SUMMARY OF CHANGES
SECTION 00700 - CONTRACT CLAUSES
The following have been added by full text:
AMENDMENT #2 - 3 MAY 2012
Question 16.) The RFP provides a minimal information on the scope of work for the Bangor Readiness Center. Please provide additional information, to include if the project includes only the RC or if there are other structures, and details about the side and site improvements that are included. This is requested so that the most relevant projects can be submitted to support the specific requirements of this Readiness Center.
Answer: The information provided in the Pre-solicitation notice (second paragraph) and the Solicitation (Section 00100, paragraph 1.3) provides a very good synopsis of the scope of work associated with this project. The information provided in these two paragraphs provides the Offerors with the highlights of this project so as to be able to identify projects they have completed that may be similar and have relevance.
Question 17.) Exhibit A, Part 1, item C, 10 asks the primary cause of Contract Modifications. This question seems to duplicate questions 5 of the same section. Please clarify.
Answer: Over the term of a construction and/or design contact the total contract price may increase or decrease due to several factors. A few samples: Owner generated change proposals, differing site conditions, price equitable adjustments and settlements, cost/incentive contracts, value engineering change proposals (VECP), time and materials/labor-hour proposal requirements, removal and/or downsize the scope of work/performance, errors or deficiencies in its designs, drawings, specifications, and other services. Line item #5 will allow the offeror the opportunity to explain why the contract value increase or decrease. Line item #10 – list the Primary cause for Contract Modifications.
Question 18.) Paragraph 4.2.2. of the RFP states that the design team is to send Exhibit C to 3 references, and provide a questionnaire to the Point of Contract for each project listed for completion. The design team is submitting an SF 330 and 10 projects listed. Please clarify that the requirement for past performance reference is to only obtain 3 complete PPQ’s from our references
Answer: The paragraph 4.2.2 is for Subcontractor’s and Teaming Parters. If you’re A&E providing subcontracting support, the A&E will be required to complete and submit Exhibit B, their SF 330 parts 1 & 2 and a minimum of three Exhibit C’s. Offerors should be able to demonstrate past performance relevance with 5 projects.
Question 19.) Regarding SF330, Section H: Can this section be longer than one page? Are projects complete in excess of 10 years permitted in this section only? Are we permitted to include any supplemental information we find pertinent?
Answer: Regarding SF 330, “Section H only”: One page should be sufficient space. Yes, the Government will allow supplemental information up to 10 years. Yes, supplemental information is permitted in this section.
