TYPE OF ACQUISITION:
This acquisition is being conducted under FAR Part 14, Sealed Bidding procedures. It is 100% set-aside for Small Businesses concerns under NAICS 238330 which has a size standard of $15M. To meet socioeconomic goals, the government shall comply with FAR Parts 19.201 and 19.202 to the greatest extents practicable for small business programs.

QUESTIONS:
All questions/RFI’s should be submitted using Pre-Bid Inquiry Format to BOTH points of contact listed above and must be received no later than WEDNESDAY 27 July 2016 at 4pm. Questions received after this time may not be answered. All questions and answers will be posted on www.fbo.gov under the solicitation announcement.
1. SCOPE
1.1. You are invited to submit a proposal in response to our Invitation for Bids IFB W912JB-16-B-4007 Project Number VGLZ 1620310 at Selfridge ANGB, MI. As a result of this solicitation, the Government intends to award a single Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors and sub factors in the solicitation.
1.2. This solicitation is set-aside 100% for small businesses. See description above under type of acquisition for government’s obligations under the small business program.
2. NOTICE OF PRE-PROPOSAL CONFERENCE
2.1.1. A pre-proposal conference will be conducted on Thursday 20 July 2016 at 1pm for the purposes of briefing on the proposal requirements and answering questions regarding this solicitation. This conference will be held at 43200 Maple St., Bldg. 105, Selfridge ANGB, MI 48045. Interested Contractors are “required” to attend the pre-bid conference. The site visit will be held immediately following the pre-bid conference.
2.1.2. Due to security conditions, all offerors must register to attend this conference and site visit. A Selfridge Base Access Request Form will be included with the solicitation package. Please return the access form at least three (3) days before site visit. Email the form for all attendees to David Brown at the following addresses:

2.1.3. This information must be provided in advance, not later than 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees.
Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary on the contractor’s part. However, failure to furnish all or part of the requested information may result in the Government’s denial of your access to the pre-bid conference. This information will be provided to the Base Security Forces who will authorize your entrance to the base.
2.1.4. Visitors must pick up their passes at the installation’s Visitor Center, outside the main entry gate prior to arrival. You will be required to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Driver’s License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable.
Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
2.1.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

3.2. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach offeror before the submission of their offer.

5. WAGE DETERMINATION
5.1. Davis Bacon Wage Rates are applicable to this project. Current prevailing wage determination(s) at time of issuance of this solicitation apply:
5.2. Applicable wage rates be found at http://www.wdol.gov/wdol/scafiles/davisbacon/MI91.dvb General Decision Number: MI160091 06/24/2016 MI91. In the event the current prevailing Wage Determination is changed by the Department of Labor prior to the closing date of this solicitation, it is the offeror’s responsibility to insure that the most recent wage determination is used in preparing the bid. An Amendment will not be issued prior to closing to change Wage Determination dates and/or numbers.
6. PROPOSAL EXPENSES AND PRE-CONTRACT COSTS
This IFB does not commit the Government to pay costs incurred in preparation and submission of initial and subsequent proposals or for other costs incurred prior to award of a formal contract.
7. REMOVAL OF SECTIONS AT TIME OF AWARD
Sections 00100 and 00600 and all exhibits will be physically removed as a result of an award, but will be deemed to be incorporated by reference in that award.
8. DISPOSITION OF UNSUCCESSFUL BIDS
In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids. The Government will destroy extra copies of unsuccessful bids. No destruction certificate will be provided.
9. INFORMATION REGARDING AVAILABILITY OF UTILITY SERVICES
It has been determined that all reasonable amounts of electricity and water where/if physically available, used in connection with this project will be furnished to contractor without cost. The offerors will take this into consideration when computing its offer. (FAR Clause 52.236-14, Availability and Use of Utility Services).
10. EXCEPTIONS
If the offeror takes exception to any of the requirements specified in this solicitation, the offeror shall clearly identify each such exception and include a complete explanation of why the exception was taken and what benefit accrues to the Government. All exceptions to the solicitation requirements (Sections 00010 through 00800) and supporting rationale shall be included in an addendum to the proposal and clearly labeled "Exceptions". An addendum is only required if the offeror takes exception to any requirement in the solicitation. (The Addendum does not have a page limitation, but shall only include information relevant to exceptions taken to the solicitation requirements.) The Government will assume an offeror takes no exceptions to any solicitation requirement if the offeror does not submit an Addendum identifying exceptions. Offerors are advised that solicitation requirements are not necessarily negotiable and such exceptions may render an offeror's proposal unacceptable and ineligible for award.
11. CLAUSES
11.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.

2. In accordance with FAR Provision 52.214-12, Preparation of Bids, bid package must be completed and hand carried by the contractor to the 127 MSC office prior to the time set for bid closing in paragraph 13.A. of the Standard Form 1442. Bid submission in any other manner WILL NOT be accepted.
3. By submission of its bid, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being determined unacceptable.
4. The electronic disk bid package shall include the following four separate attachments:
a. Attachment 1: Standard Form 1442 with BLOCKS 14-20 completed.
b. Attachment 2: Bid Guarantee in accordance with FAR Clause 52.228-1, Bid Guarantee.
c. Attachment 3: Provisions filled-in with required information. 52.204-8, 52.209-7, 52.222-22, 52.223-3, 52.209-7, 252.209-7992
5. Late bids will be handled in accordance with FAR Provision 52.214-7, Late Submissions, Modifications, and Withdrawal of Bids.

The formatted disk shall list the following information:

a. Each complete bid in response to this solicitation must be submitted individually/separately and must be properly identified. Selfridge ANGB, will not be responsible for electronic responses that are not submitted correctly and/or are improperly identified. If you submit an offer under an incorrect solicitation number, your offer will not be considered.
b. Files must be readable using Microsoft Office Word 2013 (or lower) or Adobe PDF (set to minimum 200 dots per inch).
c. DO NOT submit attachments in .ZIP files. Any bid package, or portion thereof, submitted as a .ZIP file will not be readable.
d. Do not password protect disks or disk files.
e. To avoid rejection of an offer, vendors must make every effort to ensure their electronic disk submission is virus free. Submissions, or portions thereof, which the automatic system detects the presence of a virus, or which are otherwise unreadable, will be treated as “unreadable” pursuant to FAR 14.406, Receipt of an Unreadable Electronic Bid, and be handled accordingly.
f. Do not assume electronic disk submission will be instantaneous. The file size and number of files to be uploaded will impact the length of time for processing. Offerors are required to ensure adequate time for Government receipt of the bid submission by the bid closing time.

PLEASE NOTE: 2PM LOCAL TIME IS THE PUBLIC BID OPENING TIME. All bids are required to be deposited by the contractor into the bid depository box not later than 2PM LOCAL TIME on Tuesday 16 August 2016 as stated in the Standard Form 1442 Block 13A. A Bid Bond is not required for this solicitation.
HAND DELIVERING OF BIDS
A bid depository is provided for hand carried bids and is located at 43200 Maple St., Bldg. 105, 127MSC Conference Room, Selfridge ANGB, MI 48045. Hand carried bids must be deposited in the depository by the contractor on or before the time established for opening of bids. Bidders are cautioned that they will be required to sign-in and obtain a visitor’s pass to enter the base and should allow at least one full hour’s time to accomplish this.
See instructions for obtaining access to the base in the Site Visit instructions. Follow the same instruction for obtaining entry to hand carry bid. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR Part 14.304.
The bid opening will occur at the time and date specified in Block 13 of the SF1442 at insert. All interested contractors and their subcontractors are strongly encouraged to attend the bid opening. The bid due time will end at exactly 2:00.00 PM LOCAL TIME . www.time.gov will be used as the official time and will be posted in the 127 MSC conference room during bid submission.
No other delivery methods for bids will be accepted. Only hand delivered bids deposited by the contractor in the bid depository at the 127 MSC office conference room will be considered for the public bid opening. As instructed in item 1, formatted disk versions are to be included on the day of the public bid opening. The electronic disk versions will not be accessed until after public bid opening. The disk files are for electronic records keeping only.

52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT--CONSTRUCTION MATERIALS (MAY 2014)
(a) Definitions. “Commercially available off-the-shelf (COTS) item,” “construction material,” “domestic construction material,” and “foreign construction material,” as used in this provision, are defined in the clause of this solicitation entitled “Buy American --Construction Materials” (Federal Acquisition Regulation (FAR) clause 52.225-9).
(b) Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.
(c) Evaluation of offers. (1) The Government will evaluate an offer requesting exception to the requirements of the Buy American statute, based on claimed unreasonable cost of domestic construction material, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph (b)(3)(i) of the clause at FAR 52.225-9.
(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.
(d) Alternate offers.
(1) When an offer includes foreign construction material not listed by the Government in this solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.
(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of the clause at FAR 52.225-9 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.
(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material. An offer based on use of the foreign construction material for which an exception was requested--
(i) Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding; or
(ii) May be accepted if revised during negotiations.

52.219-2 EQUAL LOW BIDS. (OCT 1995)
(a) This provision applies to small business concerns only.
(b) The bidder's status as a labor surplus area (LSA) concern may affect entitlement to award in case of tie bids. If the bidder wishes to be considered for this priority, the bidder must identify, in the following space, the LSA in which the costs to be incurred on account of manufacturing or production (by the bidder or the first-tier subcontractors) amount to more than 50 percent of the contract price.
(c) Failure to identify the labor surplus area as specified in paragraph (b) of this provision will preclude the bidder from receiving priority consideration. If the bidder is awarded a contract as a result of receiving priority consideration under this provision and would not have otherwise received award, the bidder shall perform the contract or cause the contract to be performed in accordance with the obligations of an LSA concern.
52.225-25 PROHIBITION ON CONTRACTING WITH ENTITIES ENGAGING IN CERTAIN ACTIVITIES OR
TRANSACTIONS RELATING TO IRAN--REPRESENTATION AND CERTIFICATIONS. (OCT 2015)
(a) Definitions. As used in this provision--
Person--
(1) Means--
(i) A natural person;
(ii) A corporation, business association, partnership, society, trust, financial institution, insurer, underwriter, guarantor, and any other business organization, any other nongovernmental entity, organization, or group, and any governmental entity operating as a business enterprise; and
(iii) Any successor to any entity described in paragraph (1)(ii) of this definition; and
(2) Does not include a government or governmental entity that is not operating as a business enterprise.
Sensitive technology--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
(b) The offeror shall email questions concerning sensitive technology to the Department of State at CISADA106@state.gov.
(c) Except as provided in paragraph (d) of this provision or if a waiver has been granted in accordance with 25.703- 4, by submission of its offer, the offeror—
(1) Represents, to the best of its knowledge and belief, that the offeror does not export any sensitive technology to the government of Iran or any entities or individuals owned or controlled by, or acting on behalf or at the direction of, the government of Iran;
(2) Certifies that the offeror, or any person owned or controlled by the offeror, does not engage in any activities for which sanctions may be imposed under section 5 of the Iran Sanctions Act. These sanctioned activities are in the areas of development of the petroleum resources of Iran, production of refined petroleum products in Iran, sale and provision of refined petroleum products to Iran, and contributing to Iran's ability to acquire or develop certain weapons or technologies; and
(3) Certifies that the offeror, and any person owned or controlled by the offeror, does not knowingly engage in any transaction that exceeds $3,500 with Iran's Revolutionary Guard Corps or any of its officials, agents, or affiliates, the property and interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (see OFAC's Specially Designated Nationals and Blocked Persons List at http://www.treasury.gov/ofac/downloads/t11sdn.pdf).
(d) Exception for trade agreements. The representation requirement of paragraph (c)(1) and the certification requirements of paragraphs (c)(2) and (c)(3) of this provision do not apply if—
(1) This solicitation includes a trade agreements notice or certification (e.g., 52.225-4, 52.225-6, 52.225-12, 52.225- 24, or comparable agency provision); and

RETRIEVAL SYSTEM--STATISTICAL REPORTING IN PAST PERFORMANCE EVALUATIONS (JUNE
2015)
(a) The Past Performance Information Retrieval System--Statistical Reporting (PPIRS-SR) application (http://www.ppirs.gov/) will be used in the evaluation of suppliers' past performance in accordance with DFARS 213.106-2(b)(i).
(b) PPIRS-SR collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier's performance history by Federal supply class (FSC) and product or service code (PSC). The PPIRS-SR application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased.
(c) The quality and delivery classifications identified for a supplier in PPIRS-SR will be used by the contracting officer to evaluate a supplier's past performance in conjunction with the supplier's references (if requested) and other provisions of this solicitation under the past performance evaluation factor. The Government reserves the right to award to the supplier whose quotation or offer represents the best value to the Government.
(d) PPIRS-SR classifications are generated monthly for each contractor and can be reviewed by following the access instructions in the PPIRS-SR User's Manual found at https://www.ppirs.gov/pdf/PPIRS-SR_UserMan.pdf.
Contractors are granted access to PPIRS-SR for their own classifications only.
