C. AMENDED PROJECT DRAWING SHEETS: Drawing sheets have been amended as delineated below; therefore, offerors shall replace the affected sheet with the respective sheet attached hereto.

1) Changed: Sheet CS‐507: Step Stone section table corrected

2) Changed: Sheets CS‐102 & CS111‐CS113: Notes added to allow the posts in lake to be cut flush with the bottom of Lake Michigan or top of the existing groin where the posts are connected to the groin.

D. AMENDED SPECIFICATION SECTION: Specification Section has been amended as delineated below; therefore, offerors shall replace the affected sheet with the respective sheet attached hereto.

1) SECTION 01 57 20.01, ENVIRONMENTAL PROTECTION FOR ILLINOIS. Paragraph 1.9.1 added “either on‐site or on‐call”. UXO support personnel can either be on‐site during planned activities in the area or on‐call when and issue is encountered.

2) SECTION 01 58 00, PROJECT SIGN AND SAFETY SIGN. Paragraph 2.1 Construction Project Signs, increased the number of signs from 2 to 3. Logo attachments: The logos for the City of Lake Forest, Lake Forest Open Lands, and Openlands were attached to the end of the Section.

3) SECTION 35 31 19.50, RAVINE STREAM RESTORATION, Paragraph 1.3 Submittal: the number of gullies was removed. The gullies locations are provided on the drawings and removed from the specifications.

4) SECTION 02 41 00, DEMOLITION, Paragraph 1.2.2 revised to clarify that only the concrete structure and clay pipe material can be disposed of at the dune. Paragraph 3.3 includes deletion of salvage flagstone and the addition of concrete structure and crushed clay pipes/barrels.

E. USACE RESPONSES TO THE CONTRACTOR’s INQUIRIES:

In response to the contractor’s inquiries, the following responses are provided:

1. Line items 0016 and 0017 Site Preparation, Invasive Species control and Establishment

Activities seem to be the same item. One is for 70 acres and the other is for 1 lump sum. Are these different areas? Please clarify.

RESPONSE: The Line Item Title for Bid Item 0016 should have read as: “CONTRACT

GROWN 5 GALLON FROM GOVERNMENT PROVIDED PROPAGATIVE PLANT MATERIAL”

for a quantity of 70 EA. This is an error and has been corrected via Amendment 004– refer to the enclosed REVISED Bid Schedule.

2. Item 0016 is included as 1 and 5 gallon trees and shrubs under the measurement and payment. Please clarify.

RESPONSE: SEE THE ABOVE RESPONSE.

3. On the Bid Form for Project Areas 3 Secondary options‐ the items include item 117 but there is not a pay item for 117. Item 117 is also included in Overall Bid Price. Please

Clarify.

RESPONSE: There is no pay item for 0117 and references to 0117 have been removed via this Amendment.

4. On the Bid Form; “Sum for Base Bid Items 0001 through 0031 (Includes Non Option Work in Project Area 2)”. Can you please clarify what Non Option work in Area 2 is or may consist of?

RESPONSE: “Non Option Work” means “Base Work”. This states that Bid Items 0001 through 0031 are base bid items for Project Area 2.

5. Pay Items 18, 24, 42 and 92, Earthwork; indicate a lump price for the work as shown on the drawings. However it is most difficult to understand where each of these earthworks actually takes place in what ravine, especially for Items 0018 and 0024. Can you please clarify on the bid form what ravine is associated with what earthwork pay item?

RESPONSE: Clarification has been added to the bid form to clarify which ravine is associated with the bid items – Refer to the enclosed REVISED BID SCHEDULE.

6. Section 01 57 20.01 – Environmental Protection for Illinois, 1.9.1 Unexploded Ordinance (UXO). It is written that the contractor must have UXO “standby support” during field work on the bluff area between Hutchinson and McCormick Ravines. Can you please clarify “standby support”, i.e. must experienced personnel and equipment need to be physically on‐site during these activities, or can they be at a location off‐site and on an emergency on‐call situation/contract?

RESPONSE: “Standby Support” personnel can either be on site or on‐call. Section 01 57 20.01, ENVIRONMENTAL PROTECTION FOR ILLINOIS paragraph 1.9.1 was revised to clarify in Amendment 004.

7. With all of the changes to the bid items and changes to the design we would request that the bid date is moved back to accommodate the extra time needed to put the proposal together.

RESPONSE: The bid opening date will remain unchanged. The Bid Schedule is not complicated to bid; there are many repetitions contained therein, meaning the bid items are repeated for the ravines, just various quantities need bidding.

8. Bid Item 0006 ‐ Marine Demolition; Can you supply any as‐built drawings, or any other information on how the pier and steel pylon beams that need to be removed from Lake

Michigan were built? Not knowing how they were constructed leaves the contractor with several open ended risks in estimating what type of equipment and size and manpower (divers?) will need to be implemented to remove these structures. Do these features need to be pulled in their entirety or can they be cut off at a specified depth below the lake bottom?

RESPONSE: No, there are no as‐built drawings provided for the pier and steel/wooded posts. Cutting the features flushed with the lake bottom is acceptable. Refer to Sheets CS102 and CS111‐113 of this amendment.

9. Given the risks of working in the narrow ravine channels it would be good to have a good understanding of the watershed size for each of the ravines and any other watershed reports that are available for these ravines. Can the bidders have access to any of these reports?

RESPONSE: Information on the watershed for the ravines is enclosed. The ravines are generally flashy systems, as suggested by the critical duration analysis enclosed. The severity of the pulses in response to a given storm event, however, is largely dependent upon the size of the storm sewer networks tributary to the ravine in question.

10. On sheet CE102 of Addendum #2 it points out 7 erosion gullies found at the ravine slopes that need to be designed and then repaired. It states in the specifications that there are 4 "minor" gullies that will require a natural design and stabilization. So question is how many are there? And where should the costing for this item be included?

RESPONSE: The erosion gullies are located in 4 areas and the specifications are corrected via this Amendment. The erosion gullies are shown as disjointed in each area, but should be considered connected and treatment for repair should be applied for that area to cover all the sections of erosion in the area. The erosion gullies will be paid under Bid Item 0044 ‐ MCCORMICK RAVINE SLOPE REPAIR as shown in the bid schedule and as described in Section 01 22 00, MEASUREMENT AND PAYMENT, paragraph 1.1.11 (Amendment 002).

11. The plan view shown on Sheet CS106 matches the profile shown on Sheet CS201. The “Step Stone Section” schedule proved on Sheet CS507 does not match, specifically between Station 12+30.5 and 14+93.6.

RESPONSE: There are errors on a couple of the stationing and has been corrected via this Amendment. Note that this schedule does not give the start and end points of each step stone series but the limits where the dimensions provided on the right columns applies. Please refer to sheet CG002 for the start and stop stationing for each step stone series and vertical alignment data with stationing for each step stone.

12. Is this entire section (Station 12+30.5 and 14+93.6) to be step stones per the schedule on CS507, or is the plan and profile correct?

RESPONSE: No, the entire section is not step stones. Note that this schedule does not give the start and end points of each step stone series but the limits where the dimensions provided on the right columns applies. Please refer to sheet CG002 for the start and stop stationing for each step stone series and vertical alignment data with stationing for each step stone. The plan and profile are correct.

13. The wage determination sheet is for Cook County however the entire project area is in Lake County. Can wage rates for Lake County be provided?

RESPONSE: The Wage Rate Determination was changed to IL20 and provided via Amendment 0003.

14. The wages determination excludes landscaping projects. This project contains many landscaping tasks such as planting, seeding, and vegetation maintenance. Will these tasks be paid at the landscape laborer rate and if so, can wage rates be provided for landscape projects?

RESPONSE: The Wage Rate Determination was changed to IL20 and provided via Amendment 0003. IL20 includes landscaping wage rates.

15. CLIN Item 0046AA has a unit of measure of Net Liters instead of Tons.

RESPONSE: This is an error and should be TONS. Refer to the revised Bid Schedule provided in Amendment 0004.

16. In the summary section on the last page of the CLIN schedule states:

SUM FOR PROJECT AREA 3 SECONDARY OPTIONS ITEMS 0105 THROUGH 0099AB AND

ITEM 0117:

This does not appear to make sense, should it be 0105 – 0116?

RESPONSE: This is an error and should be from 0105 to 0116. Refer to the revised Bid Schedule provided in Amendment 0004.

17. Can you clarify the “Non‐Option Work” in Area 2 that is included in the CLINS 0001 –

0031? Our concern is that with the large amount of lump sum items in CLIN 0001 ‐0032 we will leave out scope from area 2.

RESPONSE: “Non Option Work” means “Base Work”. This states that Bid Items 0001 through 0031 are base bid items for Project Area 2.

18. There are discrepancies on the bid form vs. planting lists quantity in the tables at the end of section 32 92 19.10.

16 – Duplicate Item with incorrect qty RESPONSE: CLIN 0011 of the bid schedule will be corrected to a quantity of 3,025 EA.

There are errors in the bid schedule from CLIN 0013 to 0016 and will be corrected with quantity. Refer to the revised Bid Schedule provided in Amendment 0004.

19. There are multiple bid items across the base bid and options that are the same. Can you please provide geographical limits for the base bid and options?

One example of this condition are the 2 earthwork items in the base bid (items 18 and 24), item 42 in area 1 primary options. As these are all “1 Job” items, we need to know where one starts and the others start. Other common elements in the base bid and options are step stones, flagstone walls, contractor grown plants and more. If we know where each item is located, our pricing will be more accurate.

RESPONSE: Clarification has been added to the bid form to clarify which ravine is associated with some of the bid items – Refer to the enclosed REVISED BID SCHEDULE.

The contractor grown plants and other planting relating bid items are specific to the project areas as stated in the bid schedule.

20. In the base bid items, on the referenced solicitation, there appear to be duplicate bid items. These are:

Items 18 and 24, Earthwork

Items 19 and 25, Clear and Grub

Items 20 and 26, Step Stones

Items 22 and 30, CA7 Bedding Stones

Items 23 and 31, 6” Perforated Pipe

Kindly clarify the distinction between these bid items.

RESPONSE: Clarification has been added to the bid form to clarify which ravine is associated with the bid items – Refer to the enclosed REVISED BID SCHEDULE.

21. Does this project have a need to remove any contaminated soil?

RESPONSE: We do not anticipate any contaminated soil on site. However, if contaminated soil is found on site, disposal of the soil will be handled under a contract modification.

22. We have a question about Item 0006 Marine Demolition. We can’t find a description of the item in section 01 22 00 Measurement and Payment. We see a call out for demolition of wood posts in the lake at the mouth of the Janes Ravine but it is called out as an option. Please advise.

RESPONSE: CLIN 0006 covers removal of the metal posts in the lake and it is described in Section 01 22 00, paragraph 1.1.6 (Amendment 002). CLIN 0063 covers the removal of the wood posts at the mouth of McCormick/Janes Ravine and it is also discussed in paragraph 1.1.6. CLIN 0063 title will be revised for more clarification in Amendment 0004.

23. Paragraph 1.9.1 in section 01 57 20.01 indicates that the Contractor shall be responsible for submitting a UXO Area Work Plan, Completing 100% surface sweep of the UXO area, removing or destroying all MEC and MDEH if discovered and providing standby personnel meeting the requirements of Department of Defense Explosives Safety Board Technical Paper 14. These requirements seem well beyond a Contractor's typical mission on this type of project. Will USACE offer assistance to the Contractor in this process? If so, what assistance may we expect?

RESPONSE: The USACE is not providing any assistance. This is a contract requirement and the contractor’s responsibility as stated in Section 01 57 20.01.

24. Paragraph 1.2.2 within specification section 02 41 00 seems to offer conflicting guidance regarding the disposal of demolished items. Please confirm that all of the demolished concrete, brick, stone, clay pipe and asphalt is to stay on site in the proposed dune areas.

RESPONSE: The concrete structures and clay pipes demolished are the only materials allowed to be disposed at the dune areas. Section 02 41 00 was revised to clarify in Amendment 004. Unless otherwise stated, all other rubbish and debris from demolition work must be removed and disposed off‐site. The concrete stone dam at the mouth of Scott Ravine must be reused as shown on Sheet CS103.

F. SITE ACCESS NOTE TO CONTRACTORS: The existing gate located at Cliff Road for vehicle access to the shoreline is privately owned and NOT for public use. Contractors visiting the site should park their vehicles at eh parking lot and walk to the shoreline. Please DO NOT ring the bell at the gate for access.
