Site Visit Q&A Notes:
1. If the vendor is not interested in performing at Klamath Falls ANGB but they are required to propose on the seed project, if they are selected as the overall low, do they have to perform?
A: No- vendor will get option to decline if they aren’t selecting Klamath Falls as a region they are interested in performing in.
2. If the vendor is not interested in performing in Klamath Falls (Follow on question to above), can they take out hotels/lodging/travel costs for Klamath and reflect whichever area they are interested in to reflect actual travel costs?
A: No, the seed project must be proposed as is, reflecting actual costs that would be paid in the Klamath Falls area.
3. Will a competitive range be established and will the vendor be kicked out of the competitive range if they propose cost for the seed project even if they don’t want to perform in Klamath Falls?
A: The solicitation reads the government “may or may not establish a competitive range”. Only extreme outliers would be excluded in the competitive range.
4. If submission is required electronically, is there a limit on the file size?
A: No limit, however, the large file size could cause delays in submission. MSgt Richard requested that the file be submitted and then call him after to confirm receipt of the files. Multiple emails may be sent and need to be indicated “email 1 of 4”. Hand carried proposals are the least preferred method and will only be considered under extreme circumstances.
5. Can proposal be hand delivered?
A: No, however a disk can be sent through certified mail.
6. Can we submit the bid bond electronically because of raised seal? Or if they vendor choses to submit the $1,000 check instead, since check cannot be sent electronically, who does the check go to?
A: An electronic copy of a bid bond is acceptable and shall be included with the original offer. The bid bond must be from a surety or an attorney-in-fact with bid bond evidence of authority to bind the surety.
7. Are vendors allowed to submit their CPARS instead of past performance questionnaires?
A: No, the government has access to CPARS and only PPQ will be accepted.
8. Are the As Builds available for the seed project?
A: Yes, 1LT Oscar Ayala has the as builds available.
9. Will the quality control and safety plan be separate from the RFP submission? If so, can the quality control and safety plan be the same plan as submitted with RFP?
A: Yes, additional submission required after award. Due to the page limit on the RFP, suggest that the vendor propose an outline/shell of the quality control/safety plan with the RFP. When a vendor is selected and awarded a contract, the actual detailed quality control/safety plan will be submitted. This submission is required to get paid they minimum guarantee.
10. If the proposal must be submitted electronically and sent to the three personnel listed in the RFP, do all three contracting officers have to receive the email in order to be considered?
A: No, only one has to receive the proposal. However, this is a fail-safe so include all three contracting officers and note that an email address correction was made during solicitation amendment 0001.
