SMALL BUSINESS PARTICIPATION PLANS
Keith Waye
SBA
What is a Small Business Participation Plan It is not a subcontracting plan It benefits small business – small business can get credit for achieving goals through their performance without having to subcontract It benefits small business in the source selection phase
SB Participation proposals have a relative order of importance –Subcontracting plans don’t. EXAMPLE
Technical is the most important factor and is more important than all the remaining factors combined. Technical is significantly more important than past performance. Past Performance is more important than the cost factor and the small business participation factor combined. The cost factor is more important than the Small Business Participation factor.
Subcontracting GOAL VS SB Participation Goal For a 1M procurement 20% subcontracting Goal 20% of subcontracted $ SB gets 20% of the $ “available” for subcontracting.
LB decides to subcontract $100K of a $1M contract. Small business will get 20% of the 100K = $20,000 20% SB Participation Goal 20% SB participation goal = 20% of Total Contract amount.
A $1,000,000 contract small business would get 20% of the total contract value or $200,000.
Why small business Prime offerors benefit Government’s SB participation goal is 20% LB proposes – 20% planned they will do 80% self perform SB proposes – 20% planned they will do 80% self perform Small business will receive a higher rating on this one evaluation factor because they get to add their percentage to the small business participation – because they are a small business
Who sets the SB participation Goals?
Based on Market Research Small Business Advisors assist contracting officers to develop goals for specific acquisitions Goals can be mandatory or non-mandatory Some instances contracting officer may not have realistic percentages and replace actual percentages with “best effort”. The offeror will propose their own goals, but they are evaluated as a meaning discriminator for award
Large Business LB still needs to submit a subcontracting plan as required by FAR 52.219-9 in addition to the SB participation plan and shall reflect and be consistent with the commitments offered in the SB participation plan.
Small Business Subcontracting Plans will be evaluated on an ACCEPTABLE/UNACCEPTABLE BASIS:
Does the plan have all the required elements of FAR 52-219-9(d)(1)-(11).
Are the commitments in the Subcontract Plan comparative to the commitments in the SB Participation Plan?
