SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

SUMMARY OF CHANGES

B. AMENDED SPECIFICATION SECTION: The below Specification Section has been amended as delineated below; therefore, bidders shall replace the affected sheet with the respective sheet attached hereto.

1) SECTION 32 92 19.10, NATIVE PLANTS, Seed List – The seed quantity for dunes in Project Area #3 revised from 90.75 to 99.75 oz.

C. AMENDED SECTION 00100 – BIDDING SCHEDULE: The entire Bid Schedule shall be replaced with the enclosed REVISED Bid Schedule; therefore, Contractor’s shall provide their bid prices on the Revised Bid Schedule enclosed hereunder. Note: Corrections were made as indicated by the USACE’s responses to the below Contractor inquiries, specifically, the below clerical corrections and one quanitity change has been made (thus, no radical changes were made to the schedule).

1) CLIN 0083AF DUNES, Quantity changed from 90 Ounce‐Av to 100 Ounce‐Av

2) CLIN 0111, 12‐MONTH WARRANTY FOR PLANTS, Desription corrected to state: “ FOR BID

ITEMS 0088 THROUGH 0090”

3) CLIN 0122, 12‐MONTH WARRANTY FOR PLANTS, Description corrected to state: “FOR BID

ITEMS 0108 THROUGH 0110”

D. USACE RESPONSES TO CONTRACTOR’S QUESTIONS: In response to the Contractor’s inquires, the USACE provides the following responses:

Question 1: This project contains four CLINS for site management and stewardship activities. Our understanding of these CLINS is as follows:

The Base Bid items Area 2 has a CLIN 0017 for SITE PREPARATION, INVASIVE SPECIES CONTROL, & ESTABLISHMENT. We believe this is for all the cleared, seeded & planted areas within Area 2 and consists of site stewardship required to meet the performance standards for the 5 year duration of the contract.

The Primary Options Area 1 items has a CLIN 0039 for SITE PREPARATION, INVASIVE SPECIES CONTROL, & ESTABLISHMENT. We believe this is for all the cleared, seeded & planted areas within Area 1 and consists of site stewardship required to meet the performance standards for the 5 year duration of the contract.

The Secondary Options Area 1 items do not have a CLIN for SITE PREPARATION, INVASIVE SPECIES CONTROL, & ESTABLISHMENT because these physical areas are all included in CLIN 0039 as the secondary option work only consists of supplementing the work in the Primary Option Area 1 section.

The Primary Options in Area 3 have a CLIN 0091 SITE PREPARATION, INVASIVE SPECIES CONTROL AND ESTABLISHMENT ACTIVITIES ‐ YEAR 1. We believe this is for all the cleared, seeded & planted areas within Area 3 and consists of site stewardship required to meet the first year standards for the contract.

The Secondary Options in Area 3 have a CLIN 0114 SITE PREPARATION, INVASIVE SPECIES CONTROL & ESTABLISHMENT ACTIVITIES ‐ YEARS 2 THROUGH 5. We believe this is for all the cleared, seeded & planted areas within Area 3 and consists of site stewardship required to meet the full performance standards for the contract.

Our question is this: The Optional Items Area 2 do not appear to have a CLIN for SITE PREPARATION, INVASIVE SPECIES CONTROL, & ESTABLISHMENT. This is confusing because it is our understanding that the Optional Items in Area 2 consist of additional acreage around Hutchinson Ravine that will need to be managed under this contract should the options in CLINS 0067 through 0079 be exercised. Correct?

Response 1: CLIN 0017 SITE PREPARATION, INVASIVE SPECIES CONTROL, & ESTABLISHMENT ACTIVITIES is for all areas within the work limits of Project Area 2 for the entire duration of the contract.

CLIN 0039 SITE PREPARATION, INVASIVE SPECIES CONTROL, & ESTABLISHMENT ACTIVITIES is for all areas within the work limits of Project Area 1 for the entire duration of the contract.

CLIN 0091 SITE PREPARATION, INVASIVE SPECIES CONTROL, & ESTABLISHMENT ACTIVITIES‐ YEAR 1 is for all areas within the work limits of Project Area 3 for YEAR 1.

CLIN 0116 SITE PREPARATION, INVASIVE SPECIES CONTROL, AND ESTABLISHMENT ACTIVITIES ‐ YEARS 2 THROUGH 5 is for all areas within the work limits of Project Area 3 for YEARS 2 THROUGH

The areas delineated on Sheets CE106, CE111, and CE112 as SELECTIVE TREE AND SHRUB CLEARING AND REMOVAL (OPTION) only refer to CLIN0075 SELECTIVE TREE AND SHRUB

REMOVAL

Question 2: Just as a clarification I’m basing our assumption that the eastern portion of Hutchinson Ravine is not included in the base bid on the notes on sheet CE112 that depict the areas as optional.

Response 2: The areas delineated on Sheets CE106, CE111, and CE112 as SELECTIVE TREE AND SHRUB CLEARING AND REMOVAL (OPTION) only refer to CLIN0075 SELECTIVE TREE AND SHRUB REMOVAL. These areas are included in CLIN 0017 SITE PREPARATION, INVASIVE SPECIES

CONTROL, & ESTABLISHMENT ACTIVITIES .

Question 3: Can you use water from Lake Michigan to water the plants?

Response 3: Yes, Lake Michigan water can be used to water the plantings. NOTE: Lake Michigan water may NOT be taken off site.

Question 4: All the seed and planting specs call for specific months to plant/seed. If the earthwork is completed at a time when you cannot plant/seed, will oats and erosion control blanket be installed until you can plant/seed to reduce erosion?

Response 4: The Contractor is responsibility to provide all sediment and erosion controls that may be necessary on the site in accordance with Section 01 57 20.01 of the specifications, and General NPDES Permit ILR10.

Question 5: Is there a place that lists the acreage for each area (ex. wooded plateau, ravine, etc)?

Response 5: Acreages for each area are not listed in the contract.

Question 6: What areas are specifically in the base for the seeding/planting? Based on the CLINs it appears that Project Area 2 is the only area in the base. Or is it parts of all of the Project Areas?

Response 6: All areas within the work limits of Project Area 2 are in the base for seeding/planting except for the Open Plateau II area shown on Sheet CE111 which will be seeded only if option CLIN0068AD is awarded; however, areas in the base will be refined in the Planting Plan submittal through a coordinated effort between the Contractor, USACE, and landowners as discussed in Section 32 92 19.10 ‐ NATIVE PLANTS. While only Project Area 2 seeding/planting CLINs are in the base, Project Area 1 Primary Options, CLIN 0032 to 0049 and Project Area 3 Primary Options, CLIN 0081 to 0104 are highly probable to be exercised at the time of award as described in a special note added to Amendment 0004.

Question 7: Do the same geographic restrictions (meaning what county it is collected from) apply to seed, plant, and tree material?

Response 7: Per Specification Section 32 92 19.10 “The genotypic origins of plant material shall be from the following counties (documented as county and state):…” which then lists all of the acceptable counties of genotypic origins; however, Specification Section 32 92 19.10 also states “The COR will consider any plant material that does not meet the distance criteria…” and “If plant material collection is necessary, the Government will indicate locations for plant material collection within Lake County, IL.” Per Spec Section 32 01 90.45 'Plant Material' “…refers to seed, containerized plants, bare roots, shrubs, and trees.”

Question 8: For the prescribed burning, is the plan to only have one prescribed burn per area? Or are the prescribed burns in the options for the same areas just for subsequent years? The specs only say "as frequently as needed to meet performance standards".

Response 8: The Government’s intent is to burn the ravine and bluff areas once and plateau areas at least twice; however, the Government may want to burn ravine and bluff areas more than once if leftover fund are available in CLINs or if secondary options for prescribed burns are awarded and where vegetative fuel is acceptable to carry a fire.

Question 9: In the revised plant list (from amendment 2), the Project Area 3 table has an error for the Dune section for year 2 total seed (page 69). It says the total quantity is 90.75 but based on the quantities shown on the table, it should be 99.75.

Response 9: CLIN0083AF has been changed to 100oz and the total seed quantity for the Dunes in Project Area 3 has been changed to 99.75 via this Amendment.

Question 10: I think there is an error with Clins 0013‐0016. I think the quantity for Clin 0013 should be 27,370 (which is listed for Clin 0014), the quantity for Clin 0014 should be 6,525 (which is listed for Clin 0015), etc.

Response 10: These CLINS were corrected in Amendment 0004.

Question 11: I just reviewed the newest amendment (#4) and noticed a few things that hadn't been changed with the updated bid schedule:

‐CLIN 0084AD says it should be 9,250 but the native plant list shows the total to be 5,250 ‐CLIN 0084AH says it should be 7,200 but the native plant list shows the total to be 6,700 ‐CLIN 0111 says the warranty is for bid items 109 through 112, but I think it should be 108 to 110

Response 11: CLIN0084AD is correct ‐‐ there are 5,250 herbaceous plugs and 4000 shrub plugs which totals 9,250 plugs.

CLIN0084AH is correct ‐‐ there are 6,700 herbaceous plugs and 500 shrub plugs which totals 7,200 CLIN0111 has been corrected to state "FOR BID ITEMS 0088 THROUGH 0090" – Refer to Amendment 0005.

CLIN0112 has been corrected to state "FOR BID ITEMS 0108 THROUGH 0110" – Refer to Amendment 0005.

Question 12: I would like clarification on the new bid schedule for Tree and Shrub Clearing and Site Preparation. There are 4 selective tree and shrub removal CLINS 7, 32, 75, and 81 and three for site preparation as there is a 3 or 5 year performance standard for tree and shrub clearing and establishment there will be overlap if there is one for the base and one for each of the project areas.

Specifically: Which CLIN is the initial clearing in project 1?; Which CLIN is the initial clearing in project 2?; Which CLIN is the initial clearing in project 3?; What is the 4th tree and shrub clearing intended to cover?

Response 12: CLIN0007 SELECTIVE TREE AND SHRUB REMOVAL is for all areas within the work limits of Project Area 2 except for areas delineated on Sheets CE106, CE111, and CE112 as

SELECTIVE TREE AND SHRUB CLEARING AND REMOVAL (OPTION)

CLIN0075 SELECTIVE TREE AND SHRUB REMOVAL is only for areas delineated on Sheets CE106, CE111, and CE112 as SELECTIVE TREE AND SHRUB CLEARING AND REMOVAL (OPTION)

CLIN 0032 SELECTIVE TREE AND SHRUB REMOVAL is for all areas within the work limits of Project Area 1

CLIN 0081 SELECTIVE TREE AND SHRUB REMOVAL is for all areas within the work limits of Project Area 3

Question 13: Do the Base bid items cover project 2 exclusively? Is any base work in projects 1 or 3?

Response 13: Project Area 2 CLINs are only in the base; however, Project Area 1 Primary Options, CLIN 0032 to 0049 and Project Area 3 Primary Options, CLIN 0081 to 0104 are highly probable to be exercised at the time of award as described in a special note added to Amendment 0004.
