About this file

This is a Questions and Answers document for a federal contract Request for Information (RFI) issued by the U.S. Army for Solicitation W912PF26QA054, covering a Family Advocacy Program (FAP) Prevention Education Coordinator position at Camp Darby, Italy.

The contract requires a single on-site Full-Time Equivalent (FTE) Prevention Education Coordinator with a bachelor's degree in a social or behavioral field, minimum one year of experience in family and children's services or community organization including family violence, and English proficiency at Interagency Language Roundtable Level 3. The position will be accredited under Status of Forces Agreement (SOFA) as a Technical Representative (TR) category per USSSO Instruction 2010.01. The coordinator will work standard hours of 0800–1700 Monday through Friday, with occasional evening and weekend support (not exceeding five hours monthly) managed through schedule flexing within the firm-fixed price. The Government has established standardized, non-negotiable plug values for travel CLINs (0002, 1002, 2002, 3002, 4002) so quoters do not propose travel prices. The total evaluated price includes the base period plus four option years and a potential six-month extension under FAR 52.217-8, evaluated by adding 50% of Option Year 4's proposed price. For quotes submitted in Euros, the Government will apply an official exchange rate of 0.9303 USD per 1.00 EUR. The delivery schedule governs the period of performance (approximately 28 September 2026 through 27 September 2027, with potential ±2 day adjustments). Contractors must ensure full C-NACI clearance, DOCPER accreditation, and CAC access for the primary coordinator; for long-term absences exceeding 10 consecutive business days, backup personnel must obtain preliminary FBI fingerprint clearance and installation access while full clearance processes complete. Short-term absences under five consecutive business days do not require physical substitutes, with missed sessions rescheduled in coordination with the Contracting Officer's Representative. The successful awardee must be legally authorized to perform services in Italy at contract start and may satisfy commercial registry documentation requirements using home-country equivalent certificates (such as active U.S. corporate filings or German commercial registry certificates) dated within two months of quote submission.

SUBJECT: Questions and Answers – Request for Information (RFI) SOLICITATION: # W912PF26QA054 – Family Advocacy Program (FAP) Prevention Education Coordinator, Camp Darby, Italy

QUESTION #1: Travel CLINs (0002, 1002, 2002, 3002, 4002) & Evaluation

Travel CLINs are quantity one, unit “Job,” with no stated not-to-exceed amount, yet PWS paragraph 1.20 contemplates CONUS and OCONUS travel and the travel CLINs are included in the total evaluated price. Will the Government fund travel to Army sponsored FAP Training in Garmisch under this CLIN? Will the Government establish a not-to-exceed plug value for the travel CLINs so all Quoters price travel on a common basis?

Government Response: Yes. In accordance with Amendment 0001, Quoters are instructed not to propose prices for the Travel CLINs (0002, 1002, 2002, 3002, and 4002).

Instead, the Government has established a standardized, non-negotiable "plug value" (Not-to-Exceed) for these CLINs, to ensure all quotes are evaluated on an identical basis.

QUESTION #2: Evaluation of the FAR 52.217-8 Six-Month Extension

Please confirm that the total evaluated price includes the six-month extension under FAR 52.217-8, and identify which option year unit price the Government will use to evaluate that six-month period.

Government Response: Confirmed. The total evaluated price includes the potential six-month extension under FAR 52.217-8. In accordance with the Addendum to FAR Clause 52.212-2, Factor III – Price (Paragraphs ii and iv), the Government will evaluate this extension period by adding one-half (50%) of the total proposed price for the final option period (Option Year 4 / CLIN 4001) to the offeror's total price. Quoters are instructed not to submit a separate price or CLIN for the FAR 52.217-8 extension period.

QUESTION #3: Evaluation Exchange Rate for Euro Quotes

\If a Quoter prices in Euro, what exchange rate and rate date will the Government apply when evaluating quotes under FAR 52.225-17, Evaluation of Foreign Currency Offers?

Government Response: In accordance with the Addendum to FAR Clause 52.212-2, Factor III – Price (Paragraph iii), the Government will utilize the official current Fiscal Year budget exchange rate of 0.9303 USD per 1.00 EUR for evaluation purposes. All quotes submitted in Euros will be converted using this single rate to ensure a fair and common basis for evaluation.

QUESTION #4: DOCPER SOFA Accreditation Status Category

PWS paragraph 1.7.4 requires SOFA accreditation through DOCPER. Under which DOCPER status category will the Prevention Education Coordinator be accredited? The category determines Italian income tax and social contribution treatment and therefore materially affects the fully burdened labor rate quoted by every offeror.

Government Response: The position of Prevention Education Coordinator will be submitted for Status of Forces Agreement (SOFA) accreditation under the DOCPER status category of "Technical Expert" (TE) in accordance with the U.S.-Italy bilateral agreements.

Bidders should structure their fully burdened labor rates based on the standard fiscal and legal treatments associated with this TE classification under PWS Paragraph 1.7.4.

QUESTION #5: Key Personnel Requirements and Alternate Contract Manager Scoping

PWS paragraph 1.18 designates a Contract Manager (CM) and an Alternate Contract Manager (ACM) as key personnel, each required to hold a bachelor’s degree in a social or behavioral field, a minimum of one year of experience in family and children’s services or community organization including family violence, and English proficiency at Level 3. If the intent of the Government is to have 3 individuals supporting this effort should the PWS reflect that this requirement is for 3 FTEs so they can be DOCPER accredited? If not, then do the CM and ACM require healthcare background to manage the contract remotely?

Government Response: The Government's requirement is for a single (1) on-site Full-Time Equivalent (FTE) performer. To eliminate any ambiguity, the PWS has been revised:

• PWS Reference: PWS Paragraph 1.18 (Key Personnel) and Paragraph 1.18.2 (Administrative Alternate).

• Clarification: The Prevention Education Coordinator is the only Key Personnel position and is the sole on-site performer (Paragraph 1.18). The Alternate Contract Manager (ACM) is designated strictly as a corporate/administrative point of contact (Paragraph 1.18.2). The ACM is not Key Personnel, does not perform daily on-site services, and is not required to meet the technical degree or experience qualifications of the primary coordinator. The ACM may manage administrative requirements remotely and does not require DOCPER accreditation as an on-site performer.

QUESTION #6: C-NACI and Security Clearance for the Absence Coverage Alternate

PWS paragraph 1.29 requires an Employee Absence Coverage Plan addressing short-term absence of less than 48 hours and long-term absence of more than 48 hours, while PWS paragraph 1.11.6 requires that all employees possess and maintain a current C-NACI.

Please confirm whether the individual providing absence coverage must independently hold a current C-NACI, DOCPER accreditation, Common Access Card, and installation access at the time coverage is required.

Government Response: The PWS has been revised to eliminate physical substitute requirements during short-term absences:

• PWS Reference: PWS Paragraph 1.29 (Employee Absence Coverage Plan), Paragraph

1.11.3 (Background Checks), and Paragraph 1.11.3.4 (Interim Suitability).

• Clarification: For Short-Term Absences (under 5 consecutive business days), the contractor is not required to provide a physical substitute. Missed sessions/briefings will be rescheduled in coordination with the COR (Paragraph 1.29.a). Therefore, a pre-cleared backup is not required for short-term gaps.

• For Long-Term Absences (10 or more consecutive business days), a substitute is required (Paragraph 1.29.b). Under PWS Paragraphs 1.11.3 and 1.11.3.4, the long-term substitute must be submitted to DOCPER, obtain an installation pass/CAC, and have a favorably adjudicated preliminary FBI fingerprint/local check to begin performance under Line of Sight Supervision (LOSS) while the full C-NACI process completes.

QUESTION #7: Statutory Italian Leave and Continuous Coverage Requirements

Italian collective labor agreements provide statutory annual leave, permessi, and sick leave that will predictably exceed the short-term threshold in PWS paragraph 1.29. Will the Government accept scheduled gaps in on-site coverage during periods of statutory leave, or does the Government require continuous on-site coverage by a fully accredited substitute for the full 40-hour week throughout the period of performance?

Government Response: The Government accepts scheduled gaps in on-site coverage for standard short-term leave, which will be managed via the rescheduling of PWS deliverables.

• PWS Reference: PWS Paragraph 1.29 (Employee Absence Coverage Plan).

• Clarification: The Contractor must submit a comprehensive Employee Absence Coverage Plan within 30 days of award detailing how statutory leaves and planned absences will be scheduled (Paragraph 1.29). Short-term absences (under 5 consecutive business days), including statutory sick leave or permessi, do not require physical coverage. Missed deliverables will be rescheduled within the month of occurrence (Paragraph 1.29.a). Continuous physical substitute coverage is only triggered for planned or unplanned long-term absences of 10 or more consecutive business days (Paragraph 1.29.b).

QUESTION #8: Evening and Weekend Support and Schedule Flexing Hours

PWS paragraph 1.7.3 establishes contractor support hours of 0800 to 1700 Monday through Friday and states that support required outside those hours will be met by flexing the schedule within the same pay period. FAP prevention education and community outreach events are frequently scheduled in the evening and on weekends to reach service members and family members. Please confirm whether the Government anticipates evening and weekend event support under this requirement, and whether such support is to be absorbed within the firm-fixed price through schedule flexing only. If yes, how many hours monthly are expected outside normal duty hours?

Government Response: Occasional evening and weekend support is anticipated to align with community outreach events; however, this is expected to be minimal.

• PWS Reference: PWS Paragraph 1.7.3 (Contractor Support Hours) and Paragraph 1.2 (Background).

• Clarification: All hours worked outside standard duty hours (0800–1700) must be discussed and approved in advance by the COR/FAPM. The contractor shall manage this within the firm-fixed-price through schedule flexing. Historically, and for pricing purposes, these evening/weekend flex hours are not expected to exceed five (5) hours in any given month, and are not anticipated to occur every month.

QUESTION #9: Day-One Cleared Personnel and Phase-In Allowances

PWS paragraph 1.26 lists Phase In and Phase Out as Reserved. Please confirm that the Government requires fully accredited, badged, and background-cleared personnel performing on site on the first day of the period of performance, with no transition period and no allowance for delayed start pending DOCPER accreditation or C-NACI adjudication.

Government Response: The contractor is expected to begin performance on Day One;

however, the revised PWS provides explicit, flexible pathways to accommodate background check and accreditation processing times:

• PWS Reference: PWS Paragraphs 1.11.1 (Security Program), 1.11.3 (Background Checks), and 1.11.3.4 (Interim Suitability).

• Clarification: Under Paragraph 1.11.1, the selected awardee has five (5) working days after contract award to initiate the C-NACI process. Under Paragraph 1.11.3.4, the contractor's employee may begin performing on-site once the preliminary FBI Fingerprint Check and local Installation Records Check are favorably adjudicated.

The employee will perform under Line of Sight Supervision (LOSS) while the full, lengthy C-NACI investigation is completed. Furthermore, under Paragraph 1.11.3, pending final background results, the contractor is permitted to perform non-sensitive, off-site, or administrative job-related tasks (such as class preparation, updating static displays, and shadowing FAP staff).

QUESTION #10: Q&A response #4 designates the Prevention Education Coordinator for DOCPER accreditation as a "Technical Expert (TE)." USSSO Instruction 2010.01 (25 Jan 2024) doesn't have a TE category, but recognizes the category "Technical Representative (TR)," and paragraphs 7.a and 8.d require the solicitation and contract to identify TR positions. Will the Government confirm the intended category, confirm that this solicitation designates the position as a TR position, and state how any cost impact will be treated if DOCPER declines accreditation?

Government Response: The Government confirms that the correct DOCPER status classification for this position under USSSO Instruction 2010.01 (applicable to OCONUS Italy) is Technical Representative (TR). Q&A Response #4 is hereby amended to reflect this designation. This solicitation and the resulting contract officially designate the Prevention Education Coordinator as a TR position.

Regarding accreditation risks: The Contractor is contractually responsible for proposing personnel who meet the baseline qualifications for TR status under USSSO rules. If an individual proposed candidate is denied TR accreditation by DOCPER, the Contractor must immediately propose a qualified replacement candidate at no additional cost to the Government. In the highly unlikely event that DOCPER makes a systemic determination post-award that the position itself is ineligible for TR/SOFA status, the Government and Contractor will negotiate an equitable adjustment or bilateral contract modification in accordance with applicable FAR clauses.

PWS/Regulatory Reference: PWS Paragraph 1.7.4 (Contractor Accreditation) and USSSO Instruction 2010.01.

QUESTION #11: Solicitation paragraph III.a requires the DURC to contain the statement "Con il presente documento si dichiara che l'impresa RISULTA REGOLARE ai fini del DURC."

The standard INPS/INAIL DURC On Line output instead reads "il soggetto sopra identificato RISULTA REGOLARE nei confronti di I.N.P.S., I.N.A.I.L." and cannot be customized. Will the Government confirm the standard DURC On Line output satisfies III.a?

Government Response: Yes. The Government confirms that the standard, automated DURC On Line PDF output stating 'il soggetto sopra identificato RISULTA REGOLARE nei confronti di I.N.P.S., I.N.A.I.L.' is fully acceptable and satisfies the requirements of Paragraph III.a. Because the DURC is an automated document generated directly by Italian Government portals (INPS/INAIL), the Government recognizes that Quoters cannot customize its standard legal text. The solicitation will be amended to remove any requirement for customized text."

Regulatory Reference: Italian Legislative Decree No. 50/2016 / INPS-INAIL DURC Portal Guidelines.

QUESTION #12: Solicitation paragraph III.b requires a Certificato di iscrizione alla Camera di Commercio (Ordinario) not older than two months. For a Quoter registered outside Italy, will the Government accept the equivalent home-country commercial registry certificate, or is Italian Registro Imprese registration required at the time of quote submission?

Government Response: Added to Solicitation Section IIIb. For Quoters registered outside of Italy (e.g., U.S. or other EU-based firms), the Government will accept an equivalent official commercial registry certificate from their home country (such as a Handelsregisterauszug for German firms, or active state corporate registry filings for U.S.

firms) dated within two months of quote submission. However, the successful awardee must ensure they are legally authorized to perform services in Italy at the start of the period of performance."

Aligns with RFO Part 12 principles of full and open competition by removing unnecessary geographic barriers to entry for foreign small businesses.

QUESTION #13: Factor I requires documentation of English proficiency at Level 3 or higher.

What forms of documentation will the Government accept — a U.S. degree transcript, prior U.S. Government employment records, a standardized test result, or a signed statement referencing the Language Fluency attachment?

Government Response: Factor I addition :

Personnel required to possess English language proficiency shall demonstrate equivalency to Interagency Language Roundtable (ILR) Level 3 proficiency in English, defined as Professional Working Proficiency.

This means the individual can speak, read, write, and comprehend English sufficiently to participate effectively in meetings, understand technical and administrative instructions, prepare routine professional correspondence and reports, and communicate accurately with Government personnel in performance of contract duties.

QUESTION #14: The Continuation of Description states a base period of 05 September 2026 through 04 September 2027, while the CLIN 0001 delivery schedule states 28 September 2026 through 27 September 2027. Which period governs?

Government Response: The Delivery schedule governs the Period of performance. It may shift +/- 2 days Prior to the award date as a result of the 52.217-8 extension of the current contract to prevent a break in service while this solicitation is awarded.

QUESTION #15: Amended Factor II no longer requires a point of contact with email and phone for each past performance example, but Attachment 4, Experience Questionnaire version two, still requests that data. Must Attachment 4 be completed and returned with the quote, and which requirement governs? Point of contact.

Government Response: Attachment 4 (Experience Questionnaire, Version 2) must be completed and returned with the quote to demonstrate that the Quoter has the required similar experience and capability. However, Quoters are not required to provide point-of-contact (POC) information (email and phone) for those reference contracts at the time of quote submission.

To verify past performance on these similar efforts and make an Acceptable/Unacceptable determination under the LPTA process, the Government will primarily query the Contractor Performance Assessment Reporting System (CPARS) and other federal databases to validate satisfactory performance. The solicitation instructions under Factor II govern, and the requirement to provide active contact details on Attachment 4 is hereby made optional.

If a reference contract does not reside in CPARS (such as a purely commercial or foreign public-sector contract) and database verification is not possible, the Government reserves the right to request POC details from the Quoter during the evaluation process if needed for validation.

QUESTION #16: PWS version two paragraph 1.15 assigns deliverable D.009 to a Contractor Security Plan, while the Attachment 2 deliverables schedule assigns D.009 to U.S. Citizen background check results and lists no Security Plan. Is a Security Plan a required deliverable, and if so on what schedule?

Government Response: A standalone, separate 'Contractor Security Plan' is not a required deliverable under this contract. In accordance with PWS Paragraph 1.15, Key Control Procedures must instead be submitted as a sub-element of the Quality Control Plan (QCP) under deliverable D.001 (due within 10 working days of contract award).

To resolve these administrative drafting discrepancies, Attachment 2 (Deliverables Schedule) will be amended as follows:

1. The duplicate entry for D.009 (U.S. Citizen Background Check Results) will be deleted.

2. D.010 (Key Control Procedures) will be corrected to reference PWS Paragraph 1.15 (instead of 1.8), and is due as part of the initial QCP submission."

PWS Reference: PWS Paragraph 1.15 (Key Control), Paragraph 1.5.1.e (QCP Key Control requirements), and Attachment 2 (Deliverables Schedule).
