Chickamauga Lock Chamber Replacement Solicitation Number: W912P5-17-B-0001 Amendment 0002 Question and Answers

43. Question: Specification Section 03 30 02 Table B indicates that “Limestone Powder” will be required in concrete mixes 6 and 7, however Limestone Powder is not included or mentioned in Specification section 03 30 01 Concrete Materials. Please clarify if Limestone Powder will be required in these concrete mixes and what specifications this material will need to meet, as well as pre-qualified sources for this material.

Answer: Reference Specification Section 03 30 01, Paragraph 2.5 for all relevant details concerning Limestone Powder. Specification Section 03 30 02, 1.5.3, Table B concerns water-cement ratios for various concrete mixes and does not address Limestone Powder.

44. Question: Spec Section 03 30 02, Table B. If Limestone Powder is required can it be cumulatively weighed with the Fly Ash or one of the other cementitious materials?

Answer: Pursuant to Specification Section 03 30 03, 3.1.2.2.h(2), limestone powder may be cumulatively weighed with the cementitious materials. Specification Section 03 30 02, 1.5.3, Table B concerns water-cement ratios for various concrete mixes and does not address Limestone Powder.

45. Question: Specification Section 03 30 03 – 3.1.4.2 Coarse Aggregate – states that “…facilities shall include automatic equipment capable of obtaining, sieving, and weighing samples of the coarse aggregate containing a minimum of 100 pounds for coarse aggregate with a maximum aggregate size of 1-1/2 inches or a minimum of 500 pounds for coarse aggregate with maximum aggregate equal to or larger than two (2) inches. ...The equipment shall be designed by a company engaged in the design and manufacture of aggregate sieving devices.” We are unaware of any manufacturers that are still producing this type of equipment. Please provide a current source for the indicated testing equipment.

Answer: Because screening assemblies are readily available, as evidenced by an internet search, the Government does not intend to identify specific sources of screen assemblies.

46. Question: Specification Section 03 30 03-3.1.2.2.d Moisture Control – states that “…A moisture meter complying with the provisions of COE CRD-C 143 shall be provided for measurement of moisture in each of the fine and coarse aggregates used.” The indicated CRD-C 143 is specified for Fine Aggregate and it has been found that these types of moisture meters do work reliably with coarse aggregates. Please confirm if it is the intention is to provide a moisture meter for the fine aggregate (sand) only.

Answer: It is the intention to provide moisture meters for both coarse and fine aggregate. Reference Amendment 0001, Specification Section 03 30 03, Paragraph 3.1.2.2d was revised such that CRD-C143 now only refers to the fine aggregate meter. Coarse aggregate meter requirements are listed in the specifications and only required for aggregate 1.5" and smaller.

47. Question: Are permit documents submitted for or related to the project available, if so please provide?

Answer: Reference Amendment 0001, for a copy of the State of Tennessee Permit (Water Quality Certification) acquired by the Government for construction of the Lock Chamber. Reference Specification Section 01 54 00, Paragraph 1.4, for the additional permits the contractor is required to obtain.

51. Question: What are the river bottom elevations around the cofferdam?

Answer: Reference Amendment 0001, FIO Combined Cofferdam drawing set.

52. Question: Is there any redundancy requirements regarding the concrete batch plant? Meaning, does the contractor need to provide a secondary back-up concrete production system?

Answer: Pursuant to Specification Section 03 30 03, Paragraph 3.1.1 Concrete Production – General, the plant needs to be capable of producing 150 cubic yards per hour. How the plant produces this capacity and the number of mixers/plants needed to meet this requirement is the contractor’s responsibility. There is no requirement for a back-up concrete production system, but if the contractor determines such is necessary to meet minimum capacity, the contractor may utilize a back-up system.

53. Question: On Drawing 64W387A – Culvert Valve Embedded Seals and Guides, there are no quantities given for several items on the “Required List”. It is not clear if these items are “Government Furnished” or “Contractor Furnished”. Please clarify

Answer: Reference Specifications, Appendix A, which identifies all of the government furnished items.

All other items shall be furnished by the contractor.

54. Question: According to the Contract documents, the contractor is responsible for the power and water at no cost to the owner. Please see our following questions:

a. Please identify available power source tie‐in points that we can use and their capacity (Volts and kW).

b. Just to be more specific for the above question a; what temporary power hookup is nearby for contractor to use during construction of the batch plant and other project requirements?

Answer: Reference Specification Section 01 35 26 and EM 385-1-1.

73. Question: Please provide a .dwg file of the existing conditions of the overall site to the extent of the construction work limits.

Answer: Electronic drawing files were provided in Amendment 0001.

74. Question: Is it required that you meet both the 70ºF placement and 25ºF differential for mass concrete? If the answer is yes, can you give me an idea of what placement temperature is needed?

Answer: Yes, both the 70ºF placement temperature and 25ºF thermal differential for mass concrete must be met. Reference Specification Section 03 30 04, Paragraph 3.4 Concrete Temperature, the maximum placement temperature is 70ºF for the mass concrete.

75. Question: The culvert valve cylinders (per drawing 64W335‐LC) do not meet these requirements. The current design with bore diameter 11" (279,4 mm), piston rod diameter 6" (152,4 mm) and design pressure of 3000 psi (207 bar) has a safety factor against buckling of 1.7 (see attached calculation Calc. 0279,4‐ 0152,4‐3911,6 ‐ 3000 psi.pdf). To meet the criteria there are 2 options:

1) Reduce design pressure on rear cover side to 1870 psi (129 bar). This will result in a maximum pushing force of 791 kN.

2) Increase the diameter of the piston rod to 7" (177,8 mm). Be aware that the pulling force at design pressure then will be reduced to 755kN.

Answer: The 3,000 psi is the rating for the hydraulic equipment. The rating was selected based on industry equipment with a pressure rating of 3,000 psi for all the manifolds, valves, hoses, etc... Therefore it is requested the cylinder be constructed with the same ISO pressure rating. The pump pressure compensator and manifold relief is 2000 psi and 2100 psi respectively. The piston rod will not actually be in compression as a result of 3,000 psi on the blind side. A relief is set to 600 psi on the blind side for operation.

The buckling requirement will be applicable when the rod is in compression along with a safety factor of 5 against material ultimate strength.

76. Question: What is the difference between Bid Item 4101-10 Lock Hydraulic System and 4101-11 Lock Hydraulic System?

Answer: Reference Amendment 0002. Item 4101-11 was removed from the bid schedule.

77. Question: What is the difference between Bid Item 4001-11 Lock Control System and 4001-11 Lock Control System?

Answer: Assuming the question concerns Bid Item 4001-13 Lock Control System, it was removed from the bid schedule. Reference Amendment 0002.

78. Question: Section 01 22 00 Paragraph 1.6.1 Mobilization and Demobilization – General: This item only appears in two of the 13 Options. How will the additional Mobilization required for these remaining eleven options be compensated? Without a guaranteed sequence of award, the Contractor could be building a schedule of work without a Mobilization item for that work. We suggest adding a Mobilization and Demobilization item to each of the Options 4 - 13.

Answer: Reference Amendment 0002, Mobilization and Demobilization – General was added to Options 4-13 in the bid schedule.

79. Question: Section 01 22 00 Paragraph 1.6.2 Mobilization and Demobilization – Batch Plant: The payment terms for this work are very onerous to the Contractor. This item requires a very high capital investment and the Owner is only paying 60% of the item at the completion of the Mobilization to cover these expenses. This could lead the Contractor to increasing his bid price so the 60% paid covers his capital expenses however the Owner maintains the unchallengeable control over how much they feel this item is worth. Pricing this item high enough to cover the cost of the work could put the Contractor at risk of not receiving full compensation for the Mobilization portion until the last payment on the project. We request that this payment provision be modified to fairly compensate the Contractor for these up-front costs. Some ways to modify this onerous situation could be:

a. Modify the percentages to pay 90% on completion of Mobilization and 10% on completion of Demobilization.

b. Separate the Mobilization and Demobilization into separate pay items and remove the 60/40 language from both.

Answer: The Government has determined the current 60/40 Mobilization/Demobilization configuration is sufficient.

80. Question: Section 01 22 00 Paragraph 1.6.3 Mobilization and Demobilization – Conveyor: The payment terms for this work are very onerous to the Contractor. We request that this payment provision be modified to fairly compensate the Contractors for these up-front costs. Some ways to modify this onerous situation could be:

a. Modify the percentages to pay 90% on completion of Mobilization and 10% on completion of Demobilization.

b. Separate the Mobilization and Demobilization into separate pay items and remove the 60/40 language from both.

Answer: See the Government’s Response to Question 79.

81. Question: Section 01 22 00 Paragraph 1.8.3 Reinforcing Steel - Material: Reference is made to payment for splice weights if they are “indicated on the Drawings or required by the Contracting Officer” but not if the splices are for the convenience of the Contractor. Given the joints between Options is for the government’s benefit, can we assume these splices would fall into the “required by the Contracting Officer” category and therefore be included in the payment quantity for Reinforcing Steel - Material?

Answer: Yes. Consider that situation "required by the contracting officer" and include that splice quantity for payment purposes.

82. Question: Section 01 22 00 Paragraph 1.8.10 Cement, Type II (MH), Low Alkali: The payment for cement does not allow for the inclusion of sales tax and delivery costs. These two items are clearly a component of the cost of providing this material to the jobsite and should be included in this pay item and not deferred to other concrete items. Not including these costs here puts the Contractor into a claim situation for these costs when the amount of cement is modified from the bid schedule quantity. Please revise this specification to allow the cost of delivery and tax to be paid under the cement item.

Answer: Reference Amendment 0002. Specification Section 01 22 00 was revised to include taxes and delivery costs within the material item for CEMENT, TYPE II (MH)- LOW ALKALI instead of the individual concrete items.

83. Question: Section 01 22 00 Paragraph 1.8.11 Cement, Type I/II, Low Alkali: This is similar to number 43 above. This section also incorrectly references fly ash in the Measurement paragraph.

Answer: Reference Amendment 0002. Specification Section 01 22 00 was revised to include taxes and delivery costs within the material item for CEMENT, TYPE I/II- LOW ALKALI instead of the individual concrete items.

84. Question: Section 01 22 00 Paragraph 1.8.12 Class F Fly Ash: This is similar to number 43 above.

Answer: Reference Amendment 0002. Specification Section 01 22 00 was revised to include taxes and delivery costs within the material item for CLASS F FLY ASH instead of the individual concrete items.

85. Question: Section 01 22 00 Paragraph 1.8.16 Miscellaneous Concrete: The cement required for the Miscellaneous Concrete is not paid under the corresponding item for cement. Why is this concrete being treated differently than the remainder of the project? We suggest being consistent in the way the materials are being paid for and include the Miscellaneous Concrete cement requirement in the corresponding cement item.

Answer: Miscellaneous Concrete is a contractor developed mix design with no estimated mixture proportion. Therefore, the item will be inclusive of all materials.

86. Question: Section 01 22 00 Paragraph 1.36.10 74 Inch Drilled Shaft (Riverward): The language of paragraph a. and b. under 1.36.10.1 Payment seem to contradict themselves on the payment for mill reinforcement steel. Please clarify. Will the material and installation be paid in the unit prices of the Reinforcing Steel – Material and, Place Rebar respectively; or included in the unit price per linear foot of 74” Drilled Shaft?

Answer: As stated in Section 01 22 00 Paragraph 1.36.10.1 Part a., fabrication, transportation, and placement of the reinforcement steel is to be paid as part of the item 74 INCH DRILLED SHAFT (RIVERWARD). Part b. indicates that the cost to furnish the material itself is not included in this CLIN.

Rather, the material costs are to be paid as part of the item REINFORCING STEEL-MATERIAL.

Reference Amendment 0002. Specification Section 01 22 00, Paragraph 1.36.10.1 Part a. was revised because the material item includes taxes and delivery costs.

87. Question: Section 01 22 00 Paragraph 1.36.11 54 Inch Drilled Shaft (Riverward): Similar to number 12 above.

Answer: As stated in Section 01 22 00 Paragraph 1.36.11.1 Part a., fabrication, transportation, and placement of the reinforcement steel is to be paid as part of the item 54 INCH DRILLED SHAFT (RIVERWARD). Part b. indicates that the cost to furnish the material itself is not included in this CLIN.

Rather, the material costs are to be paid as part of the item REINFORCING STEEL-MATERIAL.

Reference Amendment 0002. Specification Section 01 22 00, Paragraph 1.36.11.1 Part a. was revised because the material item includes taxes and delivery costs.

88. Question: Please clarify be station reference or monolith numbers, the dividing line between Option 5 Upper Riverwall Concrete and Option 6 Lower Riverwall Concrete.

Answer: Reference Specification Section 01 00 00, Paragraph 1.1 Scope for a general description of the options.

89. Question: Please clarify which Option includes the work required for Monoliths M1, U2, and U3. The monolith reference does not distinguish landward or riverward.

Answer: See the Government’s Response to Question 88.

90. Question: Will the contractor be permitted to use the prefabricated bridge after it is installed for the remainder of the project duration?

Answer: Yes. However, the Government will not finalize payment for the prefabricated bridge features until the conditions of Specification Section 32 34 30, Paragraph 3.1 are met.

91. Question: Due to Section 03 30 03 Page 26, section 3.2.4 and along with tight slump controls of in place concrete testing and specifications; will the COE allow other processes to meet the desired effect that is also allowed for precast. In which, is the that supplier can provide capability of delivering coarse aggregates in compliance with the aggregate quality requirements for material passing the No. 200 sieve and provided the aggregate does not contain any coatings that are deleterious to the permanent structure?

Answer: Specification Section 03 30 03 does not have 26 pages nor does it have a Paragraph 3.2.4.

Therefore, the Government’s response assumes the question is referring to Specification Section 03 30 01.

If so, concerning the rescreening and washing of aggregates, the Government will waive this requirement for mix designs using aggregate smaller than NMSA 1.5 inches provided it meets the other requirements in

3.2.4. For aggregates NMSA 1.5 inches and larger, the rescreening and washing detailed in 3.2.4 is required.
