PERFORMANCE WORK STATEMENT FOR GROUNDS MAINTENANCE SERVICES

1. Description of Services. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Clarence Cannon Dam and Mark Twain Lake, Missouri, in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The Contractor’s performance will be based on the Contracting Officer’s (KO), Contracting Officer’s Representative (COR), and Quality Assurance Personnel evaluations of the results required by the Service Delivery Summary and method of performance. The Government will determine when services are required, and notify the Contractor a minimum of 24 hours in advance of the start date. The evaluation of results will be based on COR performance assessment, quality assurance results, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards. When mowing, vegetation control, and renovation services are required, the Contractor shall contact the KO or COR one business day prior to starting services. Mowing and vegetation control cycles shall begin in Ray Behrens and continue in a continuous counter clockwise movement around the project, and shall follow the same path, every cycle, as outlined in the Master work plan, Appendix I.

1.1. Improved Grounds Maintenance. Improved grounds are identified in Appendix B. Improved grounds are areas that require more frequent maintenance such as campgrounds, day-use areas, boat ramps, and road sides, average frequencies are found in Appendix A. Exact mowing limits will follow existing mowing limits; any questions regarding widths, areas, or inclusions will be defined in the field.

1.1.1. Mowing. The Contractor shall mow all improved grounds to look well-manicured with a neat and professional appearance. The Contractor shall mow grass uniform in appearance, free of skips, gaps, rutting, or scalping. When a mowing cycle occurs, the grass shall be mowed to a height of three (3) inches. The KO or COR may allow deviation from the three (3) inch mowing height, if environmental conditions exist where a deviation is required to maintain turf health. The Contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. Natural debris such as tree limbs, branches, rocks, and other debris not suitable for mowers to pass over without damage to the mower or potential danger of discharged debris shall be removed out of the mowing limits by the Contractor. The Contractor shall remove or mulch grass clippings when wind-rowed after mowing, before leaving work area.

1.1.1.1 Limits. General mowing limits are shown in Appendix B, and unless noted, mowing limits are not to scale.

a. Ten feet on either side of non-campground roadways.

b. Ten feet on all sides of parking lots. (From cable on Hunter Fisherman Lots)

c. Five feet on either side of roadways within wooded campgrounds.

d. Five feet on either side of paved footpaths.

e. Eight feet wide on the open field parts of the Hickory Bluff Trail, and four feet wide on the wooded parts of the trail.

f. Four feet wide on all lake access trails.

g. Four feet wide on the Indian Creek Amphitheater Trail.

h. Four feet wide on all campground access trails.

i. Inclusive of areas between existing rip rap and mowed areas.

j. Four feet wide on access trails leading to Indian Creek Hike-In Campsites.

1.1.1.2 Clippings and Discharge. The Contractor shall direct all grass clippings away from sidewalks, picnic shelters, campsites, roadways, parking lots, buildings and other improvements adjacent to the mowed areas. Clippings shall be removed completely from the above improvements if discharged on them. The Contracting Officer’s Representative will designate where grass clippings may be disposed of on Government property. All natural debris such as tree limbs, branches, rocks, and other debris not suitable for mowers to pass over without damage to the mower or potential danger of discharged debris shall be removed out of the mowing limits by the Contractor.

1.1.1.3 David C. Berti Shooting Range. Located within the Warren G. See South Spillway; mowing shall only occur when gate is closed or area is clear of visitors utilizing the shooting range. Mowing and trimming shall not include the protective earthen barriers. If area is not clear for mowing, Contractor shall contact Project Office for visitor assistance.

1.1.2. Edging. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces.

1.1.3. Trimming. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds.

Trimming height shall match surrounding area grass height. The Contractor shall not trim within three (3) inches of any living tree or shrub trunk. The Contractor shall remove, or mulch, grass clippings when wind-rowed after trimming, before leaving work area. The Contractor shall trim all areas concurrent with mowing.

1.1.4. Lawn Renovation. If lawn areas are damaged due to Contractor action, the Contractor shall renovate at no additional cost to the government.

1.2. Unimproved Grounds Maintenance. Unimproved grounds are identified in Appendix B, and average frequencies are found in Appendix A. The Contractor shall maintain grass and woody vegetation, up to one and a half (1.5) inch caliper, in un-improved grounds to prevent woody encroachment. Any existing wooded areas contained within un-improved area shall not be the responsibility of the Contractor to maintain. Grass height shall be mowed between four (4) and ten (10) inches. Exact mowing limits will follow existing mowing limits and are specified in Appendix B. The COR will address any questions regarding widths, areas, or inclusions in the field, his or her decision will be final. In addition, all entrance and main roads into the campgrounds and developed day-use areas, and Hunter Fisherman Lots 60, 25 and 26, shall be mowed to the tree-line or fifty (50) ft. from the roads edge, whichever is closest to the road edge, excluding hay leases.

1.2.1. Trimming. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on unimproved grounds. The Contractor shall match trimming height to surrounding area grass height. The Contractor shall trim all areas concurrent with mowing.

1.2.2. Lawn Renovation. If lawn areas are damaged due to Contractor action, the Contractor shall renovate at no additional cost to the government.

1.3. Vegetation Control. The Contractor shall provide all management, licenses, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan in the areas covered by this Grounds Maintenance PWS. The IPM shall be submitted to the KO for approval prior to the commencement of work. The Contractor shall use only pesticides approved by the KO or COR. The Contractor shall ensure that all workers have current state certification for the pest control services being performed, and that the COR has a copy of each applicator’s certification. The Contractor shall control weeds through execution of a vegetation control program appropriate for the area. The Contractor must submit a list of herbicides to be used for approval by the Contracting Officers Representative prior to each application, see Appendix F. Mixing of chemicals, filling of containers, applications, and disposal shall be in accordance with all manufacturers’ label instructions and Federal and state laws. Mixing or disposal of chemicals or filling of containers shall not occur on government lands. See Appendix H for specific vegetation control requirements.

1.4. Turf Renovation. The Contractor shall renovate turf in areas using a process including; mowing (as needed), seed bed preparation, fertilization, seeding/incorporation of seed, and mulching. Fertilization rates shall be determined by the KO or COR, based upon soil testing. Seeding rates shall be adjusted from nine (9) to fifteen (15) pounds per 1000 square feet as determined by the KO or COR and agreed upon by the Contractor, and shall be uniform across the entire area. Seed bed preparation shall include soil disturbance that loosens the soil surface to accommodate over-seeding and seed incorporation.

Orders for turf renovations shall not be less than 1000 square feet.

2. Service Delivery Summary (SDS). The contract service requirements are summarized in performance objectives that relate directly to requirements. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SDS and the Contractor’s Quality Control Plan provide information on contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.
