MATOC Q&A
1) Clarify the set-aside?

2) When is the due date?
A) This solicitation closes on 29 March 2017 at 5:00 PM PST
3) Can I get a copy of the plans for the B223 “seed” project?
A) They will be forwarded to all interested parties at the site visit due to the large file size. If you email matthew.richard@us.af.mil he will send an AMRDEC file with the plans 7 specs.
4) Please clarify if subfactor 1 is limited to 20 pages, if the entire factor 1 proposal is limited to 20 pages, or if each subfactor limited to 20 pages?
A) The technical capability proposal and all subfactors are limited to 20 pgs.
5) What is the correct order of Subfactors?
A) Experience & Capability, Organization, Safety, Specific Personnel, Quality Control, Scheduling Methodology, LEED
6) What should we utilize as an NTP for both projects?
A) Utilize 01 May 2017
7) Are there two seed projects?
A) Yes. One is located in Klamath Falls, OR and the other at Camp Murray. The Camp Murray project is a “prototypical” project used for evaluation purposes but will not be awarded. The K-Falls project will be awarded. All prospective offerors will need to submit two bids for each of the projects to be considered for award.
8) Is there only one pre-proposal conference?
A) Yes. It is located at B223 on Kingsley Field, OR at 0900.
9) Who do we deliver the bid submission to?
A) Please email all submissions to the POC’s listed in the solicitation. It is not necessary to have paper copies of the proposals deleivered. daniel.r.spriestersbach.mil@mail.mil; matthew.richard@us.af.mil; matthew.j.berube2.mil@mail.mil
10) Is a bid guarantee required for the seed project and the prototypical project and how much of the bid price is required?
A) A bid guarantee is required for 100% of the bid price or $1,000 (whichever is lesser) on the seed project, however since we won’t be awarding the prototypical project a bid guarantee will not be required for that project.
11) Are performance and payment bonds required upon award?
A) Any award amount that exceeds $150K will be required to provide both performance and payment bonds. If the award amount is between $35K - $150K only payment bonds will be required. Any awarded amount less than $35K will not require bonding.
12) Are appendices and page dividers excluded from the 20 pg technical capability?
A) Yes. 20 pgs. of substantiated documentation is the limit.
13) Does the Gov require offerors to identify both a design team and key subs in their response?
A) No, however a price breakdown may be requested during the source selection process.
14) What is the last day to submit questions?
A) 3 business days before the solicitation closes.
15) In both seed proposal descriptions, there is mention of Past Performance. Could the Government confirm that this Past Performance statement is in reference to the Past Performance requirement that will be provided in the offeror’s overall proposal? Or is the Government requesting an additional Past Performance component for the seed projects?
A) Past performance is in reference to the requirement that will be provided with the proposal.
16) Will the Gov extend the bid due date to accommodate Q&A and give contractors enough time to give a good proposal.
A) This will be taken into consideration and discussed at the site visit based on a general consensus.
17) What is the order of the three major sections (Cost/Price, Technical, Past/Present Performance)
A) Submission order will be: 1)Cost/Price, 2)Technical, 3)Past Present Performance
18) How should financial documentation be submitted?
A) All financial documentation should be submitted with the proposal and in electronic format. No hard copies with sealed envelopes will be required.
19) Is a special form needed to certify we will perform at least 15% of each project in house?
A) No form is needed. A simple statement in your proposal will suffice.
20) Can you extend the bid due date?
A) Yes. New bid due date will be 5:00 PM PST 14 Apr 17 with all questions and PRFI’s due by 12:00 PM PST 7 Apr 17. A formal amendment will follow.
21) Is it acceptable to submit projects that were performed as a subcontractor rather than a prime?
A) Yes. All recent and relevant past performance will be acceptable. If no past performance is available a contractor will be rated as neutral on the PP aspect.
22) May we submit previously completed PPQ instead of imposing on our clients to fill out another form as long as it contains all the required information?
A) As long as all the same information (exact questions) are answered that would be acceptable. Be careful that all questions are exact so we can evaluate all PPQ equally for each contractor. If the questions are not exactly as specified in our solicitation it will not be relevant. Clients must reference our solicitation.
23) If a final performance evaluation (CPARS) is available, can it be submitted in lieu of requesting completion of the reference package? Should offers include the CPARS eval with proposals?
A) Contractors can submit CPARS evaluations with their proposals, however they will not be considered in lieu of PPQ (exhibit c).
24) If all seven technical subfactors of Factor 1 are indeed limited to 20 single pages, we request that Subfactor 7 be separate from that page limit and given its own page limit since all offerors are not required to submit on this subfactor.
As the RFP stands, offerors are not all provided the same page count. Offerors not requesting to be considered for the larger projects have the advantage of only having to cover 6 subfactors within the page limitation, while offerors being considered for larger projects must combine 7 subfactors within the same limitation. This creates an unfair advantage to those not pursuing larger projects.
A) If a contractor wishes to be considered for larger projects >$1M the technical piece with all 7 subfactors required will be limited to 25 pgs. If the contractor does not wish to be considered for large projects <$1M it will be limited to 20 pgs for the 6 subfactors required.
25) Are we to submit task order proposals per the document titled “Exhibit E MATOC Seed Project (OR)” which includes requirement for a project plan, project schedule, cut sheets, and detailed cost breakdown? If yes, is this task order proposal separate from the MATOC proposal, which is limited to 20-25 pages? Or, are we just submitting a MATOC proposal and using the Exhibit E-1 for pricing of the Seed Project?
A) No. Please submit all proposed pricing on Pg. 2 of the solicitation.
26) Exhibit D, paragraph 5B, states that under Subfactor F: Scheduling Methodology, we are to include a schedule for the Prototypical project. Please confirm that this is correct, and that we are not providing a schedule for the Seed project.
A) No schedule on the prototypical project is required.
