About this file
This document is a Questions and Answers file for Request for Information (RFI) Solicitation W912PF26QA054, addressing a Family Advocacy Program (FAP) Prevention Education Coordinator position at Camp Darby, Italy. The Q&A provides critical clarifications on pricing, staffing, security, and operational requirements for quoters responding to this requirement.
Key pricing and evaluation guidance includes: quoters must not propose prices for Travel CLINs (0002, 1002, 2002, 3002, 4002), as the Government has established a standardized plug value for these line items to ensure uniform evaluation; the total evaluated price includes a potential six-month extension under FAR 52.217-8, evaluated at 50% of the final option period (Option Year 4/CLIN 4001) price; and all Euro-denominated quotes will be converted using a fixed exchange rate of 0.9303 USD per 1.00 EUR for evaluation purposes. Regarding staffing, the Government requires a single on-site Full-Time Equivalent (FTE) Prevention Education Coordinator as the only Key Personnel position; the Alternate Contract Manager is designated as a corporate/administrative point of contact only and is not required to meet technical qualifications or DOCPER accreditation. The Prevention Education Coordinator will be accredited under the DOCPER "Technical Expert" (TE) status category, which determines Italian tax and social contribution treatment and materially affects labor rate calculations. Security and background requirements specify that employees must obtain C-NACI clearance; for short-term absences under 5 consecutive business days, no physical substitute is required and missed sessions will be rescheduled with the Contracting Officer's Representative (COR); for long-term absences of 10 or more consecutive business days, a substitute must be submitted to DOCPER, obtain installation access, and have a favorably adjudicated preliminary FBI fingerprint/local check to begin performance under Line of Sight Supervision (LOSS) while the full C-NACI process completes. The Government accepts scheduled gaps in on-site coverage during statutory Italian leave, managed through rescheduling of deliverables within the month of occurrence. Performance will occur during standard hours of 0800-1700 Monday through Friday; occasional evening and weekend support is anticipated to be minimal (not exceeding five hours per month historically) and must be managed within the firm-fixed price through schedule flexing with advance COR/FAP Manager approval. Contractors are expected to begin performance on Day One of the period of performance but are permitted flexible pathways: the awardee has five working days after contract award to initiate the C-NACI process, and the employee may begin on-site performance once preliminary FBI fingerprint and local installation records checks are favorably adjudicated, performing non-sensitive or administrative tasks pending final background adjudication.

SUBJECT: Questions and Answers – Request for Information (RFI) SOLICITATION: # W912PF26QA054 – Family Advocacy Program (FAP) Prevention Education Coordinator, Camp Darby, Italy
QUESTION #1: Travel CLINs (0002, 1002, 2002, 3002, 4002) & Evaluation
Travel CLINs are quantity one, unit “Job,” with no stated not-to-exceed amount, yet PWS paragraph 1.20 contemplates CONUS and OCONUS travel and the travel CLINs are included in the total evaluated price. Will the Government fund travel to Army sponsored FAP Training in Garmisch under this CLIN? Will the Government establish a not-to-exceed plug value for the travel CLINs so all Quoters price travel on a common basis?
Government Response: Yes. In accordance with Amendment 0001, Quoters are instructed not to propose prices for the Travel CLINs (0002, 1002, 2002, 3002, and 4002).
Instead, the Government has established a standardized, non-negotiable "plug value" (Not-to-Exceed) for these CLINs, to ensure all quotes are evaluated on an identical basis.
QUESTION #2: Evaluation of the FAR 52.217-8 Six-Month Extension
Please confirm that the total evaluated price includes the six-month extension under FAR 52.217-8, and identify which option year unit price the Government will use to evaluate that six-month period.
Government Response: Confirmed. The total evaluated price includes the potential six-month extension under FAR 52.217-8. In accordance with the Addendum to FAR Clause 52.212-2, Factor III – Price (Paragraphs ii and iv), the Government will evaluate this extension period by adding one-half (50%) of the total proposed price for the final option period (Option Year 4 / CLIN 4001) to the offeror's total price. Quoters are instructed not to submit a separate price or CLIN for the FAR 52.217-8 extension period.
QUESTION #3: Evaluation Exchange Rate for Euro Quotes
\If a Quoter prices in Euro, what exchange rate and rate date will the Government apply when evaluating quotes under FAR 52.225-17, Evaluation of Foreign Currency Offers?
Government Response: In accordance with the Addendum to FAR Clause 52.212-2, Factor III – Price (Paragraph iii), the Government will utilize the official current Fiscal Year budget exchange rate of 0.9303 USD per 1.00 EUR for evaluation purposes. All quotes submitted in Euros will be converted using this single rate to ensure a fair and common basis for evaluation.
QUESTION #4: DOCPER SOFA Accreditation Status Category
PWS paragraph 1.7.4 requires SOFA accreditation through DOCPER. Under which DOCPER status category will the Prevention Education Coordinator be accredited? The category determines Italian income tax and social contribution treatment and therefore materially affects the fully burdened labor rate quoted by every offeror.
Government Response: The position of Prevention Education Coordinator will be submitted for Status of Forces Agreement (SOFA) accreditation under the DOCPER status category of "Technical Expert" (TE) in accordance with the U.S.-Italy bilateral agreements.
Bidders should structure their fully burdened labor rates based on the standard fiscal and legal treatments associated with this TE classification under PWS Paragraph 1.7.4.
QUESTION #5: Key Personnel Requirements and Alternate Contract Manager Scoping
PWS paragraph 1.18 designates a Contract Manager (CM) and an Alternate Contract Manager (ACM) as key personnel, each required to hold a bachelor’s degree in a social or behavioral field, a minimum of one year of experience in family and children’s services or community organization including family violence, and English proficiency at Level 3. If the intent of the Government is to have 3 individuals supporting this effort should the PWS reflect that this requirement is for 3 FTEs so they can be DOCPER accredited? If not, then do the CM and ACM require healthcare background to manage the contract remotely?
Government Response: The Government's requirement is for a single (1) on-site Full-Time Equivalent (FTE) performer. To eliminate any ambiguity, the PWS has been revised:
• PWS Reference: PWS Paragraph 1.18 (Key Personnel) and Paragraph 1.18.2 (Administrative Alternate).
• Clarification: The Prevention Education Coordinator is the only Key Personnel position and is the sole on-site performer (Paragraph 1.18). The Alternate Contract Manager (ACM) is designated strictly as a corporate/administrative point of contact (Paragraph 1.18.2). The ACM is not Key Personnel, does not perform daily on-site services, and is not required to meet the technical degree or experience qualifications of the primary coordinator. The ACM may manage administrative requirements remotely and does not require DOCPER accreditation as an on-site performer.
QUESTION #6: C-NACI and Security Clearance for the Absence Coverage Alternate
PWS paragraph 1.29 requires an Employee Absence Coverage Plan addressing short-term absence of less than 48 hours and long-term absence of more than 48 hours, while PWS paragraph 1.11.6 requires that all employees possess and maintain a current C-NACI.
Please confirm whether the individual providing absence coverage must independently hold a current C-NACI, DOCPER accreditation, Common Access Card, and installation access at the time coverage is required.
Government Response: The PWS has been revised to eliminate physical substitute requirements during short-term absences:
• PWS Reference: PWS Paragraph 1.29 (Employee Absence Coverage Plan), Paragraph
1.11.3 (Background Checks), and Paragraph 1.11.3.4 (Interim Suitability).
• Clarification: For Short-Term Absences (under 5 consecutive business days), the contractor is not required to provide a physical substitute. Missed sessions/briefings will be rescheduled in coordination with the COR (Paragraph 1.29.a). Therefore, a pre-cleared backup is not required for short-term gaps.
• For Long-Term Absences (10 or more consecutive business days), a substitute is required (Paragraph 1.29.b). Under PWS Paragraphs 1.11.3 and 1.11.3.4, the long-term substitute must be submitted to DOCPER, obtain an installation pass/CAC, and have a favorably adjudicated preliminary FBI fingerprint/local check to begin performance under Line of Sight Supervision (LOSS) while the full C-NACI process completes.
QUESTION #7: Statutory Italian Leave and Continuous Coverage Requirements
Italian collective labor agreements provide statutory annual leave, permessi, and sick leave that will predictably exceed the short-term threshold in PWS paragraph 1.29. Will the Government accept scheduled gaps in on-site coverage during periods of statutory leave, or does the Government require continuous on-site coverage by a fully accredited substitute for the full 40-hour week throughout the period of performance?
Government Response: The Government accepts scheduled gaps in on-site coverage for standard short-term leave, which will be managed via the rescheduling of PWS deliverables.
• PWS Reference: PWS Paragraph 1.29 (Employee Absence Coverage Plan).
• Clarification: The Contractor must submit a comprehensive Employee Absence Coverage Plan within 30 days of award detailing how statutory leaves and planned absences will be scheduled (Paragraph 1.29). Short-term absences (under 5 consecutive business days), including statutory sick leave or permessi, do not require physical coverage. Missed deliverables will be rescheduled within the month of occurrence (Paragraph 1.29.a). Continuous physical substitute coverage is only triggered for planned or unplanned long-term absences of 10 or more consecutive business days (Paragraph 1.29.b).
QUESTION #8: Evening and Weekend Support and Schedule Flexing Hours
PWS paragraph 1.7.3 establishes contractor support hours of 0800 to 1700 Monday through Friday and states that support required outside those hours will be met by flexing the schedule within the same pay period. FAP prevention education and community outreach events are frequently scheduled in the evening and on weekends to reach service members and family members. Please confirm whether the Government anticipates evening and weekend event support under this requirement, and whether such support is to be absorbed within the firm-fixed price through schedule flexing only. If yes, how many hours monthly are expected outside normal duty hours?
Government Response: Occasional evening and weekend support is anticipated to align with community outreach events; however, this is expected to be minimal.
• PWS Reference: PWS Paragraph 1.7.3 (Contractor Support Hours) and Paragraph 1.2 (Background).
• Clarification: All hours worked outside standard duty hours (0800–1700) must be discussed and approved in advance by the COR/FAPM. The contractor shall manage this within the firm-fixed-price through schedule flexing. Historically, and for pricing purposes, these evening/weekend flex hours are not expected to exceed five (5) hours in any given month, and are not anticipated to occur every month.
QUESTION #9: Day-One Cleared Personnel and Phase-In Allowances
PWS paragraph 1.26 lists Phase In and Phase Out as Reserved. Please confirm that the Government requires fully accredited, badged, and background-cleared personnel performing on site on the first day of the period of performance, with no transition period and no allowance for delayed start pending DOCPER accreditation or C-NACI adjudication.
Government Response: The contractor is expected to begin performance on Day One;
however, the revised PWS provides explicit, flexible pathways to accommodate background check and accreditation processing times:
• PWS Reference: PWS Paragraphs 1.11.1 (Security Program), 1.11.3 (Background Checks), and 1.11.3.4 (Interim Suitability).
• Clarification: Under Paragraph 1.11.1, the selected awardee has five (5) working days after contract award to initiate the C-NACI process. Under Paragraph 1.11.3.4, the contractor's employee may begin performing on-site once the preliminary FBI Fingerprint Check and local Installation Records Check are favorably adjudicated.
The employee will perform under Line of Sight Supervision (LOSS) while the full, lengthy C-NACI investigation is completed. Furthermore, under Paragraph 1.11.3, pending final background results, the contractor is permitted to perform non-sensitive, off-site, or administrative job-related tasks (such as class preparation, updating static displays, and shadowing FAP staff).
