11/8/2016 4 Solicitation Section 2.4.4

Section states pages and charts shall be on 8.5x11 inch paper.

This will be very small formatting for the proposal schedule, making it difficult to read. Can the proposal schedule be on 11x17 inch paper?

8.5x11 inch paper.

11/8/2016 5 N/A The drawings state they are the "Final Design Submittal".

Please confirm these are the construction drawings and that no additional design is anticipated from the successful offeror.

Government confirms there will be no other drawings from the A&E and government unless amended prior to award.

(Documents are sealed by the DOR as final and issued for bid.)

11/8/2016 N/A Is an Independent Fire Protection Engineer needed to review/approve the "Final Design Submittal" fire protection drawings?

No. The Final Design Submittal issued by Benham was prepared and signed and sealed by a Registered Fire Protection Engineer and are to be used as the Construction Documents. No approval of these documents by another FPE is required. The contractor's FPE may use the signed sealed documents as a bridging document for their design.

However, the Contractor's FPE will be fully responsible for the fire protection systems design and acceptance.

11/8/2016 6 Drawing Sheet F-0001, Note 2.

Please confirm all the current bid documents, designs, and calculations comply with all applicable codes, standards, and all minimum AF ETL 02-15, the UFCs, and the AHJ requirements.

To the best of our knowledge, all current bid documents comply with the required minimum codes and standards.

The hydraulic calculations are to be used as a basis of design and shall be verified by the contractor's FPE. Please note that this design complies with the new Air Force foam system requirements which are not addressed in ETL 02-15.

11/8/2016 7 N/A Please confirm the FP contractor is to provide shop drawings that have been reviewed/approved by the FPE to meet the government's criteria as found in the bid documents.

Yes. Per the specifications, the FPE shall be subcontracted by the Prime Contractor and shall be fully responsible for signing and sealing all fire alarm/MNS and fire protection systems as required by the ANG ETL.

11/8/2016 8 N/A Can the FPE who prepared the contract drawings also perform the FPE services to the successful offeror?

No. This is a conflict of interest. A third party FPE shall be hired.

11/8/2016 9 00 22 13.00 20 Pricing is required for pipe asbestos abatement. Please provide the asbestos assessment specifying the quantity and extent of asbestos found.

The design documents were based on information provided per the Hazardous Materials report. The exact quantity of asbestos containing pipe insulation fittings is not known, however the unit price per CLIN 0001AB shall be based on 100 units.

11/8/2016 10 Solicitation Section 00100 Para 3.

RFIs are to be sent to "christine.m.walker30.mail.mil". This appears to be a typo. Please clarify the correct address.

christine.m.walker30.mil@mail.mil

11/9/2016 11 00 22 13.00 20 Part 1 1.1

CLIN 0001AB appears to be mislabeled as 0001AE on the (boxed out portion) schedule of values. It appears it should it read 0001AB. Will the government confirm or re-issue bid sheet to correct this? Or, Shall we make this correction on the form? Is there an Excel version of the bid form available?

Corrected to CLIN 0001AB and uploaded. There is not an excel version available.

11/9/2016 12 N/A At the site visit, it sounded as if email (PDF) proposal submissions were acceptable, instead of the hardcopies required in the RFP. Please confirm an electronic submission is acceptable.

Email proposals are not accepted. Per instructions there is to be a CD included with the hard copy submissions.

If the contractor is responsible, is the furniture returned to the govt or disposed of by the contractor?

Personal effects to be removed by the government.

Furniture is to be removed by the contractor. Furniture to be disposed of by the contractor.

11/9/2016 14 N/A At the site visit, a hoist was observed in the areas to be renovated. Who is responsible for removing the hoist? If the contractor is responsible, is the hoist to be returned to the govt or disposed of by the contractor?

Contractor is to remove the hoist. Hoist is to be disposed of by the contractor.

11/15/2016 15 00100 para 3.3

The referenced paragraph states RFIs must be received no later than 5 working days prior to closing. At the site visit it was stated they are due by 11-17-16. Please clarify. 11/17/2016 is correct

11/15/2016 16 N/A

For a project of this nature, a site office will be required. Will the contractor be allowed to utilize existing ANG space or do we need to provide a temporary office? If contractor is to provide a site office, is temporary electrical easily accessible and available within 200'?

Contractor may utilize either lean-to of the building for office space. The existing building has electrical power service as shown in the drawings? You may place a trailer on the North East side of the building if you desire. The Annex will not be available for contractor usage.

When project drawings are downloaded, it appears that the pdf drawings were created to be 11”x17” and are “not to scale”. Please provide pdf drawings that can be reproduced “to scale”.

Not sure what is meant by 'downloaded'. Drawings provided on CD and the pdfs were created full size (30x42).

11x17 is therefore not a true half size reproduction if that is the issue.

11/15/2016 21 Can the proposal due date be extended to allow time to print scalable drawings? No

11/15/2016 22 Vol 2, Part 2

Offerors shall discuss their performance using the Performance Relevancy Questionnaire format, Exhibit A, Part

1. Prepare not more than (3-5) of these documents.

Contractors should select their projects carefully because the quality of the contractor’s relevant performance is more important than the quantity of projects submitted. However, Exhibit A Performance Relevancy states to prepare not more than three (3) of these documents. Please clarify what the maximum number of projects can be provided for Past/Present Performance information. Prepare not more than (3-5) of these documents.

11/16/2016 23 DDC control

They are asking for different equipment then the JCI equipment that has been installed on base--are they using LonMark or Lon Controls instead of the Metasys that we have install in all other buildings on base?

System can be either Lon or Bacnet with Bacnet as the preferred option. The base is in the process of converting to Bacnet. System must interface with the bases JCI Metasys system and the operational control for the building must be controlled by the existing Metasys server which must be reprogrammed for this building.

11/16/2016 24 Cut Off Date

Section 3.3 of the RFP states that "all questions and requests for information (RFI) must be received NOT LATER THAN the fifth working day prior to closing…". This would put the RFI cut off date at 11/28/16. However, it was mentioned at the pre-bid meeting that RFI's were due by 11/17/16. Please advise if contractors and subcontractors can have until 11/28/2016 to review plans and formulate questions regarding this project.

No, questions are due on 11/17/16. this is to allow the government to answer the question before closing.

ETL 11-11

Request RFP Drawing GI001

RFP Drawing GI001 requires compliance with ETL 11-11, but this document could not be located on WBDG or on the Air National Guard website.

Please provide this criteria.

ETL 11-11 has been superseded by ETL 15-01-03 and the attached 28 October 2016 Hangar Foam Memo

11/17/2016 28

ETL 15-01-03 /

15-03-01 RFP

Section 21 30

The specs list ETL 15-03-01 but RFP drawing sheet GI001 lists ETL 15-01-03. I was unable to locate either ETL on WBDG or the Air National Guard website. Please provide this ETL. ANG ETL 15-01-03 is correct 15-03-01 is a typo

Seismic Bracing Requirements for Fire Suppression Piping RFP Specification 21 13 13.00 10 paragraph

3.4.1, RFP

Drawing S-001

RFP Drawing S-001 indicates the seismic design category is B which would not normally require seismic bracing for fire suppression piping per ASCE 7 Paragraph 13.1.4. RFP Specification 21 13

13.00 10 (Wet Pipe) 3.4.1 requires seismic bracing but the high expansion foam spec (21 13 20.00 30) does not require seismic bracing. Also, Spec 21 13

13.00 10 requires seismic bracing design to comply with UFC 3-310-04. But, UFC 3-310-04 paragraph B-3.2.4 implies that piping constructed in accordance with NFPA 13 is not within the purview of UFC 3-310-04. Please confirm which systems require seismic bracing and explain intent of UFC 3- 310-04 reference as it relates to fire suppression system seismic bracing design.

The wet pipe system seismic requirements shall comply with Category B requirements and NFPA 13. The foam system piping shall comply with General Note #6 on Sheet FX-104 and all foam piping shall be seismically braced (regardless of the seismic design category). The intent of UFC 3-310-04 is for the mounting of the generators per ETL 15-01-03 Section 9.7.2 and not the system piping.

AFCEC

Guidance Criteria RFP Drawing Sheet

GI001.

RFP Drawing Sheet GI001 lists "AFCEC Guidance for Addressing Hangar Fire Suppression Requirements - Criteria Changes" as an applicable criteria. The only version of this document we have is undated and not titled to match sheet GI001 and therefore I am not sure if it is the identical criteria.

Please provide the specific version of this AFCEC Guidance document with which our design is required to comply.

The A/E has been provided the same untitled document from the Air Force and the Air National Guard and they are not dated nor titled. The documents will be provided.

Access to design criteria RFP Section 21 30 00, 28 31 76, 21 13

13.00 10, and 21 13 20.00 30

Please provide ANG ETL 15-03-01 referenced in the RFP.

This ETL is not published on the WBDG and cannot be otherwise located. Provided

11/17/2016 33 tile finishes finish schedule IN-602 has PWB-1 and is not listed on interior finish schedule page IN-601 and PWT-1 is not on any room detail but is on the finish schedules --are all these the same.

Do not see wall tile drawings for Men's restroom 2nd floor

IN-602 incorrectly lists the code for wall base in restrooms as PWB-1. The correct material code is PTB-1 as shown on IN-601 and on Toilet elevation drawings. PWT-1 is shown on Interior Finish Schedule, Interior Room Finish Schedule and on Toilet Elevations IN-502 - IN-503. Elevations for Men's B212 are shown on sheet IN-502, details 1, 2, 4, 5.

RFP Specification 21 90 00 paragraph 1.1.c and 1.4

RFP specification section 21 90 00 paragraph 1.4 includes the requirement to "engage commissioning service personnel that specialize in the types of inspections and tests to be performed." But the subsequent paragraph suggests the project FPE is responsible for commissioning. The language "commissioning service personnel" sounds like something different than the project FPE, but I do not believe this was the intent. Please confirm the intent of the RFP is for the FPE described in the fire protection system sections to also serve as the commissioning agent as defined by 21 90 00, assuming they have experience performing acceptance testing, integrated testing, and commissioning of the stated systems.

It is not the intent that the Commissioning Agent(s) be an FPE. For example, some foam systems may require a Commissioning Agent to be brought in from the foam system manufacturer to provide all commissioning, testing, balancing, ect. The Det-Tronics releasing system could also require a factory commissioning agent if the installing contractor does not have Factory Certifications to provide final testing. These Commissioning Agents should coordinate with the FPE to devlop the testing plans and schedule. However, if the FPE has experience in the integrated testing of all these systems, they may also serve as the Commissioning Agent.

11/17/2016 35 RFI Cut Off Date

Section 3.3 of the RFP states that "all questions and requests for information (RFI) must be received NOT LATER THAN the fifth working day prior to closing…". This would put the RFI cut off date at 11/28/16. However, it was mentioned at the pre-bid meeting that RFI's were due by 11/17/16. Please advise if contractors and subcontractors can have until 11/28/2016 to review plans and formulate questions regarding this project.

Official cut off date was 17 Nov 2016. We will accept RFIs after that date but they may not be answered be fore RFP due date.

11/17/2016 36

Electronic Submission of Bids

It was discussed at the pre-bid site meeting that electronic submission of bids would be acceptable. However, the RFP currently only contains instructions for hand-delivered bids.

Can the government please provide specific instructions for the electronic submission of bids?

Answered RFI 12

11/17/2016 37 Requests for Work on Fridays

It was discussed at the pre-bid site meeting that contractors could put in a request to perform work on Fridays. Can a "blanket" request be submitted to request permission to work all Fridays for the duration of the contract (provided that government inspections are not scheduled to take place on Fridays)?

NO, insulation policy is that weekend Entry Access Lists are provided weekly.

11/17/2016 38

User Furniture & Accessories to Remain

Can the Government please confirm that all of the existing User furniture & office equipment (desks, tables, chairs, refrigerators, etc.) will be removed by the Government before construction begins? Are any of these types of items to be left behind for the demolition contractor to dispose of? Answered RFI 13.

11/17/2016 39

Geotechnical Report Drawing Sheet S-500

No geotechnical data was provided as part of the bid package.

Based on the dimensions shown on sheet S-500, the excavations for the new elevator pits will exceed 8' in depth.

Does the geotechnical report indicate that the contractor may encounter any ground water while excavating to these depths?

Per General Structural Note B.1 on Sheet S-001, a copy of the Final Geotechnical Report is available for inspection at the Base Civil Emgineer Resident Office. The Geotechnical Report for this project indicates groundwater can be expected at depths of 13 to 23 feet below grade.

11/17/2016 40

Exterior Electrical Transformer @ NW Corner Drawing Sheets

CS-101 & ES-100

Keyed note 10 on sheet CS-101 indicates that the transformer that is to be installed on the NW corner of the facility is being relocated. However, sheet ES-100 states that the contractor is to provide this transformer. Is this an existing transformer that is to be relocated from its current location? If so, where is the transformer currently?

The transformer to be installed on the NW corner of the facility is new and is to be provided by the contractor.

11/17/2016 41

Structural Steel for Elevator 2 @ Lean- To A Drawing Sheets S-400, S- 401 & S-500

The structural drawings (sheet S-400 in particular) indicate that no new structural steel needs to be installed or existing steel removed for the installation of Elevator 2 at Lean-To A.

All structural steel in the Elevator 2 drawings is shown as existing with no notes regarding removal. Is this accurate?

The Elevator 2 shaft in Leanto A is a new, structurally independent CMU structure located inside the existing parachute tower. The existing steel tower structure will remain in place and does not require modification as part of this project.

11/17/2016 42

Glass Vestibules on South Side of Building Spec Section 01 11 00

Paragraph 1.1.1 (b)(1) of spec section 01 11 00 (Summary of Work) states that "there are two glass enclosures at the south side of the facility previously added as vestibules that will be removed in their entirety". No reference to these enclosures (or their removal) can be found in the demolition drawings.

Can the government please provide more detail regarding what glass enclosures are to be removed?

The referenced enclosures will be removed by the Govt.

They are referenced in the documents for informational and coordination purpose only.

Annex & North Lean-To (Lean-To A) Occupancy

Will both the Annex & Lean-To A remain occupied during construction? These areas will require some demolition and installation of new systems (fire suppression, fire alarm, mass notification). Is this work to be performed after hours? How is the contractor to perform life safety work in occupied areas?

Both the Annex & Lean-To will remain occupied during construction. The work can be performed during work hours or after hours. A Phasing Plan shall be developed by the FPE shall be provided to help maintain protection and to provide minimum interruption (Spec. 28 31 76 Sect. 3.3)

11/17/2016 44

Project Scheduling Software Specification Section 01 32

17.00 20

Spec section 01 32 17.00 20 states that Primavera P6 will be used for scheduling purposes on this project. Is acceptable for the contractor to utilize Microsoft Project and convert the schedule files to P6 for government use? That is acceptable.

11/17/2016 45

Contractor FPE & Fire Protection System Commissioning Specification Section 21 90 00

Paragraph 1.4 of spec section 21 90 00 states that the contractor's FPE is to be responsible for the design and commissioning of the fire protection system (to include fire alarm, mass notification, fire sprinkler, fire pumps, and foam systems). Typically, fire alarm & mass notification drawings are prepared by a fire alarm contractor (usually a NICET III technician) and fire suppression (sprinkler & foam systems) are designed by a fire suppression contractor. Is the governments intent that the prime contractor employ/hire a single fire protection engineer to review/approve/stamp the designs developed by these parties and perform commissioning on all of the fire protection systems?

The fire protection systems for the hangar and building protects high value asset and require the full oversight of an FPE. NICET certification or years experience is not a substitute for the FPE qualification. As clearly indicated in the specifications, the prime contractor shall hire an FPE. This FPE shall develop and design the fire protection systems documents with the fire alarm, MNS, foam, and sprinkler system contractors. The final drawings shall be signed and sealed by the FPE. The FPE shall have full control and input in the systems design and commissioning.

11/17/2016 46

Zodiac, Inc.

Commissioning Authority

The project specifications state that the plumbing, HVAC & electrical commissioning is to be performed by Zodiac, Inc.

under a sub consultant agreement with Benham Design (designer of record). Can the government confirm if the fees for the commissioning effort were included in the design fee of this project? Or should the contractor contact Zodiac and obtain pricing for the commissioning effort? The fees for Zodiac are included with the design fees.

Hazardous Material Abatement Drawing Sheets G- 002, H-121, H- 122, H-131, H-132

The sheet index on sheet G-002 states that sheets H-121 & 122 pertain to the abatement of lead based paint (LBP) and sheets H-131 & 132 pertain to the abatement of asbestos.

However, in reviewing these sheets, all four (4) sheets are labeled "LBP Diagram", but all contain notes about asbestos remediation (H-131 is a duplicate of H-121, and H-132 is a duplicate of H-122… all of which only contain notes regarding asbestos abatement. Can the government please advise if these sheets are supposed to be duplicates?

The noted drawing sheets have been corrected. Refer to the attached documents.

11/17/2016 48 Fire Pump House Foundation

Is a slab and/or foundation required for the premanufactured fire pump house? If so, can the government please provide a design? This would likely be far more cost effective than having contractors hire a structural engineer to design such a small feature.

Yes, foundations are required. The pump house slab/foundation shall be designed by the contractor based on the pump house size selected as stated in the Specification 21 30 00 Section 1.8.1. The fire pump house shown is a basis of design and the pad size/loads can change.

11/17/2016 49 Spec Section 01 45 35

Paragraph 1.2 of Spec Section 01 45 35 states that the Statement of Special Inspections & the Schedule of Special Inspections are included as an attachment. Can the government please advise on where these attachments can be found?

See attached Statement of Special Inspections and Schedule of Special Inspections referenced in Specification Section 01 45 35, "Special Inspections."

11/17/2016 50

Environmental Engineer Spec Section 01 45

00.00 10

The experience matrix in paragraph 3.4.4 of Spec Section 01 45 00.00 10 lists an environmental engineer as a required part of the CQC Personnel. What is the environmental engineers' intended purpose? Is this person only required to oversee the abatement portion of the contract?

The environmental engineer would oversee the abatement portion of the contract and any other applicable element of environmental protection as required by temporary control, permit or jurisdiction.

11/17/2016 51

Temporary Construction Facilities

In order to reduce the construction footprint and possibly reduce costs, would it be acceptable for the contractor to utilize the hangar bay space to house the temporary construction trailer, dumpster & laydown area? Yes

Project Site Personnel 01 35 26 / 01 45 00.00

Paragraph 1.6.1.2 of Section 01 35 26 states that the QC Manager can be the SSHO on this project, and paragraph

3.4.2 of Section 01 45 00.00 10 states that this same CQC System Manager may also have duties as the Project Superintendent. If both of these statements were applied literally, a GC bidder could conceivably bid this project utilizing a single site person, which we do not believe is the intent for this project. Please clarify if these statements are both intended to be a part of this RFP, and clarify the required site personnel for this project.

The superintendant can hold double duty as either the QC Manager OR the SSHO, but not both.

Drawing FX101 Keyed Note 7 along with Drawing FX103 Keyed Notes 1 & 2 identify Lean-To "B" to have new piping feeding existing piping to remain.

With the existing piping not shown with sizes on the drawings, please identify a demand GPM and psi for each point of connection so that we size this new feed piping correctly in our proposals.

The existing systems for the Annex and both Lean-To's were pipe schedule designed. Since there will be no alterations to the sprinkler heads (just replacment of), per UFC 3-600-01, the pipe schedule method may still be utilized to feed the sprinkler systems. Alternately, if the contractor wants to reduce the feed main pipe size based on the new fire pump performance curve, the areas may be hydraulically calculated per UFC 3-600-01. As-built sprinkler drawings have been attached and are to be used as information only. If hydraulic analysis is provided, all sprinkler head locations shall be field verified.

11/16/2016 77

Drawing FX101 Keyed Note 6 identifies the Main in Lean-to "A" to remain.

Keyed note 3 is not clearly associated with Lean-to "A".

Is Keyed note 1 or 3 applicable to keyed not 6?

Annex is the area from column 1-4 and FG-AB. Keyed note # 3 is not associated with the Annex. Keyed note 1-3 shall not be applicable to keyed note 6. ""Lean-to A is misnamed throughout page" However, Notes are correct

11/16/2016 78

Drawing FX401 Keyed Note 12 states to set the pressure reducing valve to 90 psi.

May the pressure reducing valve be set based on hydraulic calculations of balancing the hangar bay overhead sprinkler system with the high-expansion foam system, so lot at it does not exceed 175 psi?

Yes, the pressure reducing valve may be set at a pressure corresponding with the hydraulic calculations where approved by the FPE. The contract documents are only a basis of design.

11/16/2016 79

Drawing FX402 Keyed Note 12 states that the backflow preventer is to be a double check valve. High-Expansion foam will be added to the water downstream via the inductor.

Will a double-check valve be accepted by the City of Oklahoma City, or will the backflow preventer need to be a Reduced Pressure Zone?

Provide a double check valve assembly as shown on the contract documents.
