AMENDMENT 0003 - Q&A
Chickamauga Lock Chamber Replacement Solicitation Number: W912P5-17-B-0001 Amendment 0003 Question and Answers
92. Question: According to Section 03 30 01 page 10 & 11, CEMEX is listed as a pre-approved source for the
Knoxville Plant. But according to them they are at 73-75 cal/g and tell me that they cannot meet the specification of section 03 30 01 page 9 3.2.1. and were disqualified on a COE dam job in Nashville, TN.
Answer: Reference Specification Section 03 30 01, Paragraph 2.2.6.1 Table A. Cemex out of Knoxville is one of the-approved sources for Type I/II Low Alkali cement; the type of cement that may be used in in the drilled shaft concrete, precast concrete, cast-in-place second stage concrete, lightweight concrete, shotcrete, and miscellaneous concrete. These mix designs do not require the moderate heat limit.
93. Question: Reading and interpreting 3.2.1, it says “Type II (MH) cement shall be used in the government proportioned mixes lock walls, mass concrete and structural concrete mixes. Type I/II cement shall be used in the contractor proportioned mixes, lock wall drilled shaft concrete, precast concrete, cast-in-place second stage concrete, lightweight concrete, shotcrete, miscellaneous concrete, and all other applications.”
Therefore, since they are Type I/II, low alkali are they approved for contractor mixes? And if interpreted correctly, they would not be approved for Type II (MH) cement applications correct? Or, if using tertiary mixes (cement, slag, F-Ash) that can prove to meet low heat of hydration would the COE accept this?
Answer: Yes. Reference Specification Section 03 30 01, Paragraph 2.2.6.1 Table A. Cemex out of Knoxville one of the approved sources for the contractor mixes. Correct, they are not approved for the mass and structural concrete’s which need the Type II(MH) cement. No, the tertiary mass and structural mixes need the lowest heat of hydration that can be produced only by using the lowest heat producing materials available – Class F fly ash, Grade 100 slag (would use Grade 80 if it were still available) and Type II(MH) cement. The COE would not accept substituting the Type I/II cement for the Type II(MH) in the mass and structural concretes.
94. Question: Are there any restrictions on clearance at Chickamauga due to the transmission lines toward the lower end of the cofferdam?
Answer: Yes. A minimum vertical clearance of 15 feet shall be maintained between TVA's lowest conductor and equipment operating beneath the transmission line(s) at this location. Based on 2012 LIDAR data TVA’s lowest overhead conductor can dip as low as elevation 746.1 at maximum sag. Also, a minimum horizontal (radius) clearance of 25 feet shall be maintained as a "Construction Limit" to TVA supporting structures in the project area.
95. Question: What are the limitations for the dock facility at Muscle Shoals?
Answer: Assuming question is referring to physical restrictions of the haul path and dock area (barge draft depth, acceptable ground loading for cranes / trucks, etc.), available draft depth is at least 7-8 feet, and much if not all of the land area to be traversed frequently experiences traffic from heavy equipment.
96. Question: Can TVA provide crane support at Muscle Shoals facility?
Answer: Yes. However, the Contractor will be responsible for coordinating such support with TVA and will be responsible for all costs associated with such support.
97. Question: Is there a standard fee or cost for any of the work to be performed at the Muscle Shoals facility?
Answer: As of the date of Amendment 0003, there is no fee to perform work at the Muscle Shoals facility.
98. Question: Is there a requirement to utilize TVA labor for any of the work to be performed at the Muscle Shoals facility?
Answer: No. However, the Contractor’s operations must adhere to TVA’s safety, security, and site access procedures.
99. Question: Are there any restrictions on work hours or days for any of the work to be performed at the Muscle Shoals facility?
Answer: No. However, performance of work outside the normal business hours for the Muscle Shoals Fleet Harbor facility (Monday – Thursday, 6:30 a.m.-5:00 p.m. Central Time) and the Muscle Shoals Operations Office (Monday – Friday, 7:30 a.m.-3:30 p.m. Central Time) requires prior notice to TVA security.
100. Question: What is the draft depth at the dock facility at Muscle Shoals?
Answer: See the Government’s Response to Question 95.
101. Question: What loading or work restrictions, if any, should be considered for the placement of equipment or support towers on the flat portion (approx. EL 445’) of the existing segmental cofferdam?
Answer: See the Government’s Response to Question 15.
102. Question: Please elaborate exquisitely what is going to be provided to the contractor by TVA and/ or US army corps in terms of miter gate and other material transportation and handling such as crane, operator, barge, tug boat etc.?
Answer: It is the responsibility of the contractor to provide their own material transportation and handling capabilities such as cranes, operators, barges, tug boats, etc. See the Government’s Response to Question
96. The contractor may request equipment and/or assistance from TVA at the contractor’s expense or from other sources.
103. Question: Please elaborate on the interface between the contractor and TVA at the facility in Florence, AL.
It briefly discussed at the site visit that TVA may have restrictions on contractors and equipment allowed to work within the TVA site. Will the contractor need to use TVA resources to handle the material on TVA property. If so, please provide a contact at TVA.
Answer: See the Government’s Response to Questions 96, 97, 98, and 108.
104. Question: Are we allowed to utilize the river water for our operations such as concrete cooling system if it is needed, curing and any other purposes?
Answer: Yes, river water can be used. A Tennessee Water Withdrawal Registration is required. Provide a map showing the intake location. Registration form is located at:
http://www.tennessee.gov/environment/article/wr-wq-water-withdrawal-registration-program
Non-contact cooling water has an intake and a discharge. This will require an NPDES discharge permit for the intake and discharge points. The TDEC Chattanooga Environmental Field Office can provide permit http://www.tennessee.gov/environment/article/wr-wq-water-withdrawal-registration-program guidance. Permit information located at: http://www.tennessee.gov/environment/article/permit-water-national-pollutant-discharge-elimination-system-npdes-permit
105. Question: Are we allowed to discharge the river water back into river? Is there any procedure for that? If so, explain the water discharge procedure explicitly.
Answer: Yes, treated process water can be discharged into the river. This will require an NPDES discharge permit for the intake and discharge points. Reference the Government’s Response to Question 104.
106. Question: What’s the requirement for the maximum joint spacing on the concrete walls longitudinally in length?
Answer: Reference Drawing 61W510-3-LC for the stationing for monolith joints for the lock walls.
107. Question: Can the contractor use the crane located in the TVA yard to load the owners materials for the project?
Answer: See the Government’s Response to Questions 96 and 102.
108. Question: What additional insurance, if any, would be required for the contractor to operate the equipment in the TVA yard?
Answer: Prior to operating equipment on TVA property, contractors must enter into a TVA Facility Access Agreement and/or License Agreement with TVA, which agreements may require the contractor to obtain additional insurance. Reference Amendment 0003 for copies of such agreements, which are referred to as:
“TVA RSOE LICENSE AGREEMENT DRAFT 7-27-17” and “TVA FACILITY ACCESS AGREEMENT
DRAFT 7-27-17”.
109. Question: Will the contractor be allowed to wet‐set the I‐beams in the drilled shafts?
Answer: If “wet set” is describing driving the I-beam into freshly placed concrete, then contractors are NOT allowed to wet set I-beams in the drilled shafts.
110. Question: Are there any restrictions regarding working around/above the existing lock?
Answer: Reference Specification section 01 00 00, Paragraphs 1.5 Coordination with Others, 1.6 Site Access, 1.7 Impacts to Navigation Traffic, 1.8 Armoring of Exposed Stream Bank, and 1.9 Project Site Security Requirements for standard restrictions for working at the existing lock.
As a general rule, commercial tows will not be delayed. Contractors will be permitted to work AROUND the lock, provided such work does not impact lock operations. Alternatively, work ABOVE the lock must be coordinated with the Government so as to limit operational impacts and loads on the dam; reduce risk to employees and the public; and comply with TVA security. Lastly, as for permanent structure, the height will be subject to Coast Guard approval, as well as Contracting Officer approval.
111. Question: Can the existing lock bridge be used for contractor employee access to the cofferdam area?
Answer: No. The existing lock stairway to the segmental portion of the cofferdam is for emergency use only. Consideration to utilize the stairway as a means of emergency egress must be coordinated in advance with the Chickamauga Lock Lockmaster and the Contracting Officer.
112. Question: Please confirm that there is no retainage for the monthly requisition.
http://www.tennessee.gov/environment/article/permit-water-national-pollutant-discharge-elimination-system-npdes-permit http://www.tennessee.gov/environment/article/permit-water-national-pollutant-discharge-elimination-system-npdes-permit
Answer: Reference FAR Clause 52.232-5 Payments Under Fixed-Price Construction Contracts, paragraph
(e) Retainage, which is incorporated in the Solicitation.
113. Question: Drawing 64W516 is not included in the drawing package, but is referred to for general notes and piece mark details on drawing 64W518. Please provide drawing 64W516.
Answer: Drawing 64W516 is included in Amendment 0003.
114. Question: Section 52.211-10 Commencement, Prosecution, and Completion of Work: Comparing the proposed additional days to be added to the contract per the table referenced in this section to our construction schedule for each of the options, we believe the days for Options 2 thru 8 are considerable understated. When you consider the mass concrete specification requirements for temperature variance, the time required between adjacent pours (pour backs), and the uncertainty of available work areas based on the funding limitations for the various options, the work cannot be put in place given these added durations. A second shift operation could be considered, but that increases the cost of the project considerable. We are suggesting the added time for each of the Options 2 thru 8 be doubled.
Answer: While not legally obligated to exercise options, the Government intends to exercise options in the most efficient way possible. Accordingly, to the maximum extent practicable, the Contractor should expect to perform work from multiple options concurrently. Due to funding considerations, options may be exercised in a non-sequential order. However, the Government will exercise options in a logical order (i.e.
the Government will only execute an option if the scope of work included in that option is readily available, in accordance with FAR Clause 52.211-10, Commencement, Prosecution, and Completion of Work, to the Contractor or is available to the Contractor in concert with other executed options). The logical sequence for option execution is as follows. After award of the base contract, Options 1-3 should be awarded in numerical order. After Option 3, Options 4, 5, & 6 may be exercised in any order. Option 7 would only be exercised with or after Option 4. Option 8 would only be exercised with or after Options 5 and 6. Option 9 would only be exercised with or after Options 7 and 8. Options 10 and 11 could be exercised in any order but only with or after option 9. The scope of work for Option 12 is independent of all other Options, so Option 12 could be exercised at any time. Option 13 would be exercised with or after Options 1-11.
The number of days to be added to the Contract Completion Date (CCD) as options are exercised, as stated in Specification Section 52.211-10, has been revised. The durations are based on an assumed critical path and efficient annual project funding. In the event, the contract is nearing the CCD, with no expectation to execute unexercised options remaining on the contract, the Government will be receptive to adding the appropriate amount of additional time to the contract duration to allow for proper cleanup of the premise and demobilization activities.
The Government anticipates exercising options at least 60 days prior to the CCD, as awarded and modified, to allow the Contractor sufficient time to plan for the soon to be awarded scope items. However, in the event the Government is unable to exercise an option at least 60 days prior to the CCD, the Government may extend the period of performance for the exercised option to address the shortened exercise period. If approved, such time extension will be at no additional cost.
115. Question: Section 52.211-10 Commencement, Prosecution, and Completion of Work: After award of the Base Bid and any elected Options by the September 30, 2017 deadline, would the USACE entertain a “Stop Work Order” or some other contractual vehicle to preserve contract time during the fabrication and delivery of the Batch Plant and/or Conveyor System? It appears that as much as 8 months of the allotted 11 months of contract time for the Base Bid may elapse during this period when only fabrication and delivery of this equipment will be on-going. We believe this time would be better spent on building other schedules of the project than waiting for fabrication and delivery of the Batch Plant and/or Conveyor System. We suggest placing a hold on the contract time once the Batch Plant and/or Conveyor System shop drawings have been submitted.
Answer: At this time, the Government does not anticipate taking any actions that would delay or stop work under the Contract during the fabrication and delivery of the Batch Plant and/or Conveyor System.
116. Question: Does the hydraulic elevator required to follow Buy American Clause? Typically, the elevator will be made of foreign steel and fabricated/assembled in the United States. Would the elevator qualify as Buy American, if the majority of it is fabricated and assembled in the United States?
Answer: Refer to FAR Clause 52.225-11.
117. Question: Please explicitly state the location of the wood doors referenced in specification section 08 14
00? Are there wood doors on this project, or is this spec. section not applicable to this project?
Answer: For bidding purposes, bidders should bid as shown on Drawing 66W317-LC. The door schedule indicates material of doors (i.e., INS MTL (Insulated metal), ALUM (aluminum) and WD (wood)).
118. Question: Will the owner accept personnel from the Prime contractor’s subcontractors to count as professional experts in their respective fields if they meet the experience requirements laid out in the specifications? Or will such personnel need to be directly employed by the Prime Contractor?
Answer: Reference Specification Section 01 45 00, Paragraph 3.4. Employees of the CQC Staff shall be directly employed by the prime contractor.
119. Question: Please reference section 01 22 00, paragraph 1.36.1.2 and 1.36.3.2.
If Rock excavation has been completed to the neat line as required and after preliminary cleaning it is determined that dental excavation is required, how is the up to 1 foot of material between rock excavation neat line and the limits of measurement for dental excavation paid?
Dental Excavation only pays for actual material removed from 1 foot below foundation grade to final foundation grade. Rock excavation is only required to the founding grade neat line and up to 1 ft below if actually removed.
Should the actual upper surface for dental excavation be the actual surface after rock excavation is performed per Contract requirements?
Answer: Reference Amendment 0003. Specification Section 01 22 00, Paragraph 1.36.1.2 was revised to answer this question.
120. Question: Specification 31 60 00, section 3.6.2 Dental Concrete, the last sentence states: “Payment will be made under the item "2nd Stage Concrete."”. This is in conflict with specification 01 22 00 which states it will be paid as “Dental Concrete”. Please clarify or correct.
Answer: Reference Amendment 0003. Specification 31 60 00 has been updated to “Dental Concrete”.
121. Question: Reference Spec 02 41 17, section 3.7.2 paragraph 2: states that “Metallic items and pipe insulation shall become the property of the Contractor.” Does the pipe insulation contain any asbestos, lead or hazardous materials?
Answer: Pipe insulation may contain asbestos, lead or hazardous materials. It is the responsibility of the contractor to test for the presence of such materials, and adhere to all regulations for the handling of such materials. See also, Specification Section 02 82 16, Engineering Control of Asbestos Containing Materials.
122. Question: Reference Spec 02 41 17, section 3.7.2 paragraph 2: states that “demolished reinforced concrete may be disposed of in the reservoir.” Where in the reservoir and what agency has authority at the reservoir so that they may be contacted?
Answer: Reference Amendment 0003. This specification was revised and disposal in the reservoir is no longer permitted.
123. Question: Reference Spec 02 41 17, section 3.7.2 paragraph 2: The last sentence in paragraph 2 says that the rubble piles cannot exceed a certain elevation as indicated on the contract drawings. Which drawing and what elevation?
Answer: Reference Amendment 0003. This specification has been updated. This sentence has been removed.
124. Question: Spec 31 23 05, section 3.18 covers the backfill requirements (shot rock and concrete backfill) for the area between the downstream maintenance sill and crossover conduit. Will the incidental 18” minus rock material be left on site by the Lock Excavation Contractor or will the material need to be purchased by the Lock Chamber Contractor?
Answer: For bidding purposes, bidders should assume this material will be purchased by the Lock Chamber contractor.
125. Question: Spec 31 23 05, section 1.4, paragraph 2 states “Chickamauga Lock Excavation contract investigation data along the proposed lock alignment are not included in these plans and specifications and will be made available once Lock Excavation Contractor has completed exploratory drilling. Additional Lock Excavation Contract data and drawings will be made available by the Contracting Officer's Representative at a later date.” What is the nature of this additional information and the time frame when it will be made available to all of the bidders?
Answer: Reference Amendment 0001, Appendix B, Volume 2, for the requested data derived from the Lock Excavation Contract exploratory drilling. No additional data is available. See also, Amendment 0001, FIO Lock Excavation Contract drawings.
126. Question: Spec 31 23 05, section 1.8.2 Rock Excavation states “The removal of any concrete or other materials encountered in the excavation shall be defined as the design template indicated in the drawings or as modified during construction by the Contracting Officer's Representative.” What is the meaning of this sentence?
Answer: Reference Amendment 0003. Specification Section 31 23 05, Paragraph 1.8.2 Rock Excavation has been revised.
127. Question: Spec 31 23 05, section 3.1 ROCK EXCAVATION SEQUENCING REQUIREMENTS requires the Contractor’s Geologist to determine the adequacy of the existing excavation support. “Excavation for the lock will begin with the assessment of the existing excavation support previously installed and the Contractor's Professional Geologist/ Professional Geotechnical Engineer will evaluate the installed systems and existing conditions and determine whether additional support is necessary and meet with the Contracting Officer's Representative to develop a plan for approval”. Is the Contractor required to submit stamped drawing and calculations or will the Government continue as Engineer of Record for the existing Corps-designed rock support system?
Answer: The Contractor is required to review the design for the existing excavation support and submit stamped drawings and calculations to support any repairs and/or additions. The excavation support is designed by the Lock Excavation Contractor's Engineer of Record and submitted to the Government for approval.
128. Question: Are as-builts available of the spillway apron and baffle blocks that are to be demolished?
Answer: Drawings will be made available after award.
129. Question: Is there any lead-based paint on the steel members that are to be cut and demolished at the spillway apron and baffle blocks?
Answer: The contractor will be responsible for all lead paint testing and abatement.
130. Question: Reference is made to CLIN 1001-09 “Permanent Exterior Signage”. Specification 10 14 01 states we are to furnish and install all exterior building signage including signs for the Operations Building. We cannot find and Exterior Signage Schedule on the plans. Is there any exterior signage for the Operations Building?
Answer: Reference Sheet 66W307-LC detail 2 for exterior building signage. Only exterior signage is lettering provided on the building.
131. Question: Reference is made to CLIN 2201-4 thru 9. “Miscellaneous Embedded Utilities”. The
Specification for these items is 33 30 00 “Sanitary Sewer”. We do not find any sanitary sewer in the Riverwall or Landwall Concrete. Should these CLINs be eliminated?
Answer: Reference Amendment 0003. The Bid Schedule was revised and the referenced CLINs were deleted.
132. Question: Will the owner require one bond for the entire Project, Base Bid & All Options, or will the owner separate bonds per Base bond & individual options?
Answer: Refer to FAR Clause 52.228-15 Performance and Payment Bonds-Construction.
133. Question: The Specification calls out ASTM A820 Type II steel fibers and cold rolled. Type II steel fibers are slit sheet, while Type I are cold rolled. The rest of the fiber description is the Type I fiber. I am assuming that the call out of Type II is a typo and should be Type I. Please confirm which Type we are to follow.
Answer: Reference Amendment 0003. The specifications have been revised to provide for Type I, cold rolled.
134. Question: Reference: Section 50 50 15 para 3.9, Drawing 61W510-312 (See 311 for u/s section.) Drawing
64W380, and Drawing 68W505-49, note 3. Culvert liners are required for only downstream culvert valves.

135. Question: Reference: Section 01 00 00, Since the Government may issue an RFP for the purchase of the concrete batch plant, does the Government have minimum equipment condition or age requirements for the Batch Plant and associated equipment?
Answer: In the event the Government seeks to acquire the concrete batch plant, the Government will expect that at time of transfer of ownership, the equipment would be fully functional in good working order and capable of meeting all of the remaining contract requirements. Furthermore, in purchase of the concrete batch plant, the Government will consider both the age of the equipment and associated depreciated value during negotiations.
136. Question: Reference Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK. This clause states a number of additional days to be added to the Contract if a NTP for an Option is issued. There is no mention of a minimum amount of time for the Contractor to be allowed for performance.
For example Option 7 extends the Contract time of performance by 38 days and has over 17,000 CY of Mass Concrete. If NTP is given by the Government just prior to the expiration of contract time, the Contractor could only have 6 week to perform the work AND demobilize. Will the Government specify the minimum amount of time for performance for each Option allowing time for the Contractor to meet its obligations for demobilization and final cleanup of the premises as well as perform the Option work?
Answer: Reference Amendment 0003. See the Government’s Response to Question 114.
137. Question: Reference Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK. The Solicitation states that the Government may exercise Options in any order. This leaves the Contractor in the position that the Government has the right to exercise an Option solely to extend the Contract time even through the work is not available to be performed. Will the Government issue a sequence or sequences that the Contractor can expect to perform the Work and still give the Government the flexibility needed to adjust for funding?
Answer: See the Government’s Response to Question 114.
138. Question: Reference Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK. If Option #12 NTP is issued within 30 days of Option #2, the Contract may have only 89 days to complete the work including installation of the concrete conveyor system. If Option 12 is exercised within 30 days of option 7, the contractor may have only 8 days to perform the work and demobilize. What is the minimum amount of Contract time the Contractor can expect to perform the Work in Option 12 and demobilize?
Answer: Reference Amendment 0003. FAR Clause 52.211.10 Commencement, Prosecution, and Completion of Work was revised to update the additional number of days added to the contract for Option
12. See also the Government’s Response to Question 114.
139. Question: Reference Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK. Option 11 has two possible adjustments in Contract time based upon whether Option 11 is exercised within 30 days of Option 10. Does the “within 30 days of Option 10” include prior to Option 10?
If so does this give the Government the ability to extend the Contract duration by 540 days and wait for funding of options 2 -10?
140. Question: Reference Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK. If Options may be exercised until the last day of the Contract time, how is the Contractor to plan for and execute demobilization and “final Cleanup of the premises”?
141. Question: Reference Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK. Will the Government state a minimum amount of time prior to expiration of Contract Time to exercise the next Option, in order to the Contractor avoid partial or full demobilization only to have the Contract extended after demobilization has begun?
142. Question: Reference Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK. Option 8 allows for an additional 82 days of Contract time to place over 43,000 CY of mass concrete. How much time will the Contract have after beginning Options 6 & 7 to complete Option 8?
143. Question: Reference Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK. Will the Government provide a minimum amount of time the Contractor will have to perform the combined Options 4 through 8? Currently the Contractor may only have 311 days to complete the work and demobilize.
144. Question: Has the Government determined any Small Business participation or subcontracting goals?
Answer: Refer to the SBA website (https://www.sba.gov/contracting/contracting-officials/goaling) for minimum statutory goals. To be approved by the Contracting Officer, the Contractor’s Subcontracting Plan must meet or exceed these goals.

Answer: This will be evaluated after award. For bidding purposes, assume this area is not available for contractor use.
155. Question: Per the referenced sections, the Contractor has interpreted the contract duration, per option(s), to be the previous Option(s) exercised cumulative duration(s) provided and the additional subsequent Option(s) cumulative duration(s) provided in the table in 52.211-10 to determine the Contract Completion date for that Option. In addition, the Contractor is assuming that most of the Options will be awarded sequentially.
Based on the assumption above, it is possible for the Contract Completion dates to occur before the Anticipated Date Options Must Be Exercised By provided in section 52.217-7, if the Government awards the Options as late as possible (see Options 4-10 & 13 in Table 12-1 below).
If the assumption above is incorrect and the durations provided are the anticipated duration for Construction of the Work for each Option , the durations for Options 4-8 appear insufficient to execute the work in an efficient and cost effective manner.
Please clarify/advise below:
a. Do the Liquidated Damages apply to each Option or do they apply at the end of Option 13?
Answer: Per FAR Clause 52.211-12 liquidated damages will be assessed if the work is not completed on or before the current contract completion date, as awarded, which will include the duration for the base plus all awarded options.
b. Please clarify if the assumptions for determining the contract duration(s) are correct. If not, please provide clarification for determining the contract duration for each Option and the overall contract duration.
Answer: See the Government Response to Question 114.
c. In order to provide the Government a more cost effective bid, please provide actual planned start dates for each option and not the anticipated date the Options must be exercised by. If the Options will not be awarded sequentially, please provide the Contractor the anticipated award of the Options.

Answer: See the Government’s Response to Question 132.
163. Question: Reference 03 30 02, the Government has provided “Government Proportioned Mixes” that include Cement, Fly Ash and Slag. The Contract provides separate payment for cement and fly ash. How is the contractor to be paid should the Government change the amount of slag in the mix?
Answer: In the event the Government modifies the amount of slag in the mixture proportioning, such change would be addressed through a request for proposal.
164. Question: Reference 03 30 02, if the Government increase the cementitious content significantly, how will the Contractor be compensated if the change impacts the thermal control plan to maintain the 25 degree temperature differential?
Answer: In the event the Government modifies the amount of cementitious content significantly in the mixture proportioning, such change would be addressed through a request for proposal. However, the Government does not intend to increase the cementitious content, and if it must, will increase fly ash or slag before increasing cement. It is in the Government’s best interest to help maintain the 25 degree temperature differential.
165. Question: Sheet 65W812-LC indicates that it is number 3 of 4 details and sections. However there is no fourth in the provided plan set. Could the fourth sheet please be provide

Answer: See the Government’s Response to Question 152.
167. Question: The specifications state that the government will develop the mass concrete mix design based on the contractor-selected materials, and the specifications provide a target mass concrete mix design. Type II(MH) cement is specified. Type II(MH) cement is very expensive (currently only one supplier can meet spec and costs are currently triple of local available Type I/II low alkali cement), and we believe we can provide better value for the government, and also provide the same or better performance with a typical Type I/II cement and additional fly ash or slag. CTL Group is our engineer, and they have indicated that the difference between the Type II(MH) and Type I/II cement in the target mass concrete mix design is about 5 °F (about 45 °F with the Type II(MH) cement and 50 °F with the Type I/II cement). They have also indicated that decreasing the % of cement slightly, while increasing the slag and fly ash slightly will achieve the same temperature rise as the target concrete and also still achieve strength. We would also like this considered as special quality concrete by the contracting officer as mentioned under drawing 61W510-6-LC.
Please clarify.
Answer: No, Type I/II cement will not be substituted for Type II (MH) cement. The only cement allowed for use in the Government proportioned mass and structural concrete mixes is the Type II (MH) cement.
168. Question: Mass Concrete Placement – Thermal Monitoring: Please verify the requirement of maintaining a temperature differential of less than 25 °F between the surface of the concrete and center of placement.
Should this be 35 °F?
Answer: No, the maximum thermal differential is 25°F. Reference Specification Section 03 30 04, Paragraphs 3.5.1 Thermal Monitoring, 3.6.2 Cold Weather Protection, and 3.7.1 Hot Weather Requirements-General.
