Pre-Proposal Inquiry Responses - DBB Storm & Sanitary Sewer Repair, Caserma Miotto

This document is a comprehensive Q&A record containing 171 pre-proposal inquiries (PPIs) and government responses related to a Design-Bid-Build (DBB) storm and sanitary sewer repair project at Caserma Miotto in Longare, Italy. The contract number is W912PF26RA011, issued by the U.S. Army Corps of Engineers (USACE). The project involves constructing new stormwater and sanitary sewer collection systems, a lamination tank beneath a training field, lift stations, naturalistic hydraulic mitigation works, and restoration of a municipal sports field, with an estimated contract magnitude of $10,000,000 to $25,000,000 in Euros.

The PPIs address critical solicitation clarifications across technical, procurement, and administrative domains. Key outcomes include amendment 01 (issued August 10, 2026) extending the corporate experience recency window from five to eight years, establishing the geotechnical reports and utility surveys as the contractual baseline under FAR 52.236-2 (Differing Site Conditions), confirming the 100% design package completeness, allocating various permitting and authorization responsibilities, and establishing cost allocation for third-party inspections and testing. The government confirmed performance bonding requirements follow FAR 52.228-15 at 100% of contract value; clarified that Italian SOA certifications (OG6 and OG13) satisfy qualifications without requiring specific classification levels; addressed multiple design discrepancies resolved via amendment 02; and confirmed the 1,010-day performance period begins from contract award receipt with Notice to Proceed to be issued post-approval of pre-construction submittals. Proposal submission deadline was extended, and ancillary issues regarding synthetic turf specifications, lamination tank dimensions, utility information status, and concurrent municipal projects at the adjacent Palazzetto dello Sport facility were documented and addressed through revised technical documentation distributed by amendment 02.

4 21-Jul-26 Draft RFP General

We kindly request that the Government take into consideration the Italian holiday period when issuing this solicitation.

Due to the size and complexity of this project, offerors require sufficient time to identify and coordinate resources, engage teaming partners, and thoroughly review and evaluate the solicitation requirements in order to prepare a complete and competitive proposal.

In Italy, the month of August is the primary holiday period, during which many businesses, suppliers, subcontractors, and public offices are closed or operate with significantly reduced staffing. Consequently, obtaining quotations, technical information, and other necessary feedback from suppliers and subcontractors is often delayed, making it difficult to complete pricing evaluations and proposal development within a shortened solicitation period.

To promote full and fair competition and allow offerors adequate time to develop responsive proposals, we respectfully request that the Government consider issuing the solicitation at the end of August or after the conclusion of the Italian summer holiday period. This would provide offerors with greater access to key personnel, suppliers, and subcontractors necessary to prepare accurate and competitive proposals.

The proposal due date has been extended. See amended solicitation, Section 00 00 00. 02

5 21-Jul-26 Draft RFP

With reference to the Performance Bond requirement, we note that the solicitation requires the use of U.S. Standard Forms, which are typically supported by U.S. sureties and financial institutions.

For local Italian contractors, obtaining these instruments through U.S. banks or sureties can be difficult and may unnecessarily restrict competition.

We respectfully request that the Government consider accepting, as an alternative, a 10% Performance Guarantee issued by a recognized financial institution or bank, in accordance with standard Italian and European commercial practices. Acceptance of this form of guarantee would facilitate broader participation while continuing to provide adequate financial security for contract performance.

The performance and payment security requirements of RFO FAR 52.228-15 have been tailored for this Outside the Continental United States (OCONUS) acquisition. The successful Offeror has been afforded two options: the U.S.

Standard Form providing 100% bonding requirement or a performance guarantee equal to ten percent (10%) of the total contract award price. See Section 00 73 00, para. 8.1 - 8.4, for performance and payment security for details.

Corporat e

Experien ce

Due to the size, complexity, and unique combination of disciplines required under this solicitation, we respectfully request that the Government extend the experience recency requirement from five (5) years to ten (10) years.

Projects of this nature are not frequently procured, and limiting qualifying experience to the past five years may unnecessarily restrict competition by excluding otherwise highly qualified contractors with relevant and successful past performance.

Partially concur. The Government agrees to revise the experience recency requirement from five (5) years to eight (8).

See amendment 01, Section 4.2.1.1.1(e).

7 22-Jul-26 Draft RFP 13 1.9

Upon reviewing the draft solicitation, we note that the current qualification requirements appear highly prescriptive and may limit competition to a relatively small number of highly specialized firms. While these firms may possess the required technical expertise, they may not necessarily have experience performing work on military installations under the unique contractual, quality control, safety, security, and FAR requirements associated with U.S. Government construction projects.

We understand that the draft solicitation permits the use of Joint Ventures to satisfy these requirements. However, based on our experience, the period between anticipated solicitation issuance and proposal submission is unlikely to provide sufficient time to establish a compliant Joint Venture. Forming a JV requires significant legal and administrative effort, including preparation of JV agreements, notarization, company registration, SAM registration, NCAGE assignment, and other compliance actions necessary to compete for a U.S. Government contract.

These challenges are further compounded by the European summer holiday period, during which the availability of key personnel, legal advisors, registrars, and notary services is often significantly reduced.

As part of our market outreach, we have engaged several highly specialized firms regarding this opportunity. While these firms possess the required technical capabilities, many have indicated reluctance to participate through a Joint Venture structure because the establishment of a new legal entity is not aligned with their normal business model, long-term business strategy, or administrative constraints resulting from the summer holiday season.

Given these considerations, will the Government consider allowing Offerors to satisfy the qualification requirements through a Prime Contractor/Subcontractor teaming arrangement? We believe a Prime/subcontractor relationship would increase competition while providing the Government with the combined benefits of a Prime Contractor experienced in executing projects on military installations and complying with FAR, quality control, safety, security, and installation access requirements, together with specialized subcontractors possessing the required technical expertise. This structure would maintain clear contractual accountability, simplify contract administration, reduce performance risk, and help ensure successful project execution without limiting participation from otherwise highly qualified teams.

The Government has reviewed the request; however, the requirement remains unchanged.

To clarify, the solicitation's baseline relevancy criteria established in Section 4.2.1.1.1 do not require prior experience contracting with the U.S. Government or performing work specifically on military installations.

Due to the technical complexity of this project, the Prime Contractor (or formal JV members) must possess this specialized experience directly. While subcontracting for this work is permitted, the Prime Contractor must have the inherent technical expertise to provide active oversight, proactively identify and resolve issues before they impact performance, and intelligently manage the project without merely relaying unverified subcontractor updates.

Maintaining this capability at the prime level ensures direct contractual accountability and mitigates critical performance risks. Government market research confirms a sufficient pool of qualified Prime/JV sources exists to ensure robust competition

8 22-Jul-26 Geotechnic al Baseline 53 00 72 00

FAR

52.236-

Will the Government establish the geotechnical information contained in the solicitation as the contractual Geotechnical Baseline for purposes of evaluating differing site conditions under FAR 52.236-2?

Yes. The geotechnical reports, soil boring logs, and subsurface data provided as part of this solicitation represent the factual and interpretative indications of the site's physical conditions. In accordance with RFO FAR 52.236-2 (Differing Site Conditions), these documents establish the contractual baseline that the Contractor may reasonably rely upon when preparing its bid. Any subsurface or latent physical conditions encountered during construction that differ materially from those indicated in these contract documents will be evaluated as a Type 1 Differing Site Condition under the clause

9 22-Jul-26 Undergrou nd Utilities 53 00 72 00

Joint Pre- Constructio n Survey 54 00 72 00

FAR

52.236-

Will the Government conduct and jointly document a pre-construction condition survey of existing pavements, buildings, utilities, fences, and adjacent facilities prior to commencement of construction? If so, please confirm that the Contractor will not be held responsible for pre-existing damage identified during that survey.

In accordance with standard construction best practices and the requirements of Section 01 11 00 of the Statement of Work, the Contractor is responsible for documenting existing site conditions prior to commencing work. The Government's representatives (e.g., the Contracting Officer's Representative and DPW personnel) will participate in the pre-construction site walk-down to verify the contractor's initial survey. The resulting, mutually verified survey report will serve as the official baseline for existing conditions. The Contractor will not be held responsible for pre-existing damages that are properly identified and documented in this verified report; however, in accordance Part 3, Section 3.1, the Contractor remains fully responsible for repairing any damages to Government or private property resulting from its own operations or negligence during contract performance.

12 22-Jul-26 Draft RFP

20-21 4.2.1 4.2.1.1.

1 /

4.2.1.1.

Sections 4.2.1.1.1 and 4.2.1.1.2 (Subfactor 2.1, Corporate Experience): Section 4.2.1.1.1 establishes Primary Attributes a project must meet to be evaluated as relevant, including a final construction cost of $6,000,000 or greater. Section 4.2.1.1.2 identifies Secondary Attributes (naturalistic hydraulic/landslide remediation in wooded or sensitive areas, synthetic turf fields, and lamination tanks) for which a project may be assessed a Strength.

The specialized scopes identified as Secondary Attributes are, by their nature, frequently performed as standalone contracts of modest dollar value, often well below the $6,000,000 threshold, even when performed successfully and at meaningful scale. As drafted, an offeror with directly applicable specialized experience can only receive evaluation credit for Secondary Attributes if that experience happens to occur within a project that also meets all Primary Attributes.

QUESTION: Will the Government consider amending the solicitation to permit offerors to demonstrate Secondary Attribute experience through a limited number of additional projects (e.g., up to two or three supplemental project data sheets) that are separate from, and in addition to, the three-to-five projects meeting the Primary Attributes, with such supplemental projects exempt from the $6,000,000 size threshold but subject to the same recency, role, and location requirements? Alternatively, will the Government confirm whether Secondary Attribute experience may be credited only when demonstrated within a project meeting all Primary Attributes in Section 4.2.1.1.1? This approach would allow the Government full visibility into offerors' specialized experience in the discriminating scopes it has identified, while preserving the baseline relevancy standard for corporate experience.

The Government will not accept additional or supplemental project data sheets beyond the five (5) maximum limit of projects established under Subfactor 2.1.

RFP Sections 4.2.1.1.1(a) and 4.2.1.2. of the solicitation have been amended to clarify Secondary Attribute experience does NOT need to be demonstrated within a project meeting the size and core sewer/basin scope relevancy requirements to be credited.

While the mandatory minimum of three (3) baseline projects must meet all Primary Attributes, if an Offeror chooses to submit a fourth or fifth project, those projects are exempt from the size and the core sewer/basin scope relevancy requirements, provided they are submitted specifically to demonstrate experience in one of the Secondary Attributes (naturalistic hydraulic/landslide remediation, synthetic turf fields, or lamination tanks) and otherwise meet the recency, role, and location requirements of the solicitation. The overall project submission limit remains five (5) total projects.

Blocks 12a/12 b;

52.228-

FAR 52.228-15, Performance and Payment Bonds - Construction (incorporated by reference); SF 1442 Blocks 12a/12b: The draft RFP requires performance and payment bonds, each in a penal amount of 100% of the contract price, furnished within ten (10) calendar days after award. This project will be performed entirely in Italy, and the field of contractors with the specialized experience sought under Factor 2 is composed substantially of Italian construction firms. U.S. Treasury-listed (Circular 570) corporate sureties rarely underwrite bonds for non-U.S. contractors, and while FAR 52.228-14 permits an irrevocable letter of credit as an alternative, an ILC at 100%/100% of a contract in the disclosed magnitude range ($10,000,000-$25,000,000) encumbers a contractor's bank credit lines for the full contract value plus the warranty period - a burden that may deter otherwise highly qualified firms from competing, or inflate proposed prices to carry that cost. We note that the Contracting Officer has discretion under FAR 28.102-2(a) and (b) to establish penal amounts of less than 100% upon a determination that a lesser amount is adequate for the protection of the Government, and that 40 U.S.C. 3131(d) and FAR 28.102-1 further authorize waiver of bonding requirements for contracts performed in a foreign country where furnishing bonds is impracticable. Italian public-works practice (garanzia definitiva under the Codice dei Contratti Pubblici) typically requires guarantees of approximately 10% of the contract value, and Italian banks and insurers routinely issue instruments at that level.

QUESTION: Does the Contracting Office anticipate amending the solicitation to tailor the bonding requirements of FAR 52.228-15 for performance in Italy - for example, by establishing reduced penal amounts pursuant to FAR 28.102-2, expanding the acceptable forms of security, or extending the ten

(10) calendar-day furnishing period? Reduced penal amounts, consistent with the Government's actual risk exposure, would materially broaden the field of qualified competitors, benefiting the Government through increased competition and more favorable pricing, while progress-payment retainage and the Government's other contractual remedies continue to protect its interests.

15 4-Aug-26 RFP

We respectfully request a three-week extension of the current proposal submission deadline from August 28, 2026, to September 18, 2026, for the following reasons:

1. Ferragosto Holiday Period: During the August holiday period in Italy, many subcontractors, banks/credit institutions, and Italian authorities operate with reduced staffing or are closed. This significantly impacts our ability to obtain timely subcontractor quotations and coordinate with Italian financial institutions regarding the required performance guarantee.

2. SAM/PIEE Registration: The PIEE registration process is complex and requires completion of SAM.gov registration before PIEE registration can be processed. Additional time is therefore needed for prospective offerors to complete the required registrations and ensure they are able to successfully submit their offers through PIEE.

Partially concur. The proposal due date has been extended. See amended solicitation, Section 00 00 00. Additionally, the solicitation Section 00 21 00, para. 1.5.9 has been amended to provide alternate electronic submission method for offerors who are unable to upload their proposals via the PIEE Solicitation Module due to pending registration approvals. See amended solicitation for mandatory proof of timely effort requirements and alternate submission method instructions.

16 7-Aug-26 RFP 1 13 a

Considering that site visit was held just before to the Italian Ferragosto holiday period during which most companies, including Offerors, Suppliers and Subcontractors, are closed for at least the 2 central weeks of August, Offeror respectfully requests the Government to extend the proposal due date of two (2) weeks. This would allow sufficient time to collect and review administrative and technical documentation for the submission of a complete and compliant proposal.

Partially concur. The proposal due date has been extended. See amended solicitation, Section 00 00 00. 02

4.2.1.1.

1. (c)

Please clarify whether past performance from a project performed in another EU/NATO member state may be considered in lieu of a project performed specifically in Italy — absent an environmental, regulatory, or technical factor unique to Italy that materially differs from other EU/NATO construction environments. We respectfully ask the Government to either broaden the location criterion to encompass EU/NATO construction environments generally so that the requirement reflects the Government's actual technical needs without unnecessarily excluding qualified, experienced Offerors with vast experience with US DoD projects.

The requirement remains unchanged.

To clarify, the solicitation's baseline relevancy criteria established in Section 4.2.1.1.1 do not require prior experience contracting with the U.S. Government or performing work specifically on military installations.

18 10-Aug-26 SOW 25 1 50 00 1.4.a

With regard to the works outside the base, specifically the construction of the new Lamination tank and TOC, are electricity and water still being provided by the Government?

No. Government-provided water and electricity are unavailable for off-base work locations (including the lamination tank and TOC sites). See revised SOW Part 2, section 01 50 00, para. 1.4. The Contractor is required to coordinate directly with local utility agencies to establish temporary connections (allacciamento ad uso cantiere) required for construction operations.

The road leading up to the dog training area is very narrow and does not allow the work to be carried out safely if vehicle access must be maintained. Is it possible to close the road completely during the works, while limiting the duration of the closure to the minimum time necessary to complete the intervention?

No, continuous road closure is not authorized. The road must remain accessible for vehicle passage to accommodate scheduled dog training activities which occur twice weekly (for a half-day session each time).

In accordance with SOW, the Contractor is responsible for providing all safety devices and measures necessary to safely allow vehicle travel during these windows. Coordination for temporary closures will occur through the COR for approval by the Government to ensure no conflict with the training schedule.

The specified slope for the new TOC is 0.30% in the section beneath the paved area. Our subcontractor's technical team has pointed out that, if the subsoil is also gravelly in nature, water pockets may form, resulting in a drainage system that would not meet good engineering practice. We would therefore appreciate your clarification on this matter and confirmation that the proposed design is appropriate for the expected ground conditions.

The Government confirms that the proposed design is appropriate for the expected ground conditions. The design was developed using comprehensive geotechnical, hydraulic, and GIS surveys of the project area. The Contractor shall construct the TOC and drainage system in accordance with the contract plans and specifications.

As of today, 10 August 2026, Amendment 01 has been released, and SF30 indicates that the solicitation documents have been revised and/or added and that responses to the PPIs have been released.

However, we have noticed that the referenced attachments and revised solicitation documents do not appear to be available in PIEE. Given the importance of these documents to the preparation of a complete and responsive proposal, we kindly request clarification from the Government regarding the successful upload and availability of all documents associated with Amendment 01.

Furthermore, the site visit was conducted on 5 August 2026, while the current deadline for submission of PPIs is 11 August 2026. This provides only three business days following the site visit to review the available information, assess the solicitation requirements, and prepare and submit any necessary PPIs.

In the interest of ensuring a fair, open, and competitive procurement process, we respectfully request that the Government:

Confirm that all revised, added, and supporting solicitation documents associated with Amendment 01 have been successfully uploaded and are accessible to all prospective offerors through PIEE; and Extend the PPI submission deadline by at least two weeks to provide prospective offerors with adequate time to review the complete solicitation package and submit meaningful and well-considered PPIs.

Amendment 0001 and all associated attachments were successfully posted to SAM.gov on 10 August 2026. As stated in the solicitation, Section 00 21 00, para. 1.7, all solicitation documents and subsequent amendments (SF 30) will be posted to Contract Opportunities at SAM.gov. The Government is not required to upload duplicate copies of these technical attachments into the PIEE Solicitation Module.

In accordance with Section 1.5.9, the PIEE Solicitation Module is authorized for the submission of proposals.

The pre-proposal inquiry (PPI) period is closed and will not be reopened.

The Bidder is aware of a contract assigned during FY 2025, to "Repair Retaining Walls and Landslides & Bldg. 40 Correct Structural Deficiencies, Miotto, Longare, Italy".

Please clarify any intersection between that contract and the "Storm & Sanitary Sewer Repair" contract. More in detail, if any overlapping (time, location, etc.) during construction is foreseen and if any part of the work in this contract is linked to the other contract, both from operational point of view and also from a health&safety perspective.

The availability of the Design developed for the "Repair Retaining Walls and Landslides & Bldg. 40 Correct Structural Deficiencies, Miotto, Longare, Italy" contract would be higly appreciated and helpful to check for any issue on this matter.

For the above reasons, the Bidder asks to the GOV to share the Design documents related to the "Repair Retaining Walls and Landslides & Bldg. 40 Correct Structural Deficiencies, Miotto, Longare, Italy" project.

No, the design and technical documents for the FY25 project 'Repair Retaining Walls and Landslides & Bldg. 40 Correct Structural Deficiencies' will not be distributed.

Pursuant to FAR 52.236-8 Other Contracts of the solicitation, the Government reserves the right to award or execute other contracts at or near the project site. The Contractor is contractually required to fully cooperate with other active contractors and adapt their construction scheduling to accommodate concurrent operations.

To manage potential site overlaps and safety coordination, the Government will host a joint coordination meeting immediately post-award with the selected Contractors for both projects. The sewer project's construction phasing has been structured to minimize physical and operational interferences, with the primary focus of the first year of performance centered on off-base works (including the lamination tank and TOC pipeline).

SOA 1.9.2.2

Section 1.9.2.2 allows the required SOA certification to be held by the Prime Contractor, a JV member, or a designated subcontractor. However, the Experience and Past Performance requirements appear to evaluate projects performed directly by the Offeror.

Could the Government clarify whether the required SOA categories (OG6 and OG13) must be possessed directly by the Prime Contractor/Offeror to ensure alignment between the entity being evaluated for Experience and Past Performance and the entity qualified to perform the work?

If not, how will the Government assess an Offeror whose qualification relies solely on a subcontractor's SOA certification?

The SOA certification and the Experience/Past Performance factors serve distinct purposes in the evaluation process:

SOA Qualification and Compliance: In accordance with Solicitation section 00 21 00, para. 1.9, the SOA certification is to support the Contracting Officer's responsibility determination under RFO FAR Part 9. The required SOA categories (OG6 and OG13) may be held by the Prime Contractor, a Joint Venture member, or a designated subcontractor. If an Offeror relies on a subcontractor's SOA certification to meet qualification requirements, the Offeror must strictly comply with Section 1.9.2.2 (3) and (4). The proposal must clearly document and demonstrate the specific scope of work and the percentage of work to be performed by each firm associated with that SOA.

Experience & Past Performance (Factors 2 & 3): These factors do not evaluate the SOA certification itself. While a subcontractor may hold the technical SOA certification, the Prime Contractor (or formal JV members) must independently meet the core management experience and past performance requirements of Factors 2 and 3 as the contractually bound Prime Contractor.

To ensure full compliance with the proposal submission requirements, please identify all FAR/DFARS provisions included in the solicitation that must be completed, executed, and returned with the proposal. Please also indicate:The solicitation page number where each requirement is identified;Whether the document/form is required at the time of proposal submission; The volume in which each completed form shall be submitted; andWhether all completed FAR/DFARS provisions and representations/certifications are required to be included in Volume IV – Solicitation Forms. This clarification will assist Offerors in ensuring a complete and compliant proposal submission.

The Government will not provide an itemized checklist or cross-reference index of specific solicitation provisions to be completed by offerors. The burden of reviewing the entire solicitation package, identifying all required representations and certifications (including those in SAM.gov), and submitting a complete and compliant proposal rests solely with the Offeror.

All mandatory administrative certifications and forms required for the Contracting Officer's responsibility determination must be compiled and submitted within Volume V, as detailed in Section 1.9 at the time of proposal submission.

Solicitation Section 00 21 00 revised to add para. 1.11 to require completed and maintained electronic annual representations and certifications at SAM.gov prior to the response due date and time of this solicitation and clarify offeror's responsibility to review and individually complete any applicable standalone representation or certification provisions of the solicitation.

1.9.4 and

1.9.4.1

Sections 1.9.4 and 1.9.4.1 both address compliance with Italian Anti-Mafia Law No. 646. Section 1.9.4 specifies the documentation required to demonstrate compliance at the time of proposal submission, while Section 1.9.4.1 appears to restate the same statutory requirement and describe its applicability during contract performance.

Please confirm that Section 1.9.4.1 does not impose any additional proposal submission documentation beyond the evidence expressly identified in Section 1.9.4(a)-(d), and that compliance with Section 1.9.4.1 will be established through the documentation already submitted pursuant to Section 1.9.4.

Regarding the previous work evaluation document, B08-W912PF26RA011_ATT+C_PPQ_AMD01, could these documents be replaced by CPARS evaluations or a different PPQ format? We already have CPARS-type experience formats or previous PPQ formats from our clients; and in some cases, it is complicated for them to sign new evaluations, which they have done previously, and it would be complicated to meet the experience required in the solicitation.

No. In accordance with the solicitation instructions, alternative Past Performance Questionnaire (PPQ) formats will not be accepted.

As outlined in Section 4.3.1.1, Offerors should submit Contractor Performance Assessment Reporting System (CPARS) evaluations where available. Pursuant to Section 4.3.1.2, if a CPARS evaluation is not available, the Offeror must utilize the specific PPQ form provided in Attachment C_PPQ. Historical PPQs or alternative formats from previous solicitations will not be evaluated.

Due to vacation dates across the country, we are finding it extremely difficult to get responses from the various subcontractors we usually work with.

This is making it very challenging to prepare an optimized bid proposal under the best conditions for the government. Therefore, we request a three-week extension of the offer submission deadline.

Partially concur. The proposal due date has been extended. See amended solicitation, Section 00 00 00. 02

The general note on the drawings (C-002) indicates that rock has been found at a minimum depth of 0.50 m and that the contractor must consider all excavation as rock from that elevation onwards without additional costs. However, in the responses to 95% design comments, the designer (DOR) mentions that the average rock excavation estimate is 75-80% across the entire site. Is there a definitive geological profile that delineates the rock areas, or should the the contractor assume the 100% risk of rock excavation from 0.50 m onwards regardless of actual findings?

The technical documentation includes a detailed Geological Report that defines the specific depths, areas, and profiles of rock across the site. Offerors should reference the Geological Report and its associated data (distributed via attachments 4.4 - 4.7 previously) rather than relying solely on the general drawing notes to determine subsurface conditions and manage excavation planning.

35 11-Aug-26

Can MS Project software be used to create the bid schedule for this bid phase?

Yes. The Government will accept the use of alternative scheduling software, such as MS Project, for the initial bid schedule submitted during the proposal phase, provided it meets all requirements outlined in Section 4.1.2. The solicitation has been amended to allow alternative scheduling software for the development of the Factor 1.2 Project Schedule; however, the submission in PDF format required in para. 4.1.2.1.2 remains unchanged.

However, please note that upon contract award, the successful Contractor will be required to generate and maintain the official project schedule using Primavera P6 software, as mandated in SOW Section 1.3.1 and the project specifications.

The Technical Specifications (BOD) and design notes indicate that existing pipelines in sloping areas should be disconnected and abandoned in situ so as not to compromise soil stability. Conversely, the base's Operations and Maintenance (O&M) division explicitly requested that old lines be completely removed and not abandoned. Which criterion prevails for the bid: abandonment for slope stability or total removal as required by O&M? This difference significantly impacts demolition and waste management costs.

The final Technical Specifications and design notes/drawings prevail for this solicitation. The O&M review comments referenced in the Basis of Design (BOD) were evaluated during the design development, and the design reflects the Government's acceptances. Offerors shall price their proposals based on the provided design documents.

PRE-PROPOSAL INQUIRIES (PPI)

37 11-Aug-26 ATT5.3 7 1.4 N/A

The Offeror kindly requests clarification regarding the PSC (Piano di Sicurezza e Coordinamento) included in the Solicitation documents and prepared by AICE Consulting.

On page 7, under the section "Impresa Affidataria ed Esecutrice" (Contractor and Project Executor), the company Battistella Costruzioni SpA is identified.

The Offeror respectfully requests the Government to clarify the reason why this company is referenced in the PSC. Specifically:

1. Has Battistella Costruzioni SpA already been appointed to perform any portion of the works, or is it otherwise involved in the execution of this project?

2. What is the role of Battistella Costruzioni SpA in relation to this Solicitation?

3. Should Offerors consider any simultaneous operations (SIMOPS) or coordination activities with other contractors during the execution of the works?

Furthermore, Battistella Costruzioni SpA was among the contractors participating to the site visit. Since the company is specifically identified in the PSC prepared by the Designer, the Offeror kindly requests clarification regarding the nature of the relationship between Battistella Costruzioni SpA and the design team and whether it may have received any information beyond the Solicitation documents that could provide a competitive advantage over other Offerors.

No. Battistella Costruzioni SpA has not been appointed to perform any portion of the works, nor are they involved in the execution of this project. The inclusion of the company's name in the initial Piano di Sicurezza e Coordinamento (PSC) was an administrative, clerical error resulting from the Designer of Record (DoR) using an older, unrelated document as a formatting template. A revised PSC with the clerical error removed is provided via amendment.

There are no operational interferences or simultaneous operations (SIMOPS) that will directly impede the execution of this contract's works anticipated. The Government will host a joint coordination meeting post-award to synchronize efforts and avoid interferences between this project, the adjacent retaining walls contract (reference PPI#22), and the Palazzetto dello Sport renovation.

The Government confirms there is no relationship between Battistella Costruzioni SpA and the design team for this project, nor has any firm received information beyond the official solicitation documents. As stated above, the appearance of the company name was strictly a clerical error generated from a historical template. All prospective offerors, including those who attended the site visit, have been provided with the exact same 100% complete design package and solicitation materials via SAM.gov. Battistella does not have a competitive advantage or unequal access to information regarding this procurement

We respectfully request an extension of the deadline for submitting inquiries, currently set for August 11, 2026, by at least two weeks, until August 25, 2026. Following the Site Visit on August 5, 2026, additional time is required to thoroughly review and evaluate the information gathered and to identify any necessary clarifications. Three busness days are not sufficient.

We therefore kindly request that the Government allow an additional two weeks to ensure that inquiries can be properly considered and submitted.

The pre-proposal inquiry (PPI) period is closed and will not be reopened. -

2 Project Objectiv es

The SOW states that the Contractor shall be responsible for submitting the request for Occupazione Suolo Pubblico prior to commencement of any work outside Miotto Military Installation and that Comune di Longare will issue an Ordinanza for the temporary assignment of the affected areas.

To properly plan permitting activities and project schedule, please clarify:

1.Which specific areas outside Miotto Military Installation require Occupazione Suolo Pubblico authorization.

2.Whether a draft Ordinanza, approved occupation limits, or reference drawings are available.

3.Whether there are any known restrictions regarding occupation duration, traffic management, pedestrian access, or working hours that should be considered in the Contractor's proposal and schedule.

4.What is the estimated total cost that the Contractor is expected to incur for obtaining the Occupazione Suolo Pubblico authorization, including all administrative fees, stamp duties (marche da bollo), and any other related costs?

5. The socker filed is included in the "Occupazione Suolo Pubblico"?

General Fee Waiver: Under bilateral agreements, the U.S. Government is exempt from paying local Italian government agency fees (excluding standard marche da bollo / revenue stamps). This waiver applies to the Occupazione Suolo Pubblico (public land occupation) permit; therefore, the Contractor will incur no permit fees for this authorization.

To address the specific questions:

1. Affected Areas: The areas requiring Occupazione Suolo Pubblico authorization include the soccer field and the designated material stock/staging area, as identified in the Plan of Safety and Coordination (PSC) drawings.

2. Draft Ordinanza Availability: A draft Ordinanza is not available. The Comune di Longare will generate and issue the official Ordinanza to the Contractor only after the formal submission of the Dichiarazione Inizio Lavori (Notice of Commencement of Works).

3. Restrictions & Working Hours: All known operational restrictions, traffic management requirements, and site constraints are detailed within the PSC. No additional extraordinary prescriptions are anticipated at this time.

4. Estimated Costs: The Contractor is only responsible for the administrative cost of revenue stamps (marche da bollo). The Statement of Work (SOW) has been updated to specify that four will be required.

5. Soccer Field Status: Yes, the training soccer field is included in the Occupazione Suolo Pubblico permit footprint.

Statement of Work (SOW) has been revised to reflect these clarifications.

42 11-Aug-26 Drawings C-002

The contract drawing (C-002 note “Miscellaneous” number 6) require the Contractor to submit a bank guarantee (fidejussione bancaria) to Comune di Longare for the off-base works. Please specify the required amount (€), and validity period.

As insurance bonds (fidejussioni assicurative) are commonly accepted by Italian public authorities, please confirm whether an insurance bond may be submitted in lieu of the required bank guarantee.

The Contractor is not required to obtain a separate or additional Italian bank guarantee (fidejussione) for the Comune di Longare.

Under the terms of the agreement with the Comune di Longare, the municipality will accept the standard Performance and Payment Bonds required by the U.S. Government under this contract. The Contractor is only required to provide a certified Italian translation of these U.S. Government bonds, which the Comune will keep on file. No additional municipal insurance bonds or local bank guarantees will be required.

Solicitation Section 00 73 00, para. I has been amended to specify that a certified Italian translation is required.
