SUMMARY OF CHANGES

SECTION 00700 - CONTRACT CLAUSES

The following have been added by full text:

AMENDMENT #3 - 4 MAY 2012

Question 20.) In Section 00100, Subsection 4.2.7 it indicates that “any member of the Maine Military Bureau and/or the Maine Army National Guard and/or the USPFO for Maine will not be authorized to complete an Exhibit C for any offerors. In the instructions for the Exhibit C submission, it indicated that “for Government contracts send to a Contracting Officer or Technical Representative”. Due to this contradiction, we are unable to solicit a post performance evaluation from the Maine Air National project, which will be a detriment to our submission. Please provide direction as to how we are to include a Government project performance for a Government entity that is being excluded from this process.

Answer: The restriction does not preclude the Maine Air National Guard from completing an Exhibit C for any offeror. Reminder: Section 00110, Section 4.2.1 – Page 11 of 74 Pages: “Inform references that completed Performance Questionnaire should be returned to the Contracting Officer via email at: darlene.howes@us.army.mil as to arrive not later than the closing date for receipt of proposals. Reference packages may also be mailed to USPFO for Maine, Building #39, Camp Keyes, Augusta, Maine 04333-0032.
