Performance Work Statement for Grounds Maintenance Services
Paragraph 1 – States: The Government will determine when services are required, and notify the Contractor a minimum of 24 hours in advance of each start date. It also states: When mowing, vegetation control, and renovation services are required, the Contractor shall contact the KO or COR one business day prior to starting services. If the Government notifies the Contractor a minimum of 24 hours in advance of each start date why would the Contractor have to contact the KO or COR one business day prior to starting services?
Response: The contractor shall contact the KO or COR one business day prior to starting services due to flexibility within the contractor’s work schedule. Contractors are not required to begin work on the first day of the cycle as long as they can complete all specified work within 7 working days.
The last sentence states: Mowing and vegetation control cycles shall begin in Ray Behrens and continue in a continuous clockwise or counter clockwise movement around the project, and shall follow the same path, every cycle, as outlined in the Master work plan, Appendix I.
Response: Any changes may be provided as part of an amendment to the PWS.
Don’t understand this when there is a quantity of 14 each mowing and trimming – improved and on a quantity of 2 each vegetation control.
Response: The listed mowing and vegetation control cycle quantities on the price schedule are examples of an average mowing season. These numbers were based off of a 5 year average as to establish a base line for bidding purposes. These numbers are subject to change and are in no way directly correlated with future work amounts during the contract.
Paragraph 1.1. Improved Grounds Maintenance lists the following:
1.1.1 Mowing
1.1.2 Edging
1.1.3 Trimming
1.1.5 Lawn Renovation
There is no 1.1.4
Response: Any changes may be provided as part of an amendment to the PWS.
Paragraph 1.1.1.1, Limits, e. – Change “for feet wide” to “four feet wide”
Paragraph 2. Service Delivery Summary (SDS). The chart on Page 5 shows SDS-3 Turf Renovation, PWS Para. Paras. 1.3 inclusive. Paragraph 1.3 is Vegetation Control. Paragraph 1.4 is Turf Renovation.
Response: Any changes may be provided as part of an amendment to the PWS.
Paragraph 2.1, Quality Control. States, in part, “The Contractor shall submit a written quality control plan and master work plan, Appendix I, to the contracting officer or approval, prior to commencement to any work.” Change “or approval” to “for approval”. SF 1449, Page 15, Paragraph 3, Proposal Preparation Instructions states “The Offerors Technical Proposal must comply with the following sub-factors: A. Master Work Plan, C. Quality Control Plan. This appears that the Quality Control Plan must be submitted with the Offer.
Response: Correct. The QCP must be submitted with the offer.
Paragraph 2.2, Quality Assurance – Last sentence change “within 1 calendar days” to “within 1 calendar day”
Response: Any changes may be provided as part of an amendment to the PWS.
Paragraph 2.3.1, Periodic Inspections. The last sentence states, in part, “immediate progress meeting with the Multi- Functional Team.” What is the definition of Multi-Functional Team and where is it defined?
Response: C/T please provide response.
Paragraph 5.2. Environmental Requirements. States: In additional to all applicable Federal, State and Local environment codes and regulations, the following specific guidance is provided.” There is nothing provided.

Paragraph 5.3. Pesticide Reports. States submit a pre-use report to the KO and also states a post-use pesticide form shall be submitted to the CO. Assume the KO and CO and one in the same?
Paragraph 5.14. Safety Requirements and Reports. The last sentence states “The contractor shall develop and submit an Accident Prevention Program using the forms located in Appendix G prior to commencing work. ”. SF 1449, Page 15, Paragraph 3, Proposal Preparation Instructions states “The Offerors Technical Proposal must comply with the following sub-factors: A. Master Work Plan, C. Quality Control Plan.” The Contractor’s Accident Prevention Plan is a part of the Master Work Plan; therefore, it would appear the APP must be submitted with the Offer.
Response: C/T please provide response.
Paragraph 5.16. Period of Performance. States: “This is a one year contract with option to renew for four additional years.” There is no reference to this being a base year with four option years anywhere else in the contract.
