RFI Questions / Responses ‐3
Project Title: Taxiway Bravo, Hotel, and Juliet – Paving / Lights Location: Selfridge ANGB, MI Solicitation Number: W912JB19B5000
RFI: Clarify MDOT Detail‐7 RFI Question: “In regards to modification of the concrete repairs to a Detail 7. The Government depicts the Case I detail, but no reference is made to the corresponding MDOT specification which depicts that the maximum width is 30” (on page 249 of MDOT 2012 standard specification book). Please clarify this so it can be quoted.”
Answer: As applicable to line Item 002: The Government will measure Pavt Joint and Crack Repr, of the detail required (Detail‐7 CASE I), along the joint and crack. If the pavement joint and crack repair exceeds 30 inches in width, the Engineer will measure each 30‐inch wide segment, or portion thereof, separately for payment.
“Hand Patch”, or asphalt placed in patch, will not be paid for separately, and is considered a part of the Line Item 002’s Unit Price.
RFI: Grades – Extra Quantity:
RFI Question: “In regards to the top of bituminous grades. There are no existing grades provided, if more than four inches of bituminous will be required to get to the final proposed grades will the additional bituminous material be paid by the ton? Conversely, should it be determined by completing a survey prior to the milling operation that after milling two inches all four inches laid will result in the final elevations being higher than what is proposed, will the additional depth of milling required to meet this grade be paid for by the square yard?.”
Answer: The grades provided in Amendment #9 reflects profile milling 2” and placing 4” of Asphalt. (Previously … it was ‘milling to concrete’ … placing 4” of asphalt.)
‐Additional bituminous material will not be paid for.
‐Additional depth of milling required to meet cross slope will not be paid for.
*It is the intention of the government to remove 2” of Material, and Place 4” of Asphalt. Before placing asphalt ‐ MDOT‐Detail 7’s CASE I. Paving to meet a 1.0% ‐ 1.5% Cross Slope.
“Profile milling the existing pavement 2 inches. This will remove most of the asphalt. About 14% of the area, may have some residual asphalt left in place.
About 61 percent of the area will have part of the concrete milled (0.25 to 1 inch), and the remaining 25% should at the top of the exposed concrete. After milling the exposed pavement should be conditioned. We anticipate that underlying concrete joints may have some deterioration and would need partial depth repairs. This can be accomplished by performing MDOT detail 7 repairs or partial depth spall repairs. We recommend a maximum depth of 6 inches for any the partial depth repairs. The new pavement surface was planned to be 4 inches thick. This will result in the overall grade of the pavement to be 2 inches higher than the existing Taxiway. We want pave back at 1.25% transverse crowned slope (min. is 1 percent, max is 1.5 percent). The transitions at the north and south end of Taxiway B at the Apron tie‐in to Taxiway B, and the transition of Taxiway J and H to the runway will need to be profile milled to match back to existing grades. (Butt Joints) There may be some variations of the mill depth to hit the 1.25% average cross slope and the transitions.”
RFI: Remaining Asphalt after Milling:
RFI Question: “In addition, when bituminous is milled off of concrete there needs to be at least a good solid inch of bituminous remaining. If not, the bottom layer of bituminous will crumble and not be suitable for paving over. If this happens will the Contractor be paid to remove this remaining bituminous down to the concrete?”
Answer: Intention is to profile mill 2”, place 4”. (This will leave approximately 14% by area, of asphalt remaining) If this area is not sufficient for placing asphalt over it, it shall be removed, and replaced with asphalt. This 14% by area, is based on two things. The Amendment #9 grades provided, and the Depth of existing asphalt depicted on C‐201.
‐Contractor will not be paid extra, and this quantity shall be considered a part of the project in Line Item #001.
RFI: Schedule:
RFI Question: “Finally, this type of paving work cannot be completed after November 1st due to the stringent specification and the anticipated weather. Work for Phase 1 will take approximately 1 month. As such Contractor needs to be able to start work on October 1st.
Anticipating time to procure/approve bonds, provide NTP, submit submittals and have them returned does the Government anticipate that the contract will be awarded in time (September 1st?) to complete phase I this year?
Answer: No, the government doesn’t anticipate the project to be awarded on, or before, September 1st 2019.
*Bids shall be good till 31December2019, for an award NLT 31December2019.
*Bid prices, shall be good for the 2020 Construction Season. (Both Phases)
