l e NO. 439/2, exhibit F, and sections 3, 4 and 5 of this manual), b, Hydrographic installations. Hydrographic installa-tions include (1) two reservoir water stage recorders, (2T-szxteen gate opening recorders, (3) an outflow gaging station, (4) two stan-dard glass-tube rain gages, (5) a recording rain gage, and ( 6 ) ds-cellaneous staff gages, indicators and sedimentation monuments, (see drawing, f i l e No. 43$/2, exhibit F and also section 8, t i t l ed flHydrographic Installations, ") c, C o d e a t i o n fac i l i t f es. Communication f ac i l i t i e s include a radio transmitting and receiving station and telephones i n the service building and i n the dam tender's house. (see drawings, f i l e Nos. 4.40146 t o &0/51, inclusive, exh5bit F and also section 9, t i t l e d fiCommunication Faci U t i e s , n, 1.65, Protection ~rovided. The %nta Fe flood control basin is an important uni t i n the flood-control plan fo r the LQS Angeles County drainage area. It provides protection fo r the Sm Gabriel Valley and the coastal plain area adjacent to the lower course of the San Gabriel River.

1,06, &sic dssian rewrts , A Hydrology Report entitled I1iiydrol-ogy - San Gabriel River above SaYlta Fe Flood Control Basintt was made 7 BecembtPr 1940, An NAndysis of Design for the Santa Fe b m , f l volumes I and 11, was submitted April 1 9 a . An addendum "8" was made August 1942 and addendum "Btl was made Yay 19&, An I1AnaPysis of Design of 6' x 9 ° Slide Gates for S a n k Fe Dam" was compiled i n June 1947.

It is located a t the base of the downstream slope of the outlet works, mar the s t i l l ing basin. The smaller of the two units, or west wing, containa a storeroom, a to i le t and service sink. Separated by a w a l l is the larger unit cont-g a switchboard, a standby unit, a telephone desk, and a S-ton, 20-foot lift, trolley hoist for servicing the stmdby d t . The traveling crane requires a 10 hp, hhO-volt, 3-phase sqtll"frrsl cage motor. An @-inch up-blast ventilating f ztn, drimn by a 1/3 hp, ll0-volt motor, provides ventilation for the gate chambers, A 20-inch exhaust fan, driven by a a hp, IlO-voPt fan motor, is located on the floor of this wing. A large sliding steel door with orire glass panels provides access t o an adjacsrrt parking space, approximately 200 feet wide and 50 feet long. An opening i n the w a l l fpposite the door leads l n t b the access gallery. A waterline of 1s-inch galvadzed s teel pipe, extending f r o m tMs wing of the service building t o the upstream end of %]he aecess galleqr, supplies three, 3/L-inch hose bibbs i n the gallery as w e l l ips one 3/4-hch bibb in each of the four g a b chambers. The gates are designad for madmum average hydrostatic head of 87 feet above the conduit invert, Hotor driven high-pressure rotary pumps sup~3y o i l t o the slide gate hoist cy3bdexs. The 16 gates are set Gp- on 2 batteries of 8 gates each. Each battery bas a separate o i l pressure system, in-cluding a sePvPce pimp and m%or and a standby pump and notar. Each gate is operabd by a manually controlled 4-wy valm located mar its hoist q b d e r in the gate chaaiber.

Four of the slide ga%es, Nos, 3, 7, 10, and a, can be locked a t any positTcan between the including fully cXosed and fWI.7 open.

This is accomp3is&ed by hy&aul=Lo automat5a gate holdem mounted on the head of the hydraulic operating cylLnders and controlled by the o i l used to operate the gates.
