----- Original Message ----- From: Michael Lyons <MLYONS@waterboards.ca.gov> To: Lennie Rae Cooke Cc: Josh Burnam Sent: Wed Dec 17 14:32:52 2008 Subject: Re: City of Long Beach WDRs
Lennie and Josh-
I have reviewed the background information in the Sampling and Analysis Plan for the dredging of Rainbow Harbor and adjacent channel areas by the City of Long Beach. It appears that this activity would be covered under the existing Waste Discharge Requirements for dredging in the West Beach area. Although the original WDRs estimated that only 35,000 cubic yards would be dredged from the areas of the Los Angeles River Estuary and access channels, and the Aquatic Park Harbor (i.e., Rainbow Harbor), the WDRs do allow for dredging of a maximum of 63,000 cubic yards per year to maintain safe navigable depths, protect public and private floating structures from low tidal damage, and nourish public beaches near 1st Place in the Long Beach area. Offshore ocean disposal of the dredged material may occur if all conditions and requirements set by the U.S. Environmental Protection Agency are met.
Sediment characterization information should be submitted to the Los Angeles Regional Board and other state and federal regulatory agencies at least 10 days prior to initiation of dredging and disposal activities, along with a schedule of proposed dredging and disposal operations. Compliance with the monitoring requirements outlined in the WDRs for the West Beach area also is required.
