Amendment to Spec 00 31 19.01 03
Part 1.3 has been amended to include the following statement: “Blasting occurs at the discretion of the quarry operator. In General, blasting occurs in the afternoon with shut downs lasting no longer than 30 minutes. All personnel in the blast zone must vacate the area. The blast zone is identified as lagoons 1-10 inclusive. Incurred stand-by due to blasting totaling a whole day will be granted a contract extension.”
Part 1.3 has been amended to include: “Access through the Option 1 area to the Base Bid area will be possible prior to the execution of the Options; however access may be limited by the operations of other contractors during that time, and coordination with the COR will be required throughout the contract duration for this access.”
Amendment to Spec 31 83 00.00 03 Par. 3.4.5 has been amended to remove the requirement for use of dispersing agent.
Par 2.2.1 has been amended to reflect the allowance for the use of Schedule 40 or Schedule 80 PVC pipe, provided the criteria for hole deviation are met and the watertight seal between the casing and rock is maintained.
Paragraph 3.4.5 has been amended to state that the nozzle pressure shall be no greater than ½ psi per vertical foot of overburden cover for this zone. This is different than the gage pressure, and will require determination of the nozzle pressure by calculation based upon the gage pressure, grout hole inclination, depth of nozzle, and the thickness of overburden cover.
B. AMENDED DRAWING SHEETS:
1. Amendment Sheet C-12, Erosion Control Area Modified
2. Sheet G-03 Added
3. Replace G-02 with new revised G-02
C. QUESTIONS AND RESPONSES:
QUESTION 1. Paragraph 3.4.5 of Section 31 83 00 requires Contractor to use dispersing agent during the pressure washing operation “if directed to do so by the COR”. Will the government consider providing a separate pay item for Dispersing Agent. If not, request that a usage rate for the dispersing agent be provided to contractors, in order to properly estimate quantities and costs.
RESPONSE: Paragraph 3.4.5 of Section 31 83 00.00 03 has been amended to remove the requirement for use of dispersing agent.
QUESTION 2. Will flush joint threaded PVC schedule 40 casing be allowed for the entire depth of overburden?
RESPONSE: Paragraph 2.2.1 of Section 331.83.00.00 03 has been amended to reflect the allowance for the use of Schedule 40 or Schedule 80 PVC pipe, provided the criteria for hole deviation are met and the watertight seal between the casing and rock is maintained.
QUESTION 3. Section 31 83 3.2.3.3, page 20 states that a washing additive should be utilized in hole washing operations, at what concentration should the washing additive be used?
RESPONSE: Section 31 83 00.00.03 page 20 states that a washing additive should be utilized in hole washing operations, at what concentrations should the washing agent be used?
QUESTION 4. Interface washing is to be conducted at 10psi (but it is approximately 60 ft depth so just water column is about 30psi), please clarify.
RESPONSE: Paragraph 3.4.5 of Section 31 83 00.00 03 has been amended to state that the nozzle pressure shall be no greater than ½ psi per vertical foot of overburden cover for this zone. This is different than the gage pressure, and will require determination of the nozzle pressure by calculation based upon the gage pressure, grout hole inclination, depth of nozzle, and the thickness of overburden cover.
QUESTION 5. Will the contractor be required to shut down during the blasting operations within the quarry? If so, please provide a schedule of blast outages with which we can base our proposal.
RESPONSE: Paragraph 1.3 of Section 00 31 19.01 03 has been amended to include:
“Blasting occurs at the discretion of the quarry operator. In general, blasting occurs in the afternoon with shutdowns lasting no longer than 30 minutes. All personnel in the blast zone must vacate the area. The blast zone is identified as Lagoons 1 through 10 inclusive. Incurred stand-by due to blasting totaling a whole day will be granted a contract extension.”
QUESTION 6. Can grouting work areas for grout equipment be built inside of the lagoons?
RESPONSE: The logistical constraints in Paragraph 1.3 of Section 00 31 19.01 03 state that “It may be possible to obtain very limited access to the berm from the northeast end of Lagoon 1; however, there will be no other access permitted, and the Contractor's access will be restricted to the confines of the work areas defined in the Drawings.” No other work areas are defined within the reservoir footprint, and lagoons other than 21 will not be available as work areas.
QUESTION 7. Will the contractor be allowed to use the Option 1 work area as an access road to the base bid work area?
RESPONSE: Paragraph 1.3 of Section 00 31 19.01 03 has been amended to include:
“Access through the Option 1 area to the Base Bid area will be possible prior to the execution of the Options; however access may be limited by the operations of other contractors during that time, and coordination with the COR will be required throughout the contract duration for this access.”
QUESTION 8. Please clarify the ongoing blasting operations. What is the amount of standby time associated with each blast? What operations will have to be stopped during each blast? During which months of the year will blasting be performed on a daily basis?
RESPONSE: Amended Paragraph 1.3 of Section 00 31 19.01 03 provides the extent to which USACE is able to predict the duration of standby time associated with blasting, and the limitations implied by this constraint: “Blasting occurs at the discretion of the quarry operator.
QUESTION 9. Does the quantity of standby time provided in the bid schedule need to be shown on the project schedule submitted with the proposal? Is this amount of standby time included in the contract performance time of 730 calendar days?
RESPONSE: No. Specification Section 00 31 19.01 03 EXISTING CONDITIONS, Part
1.3 LOGISTICAL CONSTRAINTS, paragraph 3 has been amended to include the following statement:
“Incurred stand-by time due to blasting totaling a whole day will be granted a contract time extension.”
QUESTION 10. …it is requested that the district provide the survey data mentioned in Section 31 00 00 - Page 11 (3.2.3 Work Platform).
RESPONSE: Please refer to Sheets C-02 through C-04 for cross-sectional survey data.
QUESTION 11. …it is requested that the date for submission of proposals be moved at least one month in order to allow sufficient time to estimate and assemble the proposal package.
RESPONSE: As per Amendment 0001, a one week extension was provided. Proposals are to be submitted by August 13, 2009. No further extension is provided at this time.
QUESTION 12. What is the frequency, duration, and time of day that blasting will occur during the project?
RESPONSE: Specification Section 00 31 19.01 03 EXISTING CONDITIONS, Part 1.3 LOGISTICAL CONSTRAINTS, paragraph 3 has been amended to include the following statement:
“Blasting occurs at the discretion of the quarry operator. In general, blasting occurs in the afternoon with shut downs lasting no longer than 30 minutes.”
QUESTION 13. Please provide as built data showing the location of the slurry cut-off wall.
RESPONSE: Please refer to Reference document “e. Stage I Cut-off Wall As-Builts”, “c. Stage II Cut-off Wall Contract Plans”, and “f. Stage I Cut-off Wall Foundation Report”. References can be accessed through ftp site:
ftp://ftp.usace.army.mil/pub/lrc/McCookStage2%20Grout%20References/
QUESTION 14. Please provide as built data showing the location of existing underground utilities. … Electric and Sanitary manholes were observed along the MWRD Sludge Transportation rail line.
RESPONSE: Please refer to Reference documents including “e. Stage I Cut-off Wall As-Builts” and “c. Stage II Cut-off Wall Contract Plans” for known underground utility. Contractor shall verify underground utility locations prior to construction activities.

RESPONSE: There is a Record Drawing provided in the Contract Plan Set. Please refer to Sheet C-11.
QUESTION 16. What is the frequency, duration, and time of day that MWRD Sludge Transportation rail line is in operation?
RESPONSE: Generally the train makes two round trips per day, once in the morning and once in the afternoon. The train passes through the work area with out stopping with a transit time through the work area of a few minutes.
QUESTION 17. At locations along MWRD Sludge Transportation line, where sheet pile wall exists, is the sheet pile wall capable of handling additional loads of work platform and heavy equipment?
RESPONSE: Yes.
QUESTION 18. What is the depth of the sheet pile toe?
RESPONSE: Please refer to attached record drawings at the end of this Question and Answer Section.
QUESTION 19: Specification Section 01.57 20.01 03 Pg 15 3.5.5 Waste Water; On the Stage I Contract, was drill water and clean up water treated in accordance with this section, ie was it treated and taken off site?
RESPONSE: Part of the Stage 1 contract was performed while there was access to an MWRD drop shaft for water disposal, and that was utilized. Once the connection between the shaft and the mainstream tunnel system was plugged as part of the Stage 1 contract work, the water was treated on site and much of it re-used by the contractor.
QUESTION 20: Section B/C07 shows a concrete work platform with formed concrete gutter. The Stage I contractor used a concrete work platform with an excavated trench lined with filter fabric. Will the fabric lined trench be allowed on this project?
RESPONSE: The conditions and ongoing operations and work adjacent to the Stage 2 area are such that the design of the Contractor’s work platform will require a concrete gutter.
QUESTION 21: Blasting Schedule…How close can drilling and grouting operations be to the blast before they have to go on standby?
RESPONSE: The contractor will be required to cease drilling and grouting activities within the blasting zone. Specification Section 00 31 19.01 03 EXISTING CONDITIONS, Part 1.3 LOGISTICAL CONSTRAINTS, paragraph 3 has been amended to include the following statement:
“In general, blasting occurs in the afternoon with shutdowns lasting no longer than 30 minutes. All personnel in the blast zone must vacate the area. The blast zone is identified as Lagoons 1 through 10 inclusive.”
