· Responses/clarifications to RFIs:
Question 1.) Section 00100, Paragraph 5.1.2.1. The referenced paragraph requires us to provide “at least three” prior projects that the offeror has completed that are “as similar as possible” to the Readiness Center in this solicitation in “project type”, magnitude, complexity, cost, design or features and scope.” Please provide the above information for this Readiness Center to allow us to determine which of our previous projects are “similar” to?
Answer: In addition to the information provided in Section 00100, Paragraph 1.3 of this RFP, reference DG 415-1, Army National Guard, Design Guide for Readiness Centers.
Question 2.) Section 00110, Paragraph 4.2.1. Allows the use of a CCASS or ACASS in lieu of a questionnaire. Since CCASS and ACASS documents are public information, can copies of these documents be provided by the Contractor to the USPFO in lieu of the client?
Answer: Yes, This paragraph allows Offerors to submit CCASS and ACASS evaluation in lieu of a client questionnaire. The client questionnaires do allow the client the opportunity to submit a comment for each category. All CCASS and/or ACASS evaluation shall be placed in Volume 2 – Past Performance.
Question 3.) Please clarify the number of copies required for each volume and confirm if the volumes should be bound together as a single volume or separately.
Answer: Offeror shall submit 1 original, 5 copies and one electronic copy. Offerors are instructed that each Volume shall be arranged and bound in a separate three-ring binder as described in section 1.1.13.
Question 4.) Please clarify the date that the PPQ’s are due to the Contracting Officer.
Answer: 15 May 2012. A revised Exhibit C has been generated and is part of this RFP.
Question 5.) Section 00100 – Section 1.8.1 – Hand Carried Proposals – list a proposal delivery address of 194 Winthrop Ave, Building #7, Annex, Augusta. Maine and Section 00110, Paragraph 1.1.3 states that proposals should be delivered to the office listed in Block 7 of the SF 1142. These addresses are different. What is the correct location for delivery of the proposals?
Answer: The proposal repository for “ hand carried proposals” is 194 Winthrop Ave, Building 7, Annex, Augusta, Maine 04333. Proposal submission that are other than “hand carried proposals” use the address listed on the SF 1442, Block 7.
Questions 6.) Will this location accept proposals delivery by an overnight delivery services (e.g. FedEx)?

Question 8.) Section 00110, paragraph 3 on page 10 – 3.1.1. Please clarify if certain parts of the volume 1 documentation are to be submitted in an envelope separate for the rest of the volume 1 (selection participation agreement).
Answer: See Administrative Changes – paragraph d – of this amendment for details.
Question 9.) Section 5.1.2. Subfactor: Offeror’s Team experience. Our question is: If the A&E provides descriptions of 5 projects in the SF 330, will the pages in the SF 330 in Volume 2 count against the limit of 20 pages in this section?
Answer: No. The SF 330 would be incorporated in Volume 2 – Past Performance.
Question 10.) Section 00100 Paragraph 4.1.3. The solicitation states that the design team members must use a “current SF 330 in lieu of the Exhibit A Part 1.” Normally for a complete SF 330, the solicitation specifies additional information requested for Section H. Can you specify the information you are requesting for Section H? If there is no additional information needed, should we submit a modified SF 330 that is only section A-G.
Answer: Yes a complete SF 330. The intent for a “complete SF 330” is to include Section H. This section allows the A&E firm the opportunity to provide additional information that is not covered in any of the other areas. This area allows the A&E firm to review the complexity of the project and describe how the A&E firm has the ability and experience to resolve some of the challenges with this project.
Question 11.) Section 001110 – Paragraph 4.2.2. Subcontractor/Teaming Partners: Please clarify that a design team’s build partner (Construction Contractor) for completed design-build projects is an acceptable reference. We have been informed by the Government that they will not complete PPQs for design teams since they did not have a contract with the design team on design-build projects.
Answer: If you are unable to get a completed Exhibit C – Performance Questionnaire, and/or a ACASS or CCASS evaluation from another Government agency , the Government may contact the your references prescribed on your Exhibit B’s for additional information.
Question 12.) Can a custom format with color and graphics be used on the SF 330?
Answer: No. FAR 53.103. The intent is to keep the process, simple, clear and straightforward.
Question 14.) Does a form 1390/1391 exist? And if so, would a copy be available?
Answer: Yes, a form 1390/91 for this project does exist, but the Government does not intent on providing this document as part of the solicitation process. Offerors are reminded that the Phase I proposals and evaluation are strictly qualifications based (Past Performance & Basic Technical Approach) and not project specific. All pertinent information from the form 1390/91 information will be included within the content of Attachment 1- Criteria Plans and Specifications which will be provided to the Offerors selected to participate in Phase two of this solicitation.
Question 15.) Does a Planning Charette document exist? And if so, would a copy be available?

Offerors are reminded that the Phase I proposals and evaluation are strictly qualifications based (Past Performance & Basic Technical Approach) and not project specific. All pertinent information from the Planning Charrette Document will be included within the content of Attachment 1- Criteria Plans and Specifications which will be provided to the Offerors selected to participate in Phase two of this solicitation.
