E. CONTRACTOR QUESTIONS AND RESPONSES:

1. QUESTION: The drilling and grouting work will be performed in the proximity of a live railroad track. Is the contractor supposed to carry railroad protective liability insurance for the project?

RESPONSE: The Contractor is obligated to abide by applicable safety requirements of the USACE Safety EM, as cited. Insurance issues are not a technical matter, per se. It is stated that the railroad usage shall not be interrupted by the Contractor's activities.

Insurance is something he may be responsible for on his own.

2. QUESTION: Boreholes deviation survey requirements in section 318300.0003 part

3.3.3.1 are different than what indicated in section 012200.0003 part 1.3.5. Please clarify.

RESPONSE: The provisions of the technical spec on drilling and grouting specify that All initial primary holes and 50 of remaining primary holes, as well as 10% of subsequent holes shall be surveyed for alignment. The provisions of the Measurement and payment spec should be corrected to reflect this, as opposed to its stipulation that all primary holes and 20% of subsequent holes be surveyed.

3. QUESTION: Please verify that the tunnel layout in drawing sheet C-11 is conforming to the layout in drawing R-01. Both drawing indicate a bypass tunnel but in opposite directions.

RESPONSE: Drawing C-11 depicts the grout curtain alignment with the abandoned former section of the 73rd Street Tunnel overlaid on it. The Reference drawings, R-01 through R-03 depict the As-Built conditions of the former 73rd Street connector tunnel constructed for MWRD. The different orientations with respect to north and the scale may be confusing; however, they are both accurate to the extent we are aware. The 2-ft.

diameter “bypass Tunnel depicted in drawing C-11 is the more recently constructed 73rd Street bypass tunnel replacing the section that is within the footprint of the reservoir. The tunnel heading off the 73rd Street tunnel in R-01 is not within the limits of Figure C-11

4. QUESTION: 4. Is there an access shaft to the tunnel section to be plugged? If so, please indicate access point in the drawings.

RESPONSE: There is no access shaft to the abandoned section of tunnel to be plugged.

5. QUESTION: Provide construction details of the existing bulkhead indicated in drawing C-11.

RESPONSE: We do not have reference information for the bulkhead other than it is a concrete structure within the unlined tunnel.

6. QUESTION: If an access shaft is not available, is the contractor supposed to include in the bid the construction of an access shaft and connecting adit? If so, provide the location and constraints for the construction of the access shaft. Construction details of the 14-ft diameter abandoned tunnel will also be necessary in order to construct the adit between the new access shaft and the tunnel.

RESPONSE: There is no requirement for an access shaft and/or adit implied in the solicitation, and within the work area, such a construction would be difficult to achieve logistically and within the timeframe of this work. The solicitation requires the Contractor to propose a means of plugging the tunnel and verifying the success of that plugging, and the means and methods, be they coalescing mounds of low-mobility grout, or some other means. The evaluation of the means and method proposed will be included in the overall evaluation of the proposals as a selection factor, described in the instructions.

7. QUESTION: An option in lieu of constructing the access shaft and adit would be to stop the grout curtain few feet above the 14-foot diameter tunnel. The remaining of the grout curtain from within the tunnel could be accomplished in a separate contract once the rock mining reaches the tunnel elevation. Is this option feasible?

RESPONSE: The potential advantages and disadvantages of separating the tunnel plug from the contract were considered, and it was determined most feasible and technically prudent to have the work performed before the quarry excavation reaches that level.

8. QUESTION: . … request that the grouting data for the Stage I Grout Curtain be made available.

RESPONSE: he McCook Stage 1 Grout Curtain contract is not yet complete, and final reports and data are not yet compiled. The data available for release at this time has been provided.

9. QUESTION: . … request electronic copies of all reports pertaining to subsurface conditions at the project site, as outlined in Section 00 31 32.13 03, page 3, Paragraph 1.3, items numbered a. through k…

RESPONSE: The References requested for the McCook Stage II Grout Project have been posted to the publicly accessible FTP site:

ftp://ftp.usace.army.mil/pub/lrc/McCookStage2%20Grout%20References/

Please Note: You may have to go to "Page" icon and select "Open ftp site in Windows Explorer" to view folders.

10. QUESTION : . …request clarification regarding Section 00100 - Bidding Schedule/Instruction to Bidders, Part 1, Paragraph 1.4, page 41 of 84: Under Submission Format Requirements, are Sections 1, 2, and 3 to be EACH submitted in separate binders; i.e. each section is actually a separate volume, with one original + 4 copies, for a combined total of 15 binders. Or are sections 1, 2, and 3 part of one big technical volume consisting of one original binder + 4 copies for a total of 5 binders. It is also our understanding that section 4 is to be submitted in a separate envelope, not a binder, and that it is to be an original version only. How many of these "Original Copies Only" does the Corps require?

RESPONSE: The Proposals shall be submitted as follows: Section 1 (Technical Approach and Management), Section 2 (Experience), and Section 3 (Past Performance) should be in the same binder and each of the Sections should be tabbed. 1 original and 4 copies of Sections 1, 2, and 3, for a total of 5 binders. Section 4 shall be submitted in original copies (only) and shall be placed in an envelope clearly labeled Section 4, that includes SF 1442, Section 00010, Section 00600, and Bid Guarantee, each of these sections should be tabbed. Section 4 may be placed in a binder within the marked envelope.

11. QUESTION: Is the performance time of 730 calendar days apply to Base work only? Is the Option work to be completed within this performance time?

RESPONSE: As per page 1 of Solicitation block 11 “The Contractor shall begin performance within 10 calendar days after receiving notice to proceed letter and complete the base work within 730 calendar days. The total contract performance period including base work and options is 1100 calender days. A bilateral Modification will be executed for the option work .

12. QUESTION: Request clarification of how Bid Item 0016 – “Admixtures in Grout” is measured and paid for. The solicitation form shows the unit as “Unit”, whereas Section 01 22

00.00 states the measurement will be “gallons” and the unit of measure will be “cubic feet”.

Please clarify the unit and measure.

RESPONSE: BASE BID ITEMS 0016AA AND 0016AB AND OPTION BID ITEMS

0035AA AND 0035AB, and Section 01 22 00.00, all units of measure shall read “Pounds” in lieu of “unit” “gallon” or “cubic feet”. Amount in Bid Items has been adjusted and converted to “pounds”. Please refer to revised Section 01 22 00.00 and bid schedule.

13. QUESTION: Section 00100 Bidding Schedule/ Instructions to Bidders, 1.6.1 Schedule and Cost Control outlines items to be provided in the schedule for the base bid, Option 1 and Option 2. We have reviewed the bid schedule and found only base bid and Option 1 items.

Please clarify how many options there are for this project?

RESPONSE: As part of the Addendum, Option 2 is defined. Thus a total of a Base, Option 1, and Option 2 are part of the project. Option 1 and Option 2 items may or may not be exercised in part or in their entirety.

14. QUESTION: Section 01 22 1.3.5.1 states bore hole deviation must be conducted on all primary and 20% of remaining holes, Section 31 83 3.3.3.1 states deviation survey should be done on initial verification holes and 50% of all primary holes and 10% of all subsequent secondary and tertiary grout holes. Please clarify what section governs.

RESPONSE: Section 31 83 3.3.3.1 is correct. As part of the Addendum, Section 01 22

1.3.5.1 has been modified; Sentence portion “all primary holes and 20 percent of …..”

has been changed to “… all initial primary holes, 50 of the remaining primary holes, and 10% of subsequent secondary and tertiary holes.”

15. QUESTION: Request that a construction detail drawing be provided to clarify scope of work required in paragraph 3.2.6 of Section 31 00 00, “ Controlled Low Strength Materials”.

RESPONSE: Please Refer to Detail C on Drawing C-07.

16. QUESTION: The railroad on the south side of the grout curtain is very close to our work area. Please provide a schedule of trains so we may plan our work accordingly.

RESPONSE: The trains usually run twice a day, once in the morning and again in the afternoon. There is no real schedule because it depends on how much and how fast they can load the trains.

17. QUESTION: What limits will be placed on our work by the railroad, i.e. will we need to shut down operations during train passage at certain distances away from the track? If so and grouting operations are shut down, will grout hole be called incomplete if we need to move from it before is finished? In this case how will the contractor be compensated for additional costs and schedule delays?

RESPONSE: For the most part, there will be no need to shut down operations when the train passes through. Our railroad crew recommends a safe clearance of about 10' from the edge of the railroad ties while the train is present. Materials and equipment can be staged closer during the day but may need to be relocated as the train approaches. The railroad crew also recommends a flagger be present if working while the train is present.

There is one area I believe in the vicinity of Lagoon 17 where the slurry wall gets really close to the tracks. In this area there will likely need to be some coordination with the railroad so that work does not get interrupted in the middle of grouting a hole. Perhaps second shift work in this area or during winter months when the train may run less frequently would be a suitable option.

18. QUESTION : Will we be able to work directly adjacent to the railroad tracks or does our operation need to maintain a certain safe distance away from the tracks.

RESPONSE: As stated above, we recommend a safe clearance of 10' from the railroad ties when the train is present. We have no other requirements other than the contractor practice proper safety techniques.
