SECTION SF 30 BLOCK 14 CONTINUATION PAGE

A. SECTION 00010 - SOLICITATION CONTRACT FORM

The following line items have been revised. A revised Bid Schedule is enclosed herein and replaces the entire Bid Schedule that was previously issued. Therefore, offerors shall enter their bid prices on the Bid Schedule included hereunder to be considered responsive and eligible for award of the resultant Contract. The Bid Schedule must be fully completed, with no exceptions.

SUBCLIN 0009AA

The CLIN description has changed from Initial 72 LF to Initial 72 EA.

SUBCLIN 0009AB

The CLIN description has changed from Over 72 LF to Over 72 EA.

B. CONTRACTORS QUESTIONS AND RESPONSES

QUESTION 1. Item No. 0009AA and 0009AB in Section 00010 indicate “Initial 72 LF” and “Over 72 LF”, respectively for their descriptions. However, the units are “Each”. Confirm that the “Each” unit is correct and the description is in error.

RESPONSE 1: The Bid schedule has been amended to replace “LF” with “Each” for Item No. 0009AA and 0009AB.

QUESTION 2. Small Business Subcontracting Plan – Are material suppliers considered subcontractors for Small Business Subcontracting Plans?

RESPONSE 2: Material suppliers are not responsible for providing Small Business Subcontracting Plans; the successful (winning offeror) Prime Contractor, permitting its business size is large, will be responsible for providing a Plan in accordance with the requirements called out in FAR Clause 52.219-9 of the RFP. The Plan must be approved prior to the award of the contract. Note that “principal products,” as supplied by Material Suppliers, are counted towards subcontracting dollars. For more information regarding small business subcontracting plans, the contractor shall view FAR Clause 52.219-9.

QUESTION 3. Are the SDB, WOSB, SDVOSB, VOSB, and HUBZone SB percentages (26.9% additive) in addition to the 70% goal or part of it? In other words, is the total small business subcontracting goal 70% or 96.9%?

RESPONSE 3: No; the contractor will be responsible for allocating at least 70% of its intended “subcontracting dollars” to Small Businesses; of that 70%, it should allocate at least 6.2% of those dollars towards satisfying the goal for SDB’s, etc., etc.. Refer to Section 00100 of the RFP for more details.

QUESTION 4. Can a single subcontractor be used and counted in multiple categories. For example, if we subcontract 9.8% of our subcontracts to a HUBZone SB, does that also count for the 3% VOSB and 0.9% SDVOSB if they qualify in all three categories?

RESPONSE 4: Using your example, if you subcontract out 9.8% of your total subcontract dollars to a certified HubZone Small Business, and this HubZone Small Business also qualifies as VOSB and SDVOSB, yes you can count these subcontract dollars in each of the small business subcategories. Your small business subcontracting dollars would reflect the following: HubZone Small Business 9.8%, VOSB 9.8% and SDVOSB 9.8%.

Note that you would exceed USACE’s 3% VOSB and 0.9% SDVOSB Target Goals.

QUESTION 5. Work Platform – In order to increase the size of the work platform, how much lower can the concrete work platform be lowered along the alignment? If it is permissible to lower the platform, does it have to be restored at the conclusion of the contract?

RESPONSE 5: No, the work platform should be constructed at the elevation of the existing grade. This is done to maintain the 3 foot CLSM cap above the existing cutoff wall.

QUESTION 6. Sheet C-12 – The limits for the slope stabilization are unclear. Provide a detailed cross-section that shows the top and bottom of the stabilization limits with respect to the centerline.

RESPONSE 6: The information shown on the drawings is the most current available information at this time. The area of slope stabilization shown should be used for bidding purposes. A detail showing the stabilization cross-section has been provided on the drawings.

QUESTION 7. Is the existing 14’ tunnel dry or filled with water?

RESPONSE 7: No additional information is known beyond what has been stated in the Existing Conditions Specification Section 00 31 19.01 03.

QUESTION 8. Are there AutoCAD or other computer aided drafting files of the project plans available for our use?

RESPONSE 8: No.

QUESTION 9. The reference material, as outlined in Section 00 31 32.13 03, page 3, which was supposed to have been made available on the ftp link (that was provided in Amendment 1 page 5 of 46, question 9) does not contain this information. Also, the CD provided by the Corps is missing Report b. Black & Veatch Corp., McCook Reservoir Grout Test Project, Lessons Learned Report, dated 2004).

RESPONSE 9: The ftp site automatically removes posted information after 14 days.

Referenced documents have been re-posted to the site and will be available until the proposal due date.

QUESTION 10. The grouting platform at stations 42+00 to 44+00 will be constructed upslope of a gabion wall currently under construction. Please provide the maximum load capacity of the platform along the grout curtain alignment above the gabion wall.

RESPONSE 10: Maximum load capacity has not been calculated. Historical Sheet Pile drawings have been supplied as part of Amendment 0002 Question and Answers Section. This section of the berm has supported significant equipment loads including:

earth moving and drilling equipment, sludge transportation trains, and material conveyor systems without observed distress.

QUESTION 11. …requesting the grouting data that has been recorded to date for the Contract Award Number W912P6-06-C-0009 CUP McCook Reservoir Stage I Grout Curtain project by Nicholson Construction Company.

RESPONSE 11: Final Stage I Grout Curtain data available at this time has been added to the ftp site reference materials in folder titled “McCook Stage II Grout References A-K” in sub folder “Supplemental Info Stage I”.
