SECTION 00 31 19.01 03
EXISTING CONDITIONS
PART 1 GENERAL
The grout curtain will be located in Stage 1 and 2 of the proposed future reservoir (along the southern and eastern perimeter of the former Lagoons 1 through 22) at the Metropolitan Water Reclamation SDistrict of Greater Chicago (MWRDGC or MWRD)'s Lawndale Avenue Solids Management Area (LASMA) site. The LASMA site is located within Lyons Township T38N Range R12E in western Cook County and is bounded by the Des Plaines River and I-55 to the northwest, the Indiana Harbor Belt Railroad to the northeast, the Chicago Sanitary and Ship Canal to the southeast, and LaGrange Road to the southwest. The lagoons were separated by earthen berms which have been removed, prior to development of the quarry. Presently, MWRDGC's contractor is excavating the bedrock portion of the reservoir in Lagoons 1 through 10 by conventional drilling and blasting. The quarry operation will be ongoing during the period of this contract. The topography of the site is shown at the time of the surveys indicated on the drawings. Note:
former lagoons were numbered sequentially 1-10 and 16-22 from east to west;
there were no lagoons numbered 11-15.
Currently, the site does not drain well, resulting in localized ponding of rainwater in low areas.
1.1 PHOTOGRAPHIC REPORT
Photographs of the project site are included as an electronic file accompanying of this Section. The surface topography of the site is likely to change in the areas of the photographs because of the construction related activities.
1.2 CURRENT ACTIVITY AND RECENT WORK
The LASMA site is a biosolids storage and drying facility. The MWRDGC's daily sludge handling operations include sludge management and upkeep and maintenance of lagoons and drying beds. In addition, MWRDGC is responsible for the removal of overburden and rock to provide a "rough hole" in the ground for the overall reservoir project. Another MWRDGC contract to excavate a conveyance tunnel and a glory hole (in Lagoon 10) to transport excavated materials to the Vulcan Quarry, located on the north side of Interstate highway 55, is complete. A bentonite/soil slurry cut-off wall has been contructed around the perimeter of the future proposed reservoir in two contract stages. The slurry wall is constructed through the overburden approximately along the centerline of the grout curtain, with the two outer rows of grout holes straddling it. The width of the slurry wall varies from a minimum of 3 feet to 4.5 ft or more. The slurry wall is keyed into betdrock from 1 to 5 feet along its alignment. The slurry wall is capped by a Controlled Low-Strength Material cap from the surface to a depth of 5 feet +/- 1.5 ft, with the exception of portion from Station 75+00 to 88+50, where it is capped by a cover of silty clay, and from approximately Station 104+00 to Station 114+00.
DOCUMENT 00 31 19.01 03 - Page 2
The activities of other contractors and activities at the site have impacted the berm and slope conditions, and the conditions depicted in the drawings with respect to soil slopes may or may not be representative of those encountered upon the start of work under this contract. The Contractor shall survey and assess the areas of his Work Platform prior to submittal of his Work Plan for construction of this feature of the work, and verify the location of the grout curtain with respect to the overburden cutoff wall.
1.3 LOGISTICAL CONSTRAINTS
Access to the area is limited by the location of the ongoing quarrying operations, and the operations of other contractors at the LASMA location.
An access ramp to the berm along the canal side of the site is present from Lagoon 21. It may be possible to obtain very limited access to the berm from the northeast end of Lagoon 1; however, there will be no other access permitted, and the Contractor's access will be restricted to the confines of the work areas defined in the Drawings. The Contractor shall maintain the ramp in Lagoon 21 and its accessibility for the duration of the Contract.
In addition to congested access, the operations of the other contractors operating in and around LASMA, the Contractor shall consider the constraints of the sludge train tracks and operation of the MWRDGC rail operations immediately adjacent and in close proxmity to the grout curtain on the canalside of the work area in the planning and execution of the work, and conform with safe clearance distances for work in the vicinity of active train tracks mandated by OSHA and the provisions of EM 385 1-1, 2008. The Contractors operations shall not interfere with the operations of the MWRDGC railroad and interruptions or delays of the railroad will not be permitted.
The quarry operator, Vulcan Materials, will also be conducting excavation by drilling and blasting on a regular daily production schedule and there may be interruptions to the work, on a daily basis when blasting occurs.
The canalside portion of the Stage 2 Grout Curtain will be constructed on a narrow berm shared with teh MWRDGC's sludge transportation rail line, elevated between the Chicago Sanitary and Ship Canal and the working McCook Reservoir Quarry. Portions of the canal were constructed by excavation that may have included blasting the underlying bedrock. Operations under the Contract shall not impede the work of other contractors at the LASMA site. Based on these conditions, the Contractor's technical approach should consider the potential for blast fracturing influences on grout migration.
1.4 EXISTING REPORTS
Existing reports that provide background to the project work area are available to be reviewed in the Chicago District Office and are listed in Section 00 31 32.13 03. Existing reports completed to evaluate soil contamination and/or hazardous materials in the project work area are also available. No potential Hazardous, Toxic, and Radioactive Waste (HTRW) are listed for the project work area. These reports may be reviewed by contacting the U.S. Army Corps of Engineers, Chicago District at 111 North Canal Street, Chicago, Illinois 60606-7206 (Attn: Joe Kissane, 312-846-5453).
