4. Authority Cited: The applicable FAR reference is 6.302‐1(a) (2(ii)):
Supplies may be deemed to be available only from the original source in the case of a follow‐on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in –
(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or
(B) Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 2304 (d)
(1) (B) or 41 U.S.C. 3304 (b) (2).)
5. Reason for Authority Cited:
The Airfield Lighting SGRS Electrical Power Source Regulators have been recently contracted, and are currently being upgraded with an ADB Safegate CCR Airfield lighting power distribution system. The ADB Safegate CCR Airfield lighting power distribution system was previously chosen as it’s the only known system that is backwards compatible to currently installed ADB
Air Field Lighting Electrical Vault System at Selfridge ANGB.
The existing Airfield Lighting fixtures are at their end of their service life, with spare components difficult to obtain. The lack of spare components and their dwindling availability, gravely jeopardizes the safe and effective flight line operations of Selfridge Air National Guard
Base. The existing lighting fixtures need to be replaced with ADB fixtures to maintain system compatibility with the current ADB Safegate Constant Current Regulator Airfield lighting power distribution system. Compatibility will be an issue for a NON ADB product attached to our current lighting system.
It is the 127th’s Engineers understanding that a newly installed regulators in the lighting system
Electrical Vault would have to be replaced in order to facilitate the installation of a Non ADB products. Additionally, existing series circuits would need to be replaced or modified along with the isolation transformer. The replacement cost for a new Electrical Vault system for the
Flight line lights to include these aforementioned components would be at least $3,720,436.50.
This estimate is based on the 1998 $3,382,215.00 flight line electrical vault project construction cost when inflationary measures are accounted for. In addition, the Government Estimates that the replacement cost for a new Electrical Lighting system for the Flight line lights would be at least $700,000.00 and this estimate is based on the 2002 flight line electrical vault project construction cost when inflationary measures are accounted for.
It is in the best interest of the Government to install the ADB lighting fixtures and to maintain continuity to save millions in redesign, materials, and ultimately the construction an entirely new Flight line Electrical Vault system / lighting system.
6. Efforts to Obtain Competition: N/A
7. Actions to Increase Competition: The ADB Safegate Airfield Lighting System was installed as part of a major Selfridge Air National Guard Base Airfield Renovation project that transpired over 20 years ago. Future major airfield renovation projects that require a comprehensive lighting system replacement should not specify a specific brand of Airfield Lighting system from a specific manufacturer.
8. Market Research: The Government’s Engineers have performed market research and have been unable to find a other lighting fixtures that are fully compatible with the existing air field lighting system, specifically the Regulator Vault, and interoperability with other Taxiway /
Runway Lights.
