AMENDMENT 01 - Q&A

Chickamauga Lock Chamber Replacement Solicitation Number: W912P5-17-B-0001 Amendment 0001 Question and Answers

1. Question: BoMetals would like your consideration for our PVC Waterstop to be specified in your project.

Answer: The Government has not specified a particular brand name of waterstop. Instead, the technical specifications set forth the salient characteristics the waterstop must meet or exceed.

2. Question: Whose responsibility is the maintenance of the concrete batch plant?

Answer: The contractor is responsible for all operation and maintenance of the concrete batch plant.

3. Question: What happens if the contract duration ends for the awarded base and options prior to receiving funding to award additional options?

Answer: If funding is not available to execute one (1) or more unexercised options before the contract completion date, then the contract will be closed out after completion of the awarded scope. If funding is not available to execute one (1) or more unexercised options before the option expiration date, the Government reserves the right to negotiate an extension of the option expiration date.

4. Question: Current contract durations may not have sufficient time to procure, fabricate and install portions of the embedded metals. Would you consider extending the period of performance for these options?

Answer: The Government reevaluated the option durations and determined that no additional time is warranted at this time.

5. Question: Is it acceptable for a contractor to complete option work earlier than the contract duration for individual options?

Answer: After award, the contractor is required to submit a schedule establishing work schedules and sequencing to complete the project. A schedule that provides for completion of awarded option work prior to the contract completion date is acceptable.

6. Question: Are the anticipated award dates based on contract durations for each option?

Answer: No. The anticipated award date for each option was established to provide flexibility to execute funding. Such dates reflect the latest date the Government intends to exercise each option.

7. Question: When will the Lock Excavation contract be completed?

Answer: Reference FAR Clause 52.211-10, which is incorporated in the Solicitation, the anticipated completion date of the Lock Excavation Contract is February 2019.

8. Question: How much money is available this FY for this contract?

Answer: For current year funding, the FY17 Work plan provided $37M for the Chickamauga Lock Replacement project, which project includes, among other items, the Lock Excavation Contract options and the Lock Chamber Contract.

9. Question: Why was the additional laydown area removed from the industry day presentation?

Answer: Large portions of this area are required by USACE Operations staff for maintenance of the existing lock structure. Currently, the existing chamber closure structure is stored at this location, preventing access to this area. Also, a portion of this area is reserved for crane access during the maintenance at the project. For these reasons, this area has been omitted from the current solicitation. A note has been added to drawing 61W510-2-LC stating, "For bidding purposes, the contractor shall assume the use of this area is restricted to government use only for the duration of the contract. Portions of this area may become available to the contractor when no longer needed by the government and after coordination with the Contracting Officer."

10. Question: What is the timeline for exercising options for this contract?

Answer: The timeline for exercising options is funding dependent. See FAR Clause 52.217-7, which is incorporated in the Solicitation, for the latest date the Government intends to exercise each option.

11. Question: What material was used to fill the segmental cofferdam?

Answer: The segmental cofferdam was filled with tremie placed concrete to create a plug in the bottom.

Thereafter, it was filled with conventional placed concrete to the top of the precast box.

12. Question: Where is the current contractor's employee parking area?

Answer: USACE has allowed the use of a portion of the restricted area near laydown area #1 identified on drawing 61W510-2-LC for Contractor parking.

13. Question: Are there any requirements for treating the water that is removed from the cofferdam?

Answer: Reference Specification (including, but not limited to Section 01 57 24 Para. 3.6; Section 01 57 19 Para. 3.7.6; Section 02 32 00 Para. 1.9; and Section 01 57 19 Para. 3.1.2.

14. Question: How does the current contractor access the cofferdam area?

Answer: The current contractor uses work barges and boats to ferry personnel, equipment, and materials from the work area.

15. Question: Could the cofferdam be used as a working surface, if so, what is the load capacity?

Answer: The vertical surcharge load allowed on the top of the cofferdam is 600 psf.

16. Question: How deep are the anchor blocks?

Answer: The anchor blocks vary in depth from 4.5 ft to approximately 23 ft.

17. Question: How deep will the excavation be at the completion of the lock excavation contract?

Answer: Drawing 61W510-64-LC illustrates the intended founding elevations at the completion of the Lock Excavation Contract. The elevations identified by hatch marks indicate the depth of excavation required under the Lock Chamber Contract.

18. Question: Has consideration been given to including an escalation clause?

Answer: Based on the Government’s research, which included input from material suppliers, it was determined that pricing volatility was not sufficient to warrant inclusion of the escalation clauses.

19. Question: Are shop drawings and specifications available for GFE?

Answer: See Amendment 0001. Reference Drawings:

FIO_DS Cross-Over Bridge and US Lock Wall Bridge Access - Shop Drawings.pdf FIO_Miter Gates, Culvert Valves, Culvert Bulkheads and Air Seals - Shop Drawings.pdf FIO_Plans For DS Cross-Over Bridge and US Lock Wall Bridge Access.pdf FIO_Plans For Miter Gates, Culvert Valves, Culvert Bulkheads and Air Seals.pdf

20. Question: How were the GFE items delivered in the previous contract?

Answer: Reference the For Information Only (FIO) files, specifically Chickamauga Lock Chamber GFE Delivery.pdf, which discusses the delivery of the GFE.

21. Question: Could a contractor use other means to transport GFE?

Answer: Reference Specification (including, but not limited to Paragraphs 1.2 and 1.4 of Section 35 20 17, Paragraphs 1.2 and 1.4 of Section 35 20 18, and Paragraph 1.4 of Section 32 34 30). The contractor is responsible for developing and submitting a plan for COR approval for transportation of GFE to Chickamauga Lock.

22. Question: What river mile is the Muscle Shoals facility?

Answer: The Muscle Shoals facility is just upstream of Wilson Lock, which is located at Tennessee River Mile 259.4.

23. Question: Who fabricated the GFE?

Answer: Fabricator information can be found on the shop drawings for each individual GFE provided in the FIO files. See Amendment 0001. Reference Drawings:

FIO_DS Cross-Over Bridge and US Lock Wall Bridge Access - Shop Drawings.pdf FIO_Miter Gates, Culvert Valves, Culvert Bulkheads and Air Seals - Shop Drawings.pdf

24. Question: Can we extend the date for bid opening?

Answer: No. Currently, the Government does not anticipate extending the bid opening date.

25. Question: Can we extend the contractor question period?

Answer: Yes. See Amendment 0001. The deadline for contractors to submit questions has been extended to 25 July 2017.

26. Question: Are there requirements for termination coupling between concrete placement options?

Answer: In the event one or more of the options is not exercised, there may be a need for termination couplings. If so, the Government will request a proposal to address such requirement.

27. Question: Please provide weight for shipping containers with GFE at Muscle Shoals facility.

Answers: Exact weights of shipping containers are unavailable. The shipping containers were packaged at the fabricator's facility then delivered by truck to the Muscle Shoals facility.

28. Question: Is the paint coating on the GFE the final coat?

Answers: Reference FAR Clause 252.236-7001. See Shop drawings added in Amendment 0001.

Generally, the miter gates, culvert valves and bulkheads have received a final coating of paint in most locations.

29. Question: Are pick points identified/provided for GFE?

Answer: Reference FAR Clause 252.236-7001. See Shop drawings added in Amendment 0001 for lifting point details.

30. Question: Are there any mechanical items included in the GFE?

Answer: All items are shown on drawing 61W510-401-LC and listed in the Specifications Appendix A.

31. Question: What are the requirements for warranty for the installation of the GFE?

Answer: A warranty of one year is required for any work performed as a part of this contract, subject to the contract requirement per FAR clause 52.246-21. With regard to GFP, the clause states the following:

(i) Unless a defect is caused by the negligence of the Contractor or subcontractor or supplier at any tier, the Contractor shall not be liable for the repair of any defects of material or design furnished by the Government nor for the repair of any damage that results from any defect in Government-furnished material or design.

32. Question: How will USACE verify installation of GFE if option 13 is not awarded?

Answer: The installation of GFE must meet installation tolerances stated in plans and specifications. They can be operated by temporary means if other options are not exercised.

33. Question: Do prevailing wage rates apply at individual locations?

Answer: TN89 and TN146 apply to the Lock Chamber location while AL44 and AL151 apply to Muscle Shoals.

34. Question: Are weights published for each individual GFE item?

Answers: Reference FAR Clause 252.236-7001. See Drawings added in Amendment 0001 for additional details.

35. Question: What is required for areas of the GFE with corrosion or damage?

Answer: The contractor is responsible for performing a condition assessment of the inventory prior to transportation. If necessary, the Government will request a repair plan to remedy areas of concern.

36. Question: Have all the [drill] logs been posted for viewing?

Answer: Reference Amendment 0001. See Appendix B – Geotechnical Data Volume 1 and 2

37. Question: Explain the checkerboard concept?

Answer: It is the phased removal of the spillway apron/baffle block where the first phase is removed and the monolith concrete in those sections are placed to an elevation specified on the plans before the phase 2 checkerboard is removed.

38. Question: In reference to Instructions to Bidders page 5 of 70, the cutoff date of RFI’s for the above indicated project is stated as July 14th, 2017. The bid due date for this project is August 23rd, 2017. We would like to respectfully request that you will consider extending the RFI cutoff date and postpone it to August 11th, 2017.

Answer: Reference Amendment 0001. The deadline for contractors to submit questions has been extended to 25 July 2017.

39. Question: While at the site visit in Alabama, we noticed that there was quite a bit of rusting on the already fabricated components for this project. Is it the intention for the Corps to repair the rusting pieces, or will the Corps be accepting those “As-Is”?
