W912P9-17-R-0001 Additional Questions - Amendment 0003
1.) SF 1449, Page 3, Item 0001, Mark Twain Lake Mowing, and Page 4, Item 0002, Minimum Guarantee. It appears the contractor is supposed to be bidding on something, but what?
Response: CLIN 0001 will not be used.
2.) SF 1449, Page 5 shows minimum amount as $2,000.00. Page 29, Paragraph 52.216.9(a) Minimum Order states, in part, “When the Government requires supplies or services covered by this contract in an amount of less than $2,500.00…. Which is the minimum amount $2,000.00 or $2,500.00?
Response: The Guaranteed Minimum is $2,500.00.
3.) SF 1449, Page 7, CLIN 0001 shows delivery date POP 03 Jan 2017 to 03
Jan 2022. Clin 0002 shows delivery date POP 03 Jan 2017 to 03 Jan 2018.
Response: CLIN 0001 reflects that this is a Five-year contract with a
Period of Performance (POP) from date of award 2017 through 2022. This date will change to the actual date of award through 5 years once awarded. CLIN
0002 will not be used and is reflected in Amendment 0003.
4.) SF 1449, Page 8, lists 52.212-1, Instructions to Offerors—Commercial Items OCT 2015. The latest 52.212-1 is dated OCT 2016.
Response: Updated in Amendment 0003.
5.) SF 1449 shows 2, Addendum to FAR 52.212-1, Instructions to Offerors— Commercial Items (OCT 2015). If the 52.212-1 dated Oct 2016 is incorporated into the contract is this Addendum necessary? If the Addendum is left in the contract is Paragraph (c) correct in that the offeror agrees to hold the prices in its offer firm for 100 calendar days?
Response: FAR 52.212-1 dated Oct 2016 is incorporated into the contract and the Addendum necessary and applicable and is also corrected to read (OCT2016). Paragraph (c) is correct and applicable to this Request for Proposal.
6.) Paragraph 52.212.5 – Why isn’t 52.232-33, Payment by Electronic Funds Transfer, marked?
Response: Corrected
7.) Paragraph 52.216-22(2) – The last sentence states, in part, “the Contractor shall not required to make any deliveries under this contract after 2 June 2022.”
Believe this needs clarification.
Response: The correct date should be 2 July 2022. The Contracting Officer can allow up to a specified time period for completion of work/deliveries against a written task order after the actual contract date has expired. For the purpose of this contract, a six month time period is chosen.
8.) Why isn’t FAR 52.217-9, Option to Extend the Terms of the Contract” included in the contract clauses? According to the PWS, Paragraph 5.16, Period of Performance, this is a one year contract with option to renew for four additional years.
Response: This is not a one year contract with option to renew for four additional years. This is a 5-year contract. There are no options included to be exercised. Therefore a Notice of Intent will not be issued on a yearly basis, the contract will run for a total of 5 years. Therefore, FAR Clause 52.217-9, Option to Extend the Terms of the Contract is not necessary.
9.) 252.216-7006(a) states “Such orders may be issued from _3 January 2017 thru 2 Jun 2022.
Response: This date will change at the time of award to reflect the actual Period of Performance.
