RFI: Zig Zag lines?

Question: Drawing C‐300 shows Zigzag Line west of Area 2. What is this zigzag line represent or referring to? What work is required in this area?

Answer: Line was the representation of the demolished taxiway from the demo plan.

RFI: Profilograph

Question: Reference: Spec 32 12 15.13 (1.5.4 Surface Smoothness)

“Use a straightedge and profilograph for measuring surface smoothness of runway pavements.

Use a straightedge for measuring surface smoothness of all other pavement surfaces.”

Reference: Spec 32 12 15.13 (1.5.4.1.2 Profilograph Testing) “Provide finished surfaces of runways with a Profile Index not greater than7 inches per mile when tested with an approved California‐type profilograph” Question: Since this is a Taxiway project and not a Runway project, is Profilograph Testing a requirement as stated above or only straightedge testing?

Answer: This is means and methods, but over a long stretch like Taxiway Bravo, profilograph is preferred.

RFI: Grading

Question: No grading is provided except at the ends and approaches of the taxiway (Sheet C‐ 301). Is grading and survey stakes required for areas where no elevation information was provided? (Sheet C‐300) If not, what is the accepted process to set the elevations in these areas?

If necessary do we have permission to map existing drainage structures on site for that purpose?

Answer: Soil Erosion Permit not required.

RFI: Grade Files

Question: Will Selfridge be able to provide you with any grade files (I believe they call them TIN Files) to give to your surveyor in order to mill and pave to the new grades they want?

Answer: No

RFI: Profile Mill / Depth?

Question: In the SOW, #1 A, it says to “mill the existing nominal 2.5” of ACC overlay”. Plan sheet C‐201 (under the Removal Legend) says to profile mill to expose existing concrete. Please clarify which is correct. If we are to mill a consistent 2.5” over the entire area and that all millings will be able to be left on site, as the millings will be a combination of asphalt and concrete, based on what the cores on sheet C‐201 of the plans indicate as a depth of the existing asphalt. Also there are a few areas where the cores indicate the ACC is thicker than 2.5”. Will we mill deeper in those areas to get down to concrete pavement? A ¼” of asphalt will begin to crumble when trying to pave the first new lift of asphalt under the weight of the equipment and will reflect back through the new pavement.

Answer: Mill to existing concrete

RFI: C‐101, Note 11.

Question: Please clarify what facilities are approved on C‐101, Note 11.

Answer: Please see attached map for spoils dumping. The dumping sites will be used in the following milling site 1, milling site 2, and milling site 3.

RFI: E‐001, Note 5

Question: is this note referring to the fixture base?

Answer: Yes, if it’s needed

RFI: Project Schedule

Question: The project documents state that this project cannot begin until after “A” is complete on 28 AUG 2019 and that the airfield must also be shut down from 7 to 15 SEP 2019. In addition, it has a contract completion date of 14 NOV 2019. These three constraints don’t align with the 120 day period of performance. This would have the project realistically starting 16 SEP 2019. This start date would place a large portion of the 120 day period of performance in weather / temperatures that do not allow for asphalt / paint & marking work. Will this project be pushed to the spring due to these constraints?

Answer: It will not, unless there are additional delays in Taxiway Alpha…which we do not anticipate.

RFI: Government Availability for Contractors to Work

Question: When asked at the pre‐bid conference how the project would have to be scheduled to meet the requirements of not interfering with flight operations. The answer was that most work would need to be scheduled for Fri, Sat, Sun and Mon throughout each week during the 120 period of performance. Please confirm that this statement is true for scheduling purposes and weekend wage considerations in our bid.

Answer: That is not accurate. Most performance of work should be Mon‐Fri. Work hours can be "sun up to sun down" if requested and coordinated. If weekend work is requested, with enough lead time, that is usually acceptable as well.

RFI: Stand Down time

Question: Based on current flight operations or historical data, can the Gov’t provide an estimated stand down time per day or per week when the contractor will have to shut down due to flight operations.

Answer: Aside from the “blackout dates” provided in the solicitation, barring emergencies, we should not have to shut down operations.

RFI: Staging Areas

Question: Please show on drawings the location of the designated staging area for materials and equipment.

Answer: Phase 1 laydown is on the West Ramp. Phase 2 on Mid‐Field Access Road, west of Taxiway Bravo.

RFI: Concrete Repair Work

Question: Please define the scope of the concrete repair work. Would the Gov’t consider the contractors bidding this work with a unit cost due to unknown quantities of concrete repair?

Answer: See A/E description of work/estimated work attached.

RFI: Construction Gate Manning

Question: During the pre‐bid conference it was discussed that there may be a requirement to man the Joy Road Gate during key haul dates. Is this being added to the scope for this project to ensure ongoing issues with access do not hinder the project and add additional unforeseen cost due to delays?

Answer: This should be a part of your anticipated costs.

RFI: Concrete Repair Work

Question: Please define the scope of the concrete repair work. Would the Gov’t consider the contractors bidding this work with a unit cost due to unknown quantities of concrete repair?

Answer: See A/E description of work/estimated work attached.

RFI: Encased in Concrete

Question: Reference Note C‐101 Note 16: Direct buried cables encountered during construction that are verified as not abandoned in place will be placed in split duct and encased in concrete.

Would the Gov’t consider the contractors bidding this work with a unit cost due to unknown quantities of ‐ not abandoned encountered cables?

Answer: No.

RFI: Key Personnel

Question: Reference: Spec 01300 ‐ (1.5 Key Personnel) and Spec 01400 (1.7 Quality Control) Couldn’t find a listing of the key personnel or the needed qualifications. Only mentions a CQC System Manager but no details are provided.

Answer:

RFI: Milling vs Paving Heights:

Question: Since there will be 2” different between the new pavement edge and the current level of the adjacent surface which is covered with grass, are we required to compensate for that difference? If the answer is yes, what is the acceptable slope that is required, i.e., what is the quantity of fill material required to eliminate the difference?

Answer: yes, taper to match existing grade

RFI: Removal Legend:

Question: Drawing C‐201, “REMOVAL LEGEND”.

If damaged concrete happened to be found under the asphalt paving, and this concrete needs to be patched according to Drawing C‐201, “REMOVAL LEGEND”. How much is the anticipated quantity? Is there a limit for a quantity or dollar value? Can we provide a price by square foot?

What is the minimum thickness? What are the specs for the concrete? Is there any additional time will be added to the contract depending on the findings??

Answer:

RFI: Concrete Grinding:

Question: Drawing C‐201 Concrete grinding:

The only concrete milling area showed on the drawing is on drawing C‐201 between station 55 and 57, is there any requirements to mill or grind any other concrete area??

Answer: No

RFI: Wiring and Cables:

Question: Section 260519 – Wires and Cables Line 3.2.C states: Provide photometric testing as indicated in UFC 3‐535‐01 [Unified Facilities Criteria (UFC) for Visual Air Navigation Facilities].

The photometric testing section of UFC 3‐535‐01 for Taxiways (page 93, line 5‐1.4) states:

“Optimum aiming of lights depends on the design and output of the fixtures used in the system.

See FAA AC 150/5345‐46 for additional detailed photometric information about taxiway edge lights.”

When looking through FAA AC 150/5345‐46, there was not enough information regarding the parameters of the photometric testing.

Please provide the specific requirements for the photometric testing.

Answer: Photometric parameters are in the cut sheets for the ADB lights (L861 series) please reference those specs and base your testing requirements on that information

RFI: CAD Drawings:

Question: Will CAD Drawings be available after project award to facilitate Surveying Operations?

Answer: CAD drawings can be provided if requested.

RFI: Existing Cables and Conduit:

Question: Reference: Existing Cables and Conduit ‐ 3.10 REVISIONS TO ELECTRICAL FACILITIES IN

EXISTING STRUCTURE

H. Provide new wiring in existing conduit to provide electrical service to devices to remain and extend to new devices.

I. Provide new conduit and wiring to replace existing conduit and wiring abandoned or removed as part of the Work where required.

J. Extend the existing conduit system or provide new conduit and wire to provide electrical service to new devices or existing devices where required.

‐ The above statements are confusing, please clarify?

‐ Is it to be assumed that the existing cable, conduits and grounding are in good working condition or do we need to replace them?

Answer: Replace as needed, reuse what is serviceable

RFI: Abandoned Runway Grading:

Question: Drawing C‐301 “TAXIWAY "B" ABANDONED RUNWAY GRADING”

3. Drawing C‐301 “TAXIWAY "B" ABANDONED RUNWAY GRADING” between stations 30 and 32:

a. Do we need to cut the concrete in the zig zag way as shown on the drawing, or a straight line will be acceptable?

b. After removing the old concrete adjacent to the new asphalt paving of the taxiway. Do we need to cover this area with topsoil and grass, how we need to fill this gap?

c. Since the drawing shows the limits of old concrete area, what we need to do there? Is it part of the scope?

Answer: The Zig Zag matches existing concrete panels. If the contractor wants to cut to the points furthest west, that would be acceptable at no extra cost. Topsoil and grass to fill the demolished area.
