7. Q: With the high voltage electrical duct bank being an option (Bid Item 0011) the supply of power to the building is outside of the contractor’s control for the base bid. This could affects startup and testing of all electrical and mechanical equipment. Electrical power not being delivered to the site when needed could delay project completion, impact contractor productivity and trigger warranty issues if installed equipment cannot be started, tested and commissioned in a timely manner. What date shall we assume permanent power will be available?
A: The contractor should anticipate not having permanent utility power at time of commissioning. By this Amendment 0003, specification SECTION 01 52 02 TEMPORARY CONSTRUCTION FACILITIES, paragraph 1.4.2 has been revised to address this matter.
8. Q: Drawing C-106: Existing demo barrier office trailer to be demolished appears to be within the “option area”. Please verify this is to be included in the option area pricing.
A: The Base and Option Bid area work limits have been revised, by this Amendment 0003, on Sheet C-
101. The demolition of the Demonstration Barrier trailer shall be included in the Base Bid.
9. Q: Drawing C-106: Is topographic information available for the option area grading? This information is needed to determine cuts and fills as well as if soils are required to be hauled-in or hauled-off.
A: In Amendment 0002, the existing contours were better defined on the Civil sheets, as well as, additional soil boring information was provided for your use in specification section 00 31 32.13 03 SUBSURFACE
DRILLING AND SAMPLING INFORMATION.
10. Q: Drawing C-106: What is the desired slope for drainage of the option area? The note indicates to grade to 586 but also to provide positive drainage. If graded to 586 the area will be flat and not drain. This is a fairly large area and more direction is needed to achieve expectations. Please advise.
A: Sheet C-106 has been revised by this Amendment 0003 to show the proposed grading in the area, to better clarify drainage.
11. Q: Drawing C-107 & C-307: Drawing C-107 refers to C-307 for an access vault detail. The access vault detail on C-307 is labeled future N.I.C. Please advise.
A: By this Amendment 0003, Sheet C-307 has been revised to remove the N.I.C label. The access vault construction is included in this project.
12. Q: Drawing C-107 & C-308: Drawing C-107 refers to C-308 for parasitic control cabinet slab details. The parasitic control cabinet slab detail on C-308 is labeled future N.I.C. Please advise.
A: By this Amendment 0003, Sheet C-308 has been revised to remove the N.I.C label. The parasitic control cabinet slab construction is included in this project.
13. Q: Drawing C-308: The parasitic control cabinet slab detail calls out installation of a Load interrupter switch. Is the switch supplied by others or a contract deliverable? There is no parasitic wiring or terminations called out – is this intentional?
A: By this Amendment 0003, Sheet C-308 has been revised to state the Load Interrupter Switch/Control Cabinet will be completed by others and is not in this project.
14. Q: Drawing C-105: There are two locations along the edge of the canal where the contractor is to fill a void with flowable fill. These areas appear to extend under the building. Therefore, the structural integrity of the building would seem to rely on whatever fill is placed in the subject locations. Is there any structural design criterion for these fills?
A: By this Amendment 0003, note has been added to Sheets C-105 and C-107 to state the flowable fill be 3000 PSI concrete with an 8” slump.
15. Q: We have found a discrepancy between the specifications and the drawings and hope you can get clarification on our behalf. Specifically, Specification Section 23 64 26, 2.5 calls for valves for CPVC piping to have seals made of EPDM material. Sheet M-610, which lists the valves in the Mechanical Schedule, calls for the valves to have FPM O-ring seals, which a variation of Viton® and considerably more expensive than the EPDM listed in the specification. Please advise the proper seal material required for the CPVC valves on this project.
A: By this Amendment 0003, Sheet M-610 has been revised to state valve seals shall be EPDM.
16. Q: The foundation plan on S-101 appears to show walls at the following locations, but there is no information regarding height, thickness or reinforcing. Please provide information regarding walls in these areas if applicable:
a. A Line, 8 to 9
b. A Line, 13 to 15
c. A Line, 15 to 16

A: Window Details can be found on Sheet A-505 TYPICAL ARCHITECTURAL DETAILS WINDOWS.
20. Q: Door System A-112 appears to be an aluminum storefront with a transom. Please advise if this is correct and that the door system would be blast proof with blast proof windows alongside the door system.
A: To clarify, yes it is required to be Blast Proof and it is a steel door window lights.
21. Q: Please provide a Door & Hardware Schedule including information on the interior, exterior, and closet doors. Sheet A-101 Plan View & the EY Sheets provide reference to doors but we need to be able to confirm door types, quantities, and locations for the interior doors as well as the exterior doors. Please advise if there are any aluminum storefront door systems in the scope of work. Please provide specifications for interior and exterior doors and frames.
A: There are no Aluminum doors in the set. Please see Specification Sections o8 11 13 STEEL DOORS AND FRAMES and Section 08 71 00 DOOR HARDWARE. The EY sheets EY-201 & 202 are provided as “Typical” conduit and equipment layouts or design for the ESS only.
22. Q: Sheet EY-101 & EY-201 Shows a Roll Up Door. Please provide specifications for this system.

107. These drawings do not show the locations of the guardrail. Can you advise on the total lineal feet of guardrail required for this project and or provide any missing details.
A: In this Amendment 0003, a note has been added to Sheet C-302, Walkway and Ductbank Layout, stating railing shall be installed along the canal side of the walkway.
24. Q: Please provide a specification for the pre-cast hollow core roof planks.
A: They are covered in Specification Section 03 45 33 PRECAST PRESTRESSED STRUCTURAL
CONCRETE.
25. Q: Sheet A-103 shows a Wheel Chair Lift. Please confirm if this is in the project scope of work and provide specification, as applicable.
A: The wheel chair lift has been revised to an Elevator, in this Amendment 0003. Please see Sheet A-001 GENERAL NOTES, ELEVATOR REQUIREMENTS for details.
26. Q: Cubicles and Furniture are noted on drawings, but this scope of work does not have specifications.
Please confirm if Cubicles and Furniture are included in the current project scope of work for supply and / or installation.
A: There is no furniture in this contract.
27. Q: Are Toilet Accessories and Partitions included in the current project scope of work? If so, please provide specifications and sectional views of what is required.
A: Please see Specification Sections 10 21 13 TOILET COMPARTMENTS and 10 28 13 TOILET ACCESSORIES also see Sheet A-301 TYPICAL SECTIONS BAYS 1-2 2-3 3-4.
28. Q: Drawing E113 & E114 show a ground loop around the building. There is no specific detail for this cable installation. Review of the ground rod connection detail and the pig tail details, 2 and 3 on E-503 respectively seem to indicate the cable is supposed to be installed within a 32” deep x 6” wide trench.
Please verify the cable is to be installed in a continuous trench. The referenced details identify “ground enhancement material” – what is the specification for this material? An unspecified layer of trench topping is shown but not specified – please advise.
A: Please install cable 32” deep. Decrease width of 6” Wide trench as necessary to facilitate installation of ground loop wire. Ground Enhancement Material: A low resistance carbon based backfill. Material shall not contain bentonite or concrete components. (Design Basis: Ultra Fill Ground Enhancement Material).
Please use backfill with 2” or smaller aggregate for unspecified layer. Please refer to sheet E-503 for the above mentioned information which has been included in this Amendment 0003.
29. Q: If the ground loop is supposed to be installed in a trench as described above we have serious concerns about the design. Equipment used to cut a trench like this in rock generally requires 6’ of stable ground on each side of the trench. If done by hand it is extremely expensive and a hazardous proposition. Lastly, there is concern about the stability of the top edge of the canal. The surface layers of exposed bedrock are somewhat fragmented due to exposure to the elements. A continuous 6” wide by 32” deep trench cut into the bedrock 2’ off the edge of the existing bedrock bank would de-stabilize the edge of the bank and most likely cause it to break-off and fall into the canal. Please advise.
A: Omit Hand-holes, Ground Rods and Inspection Wells where stability of the earth is a concern. Please decrease width of 6” wide trench where necessary to avoid destabilizing the edge of bank. Please refer to sheet E-503 for the above mentioned information which has been included in this Amendment 0003.
30. Q: We have concerns about the feasibility of the Ground Rod Detail 2 on E-503. Specifically, drilling a 12” deep 1” hole at the bottom of a 19’ deep 4” hole at the bottom of a 6” wide x 32” deep trench is going to be a challenge. Keeping it open for installation of the ground rod compounds the challenge. The connection between the ground cable and the ground rod must be made on the ground surface. The cable and ground rod assembly must then be lowered into the trench and into the ground rod hole. Getting the end of the ground rod into the 1” hole at the bottom working from inside a 6” trench will be nearly impossible. There are over 40 ground rods to be installed in this manner. We recommend extending the 4” hole to 20’ and deleting the 1” hole at the bottom. Please advise.
A: Concur. Please extend 4” hole to 20’ as noted above. Please refer to sheet E-503 for the above mentioned information which has been included in this Amendment 0003.
31. Q: Drawing E113 & E114 shows numbered hand holes. HH-C13 (near Col. Line 4) is labeled with a “Typical” Detail 2 on E-501. This detail is a type B hand hole. It would appear the “C” designation refers to a type C hand hole. If not, how are we to know which detail applies to each hand hole location?
A: Concur. Provide type C hand-hole. Label should reference Detail 3 on E-501 instead of Detail 2 on E-
501. Please see corrected sheet E-113, in Amendment 0002.
32. Q: Drawing E-114 shows two large hand holes at the far right side of the sheet that are not tagged with a detail designation. Please advise.
A: Revised drawing indicates detail designation. Use Detail 1 on sheet E-501, Type A Hand-hole for these hand-holes. Please refer to Sheet E-114, in this Amendment 0003.
33. Q: Drawing E113 & E114 include a note to include an inspection well at hand hole “typical”. Are inspection wells required at all hand holes? Are inspection wells installed at the bottom of hand holes or adjacent to hand holes?
A: Note for inspection wells at hand holes now removed due to de-stabilizing the edge of bank. Please see Sheets E-113 & E-114 in this Amendment 0003.
34. Q: Spec Section 3.2.6 states exposed duct shall be stainless steel construction. Please confirm this is required.
A: Only, the ductwork in the Control and Security room shall be stainless steel 204. See note on sheet M-
108. Specification Section 23 00 00 AIR SUPPLY, DISTRIBUTION, VENTILATION, AND EXHAUST SYSTEM, para 3.2.6 has been revised, in this Amendment 0003, to reflect stainless steel 204 duct was for the control and security room only.
35. Q: Specifications refer to LEED requirements in several isolated locations such as masonry cement, carpentry, roofing, interior signage, commissioning and computer room air conditioning filters. The interior signage specification refers to Section 01 33 29 – LEED Documentation for Project however, no such specification is included in the spec book. Specification 23 08 00 – Commissioning of HVAC Systems suggests the goal is LEED Silver certification but this goal is not mentioned anywhere else. LEED documentation requires a dedicated effort to gather and submit. It would be a waste to require such efforts if this is not being compiled for a reason. Please confirm whether or not this is a LEED project and whether LEED documentation is required.
A: Specification Section 23 08 00 COMMISSIONING OF HVAC SYSTEM, paragraph 1.3.2 has been deleted by this Amendment 0003, as this project is not a LEED Project.
36. Q: Is commissioning required for HVAC systems only or all mechanical systems?
A: Commissioning is required for all mechanical systems per specification section 23 08 00
COMMISSIONING OF HVAC SYSTEM.
37. Q: Where are the air compressor, hose reels, accessories, and piping to be installed? There is a spec section for these items but they are not reflected on the plans.
A: All shall be installed in the Lower Mechanical Room, see sheets M-301 and M-502.
38. Q: Will BIM be required on this project?
A: No, use of BIM will not be required on this project. The documentation of As-Builts are required per specification section 01 78 00, paragraph section 1.3.
39. Q: The mechanical insulation specification states that exposed duct shall be insulated with rigid board insulation. Please confirm this is required.
A: Specification Section 23 00 00 AIR SUPPLY, DISTRIBUTION, VENTILATION, AND EXHAUST SYSTEM has been revised by this Amendment 0003 to allow rigid insulation, but not required.
40. Q: Please confirm whether any ducts require lining. Spec references duct lining type but does not state in what systems it is required.
A: Specification Section 23 00 00 AIR SUPPLY, DISTRIBUTION, VENTILATION, AND EXHAUST SYSTEM and Section 23 07 00 THERMAL INSULATION FOR MECHANICAL SYSTEMS have been revised by this Amendment 0003 to exclude acoustical duct lining.
41. Q: It appears the BAS (HVAC Controls) are to be provided under a separate contract, please verify. If so, what do we assume for scheduling and coordination of startup, test and balance, and commissioning?
Please advise.
A: Yes, the BAS will be executed under a separate contract. Controls contract will be awarded in concert with construction to facilitate coordination.
42. Q: Who is responsible for providing and installing the turbine flow transducers, electric actuators, proportional control valves, temperature transmitters and pressure transducers? Is this by subcontractor or
SCRS?
