MEMORANDUM FOR RECORD

SUBJECT: Bid Opening for Solicitation W912JB-16-B-4007, Project No. VGLZ 162041: VGLZ 162041
HANGAR 35 INSTALL EPOXY FLOORING.
1. Bid opening held this date at the Contracting Division conference room commencing at: 2:00 PM in conjunction with subject Request for Proposal. For list of attendees see sign in sheet.
2. Contract Specialist David Brown explained the process, and Hugh Black from the government’s team for the project was in attendance. Steven Stocking was the Bid Opening Officer.
A. PROJECT DESCRIPTION: Provide and install a high performance medium non slip epoxy floor coating. The epoxy floor system shall be installed in accordance with manufacturer’s instructions or recommendations.
B. The contractor is responsible for all floor preparation and repairs prior to the installation.
C. The color for the floor is gray with a medium grit. Contractor to reinstall lines around eyewash and equipment.
D. The bldg. personal will move all the equipment out of the room.
3. Proposals are due NLT 16 August 2016 at 2:00PM local time. Offerors can hand carry bids to 127
MSC Lobby and deposit bids in a bid depository. Offerors are advised that this project is currently funded and that offers must be good for 60 days.
a. Magnitude of project is less than $25,000.00
b. After the notice to proceed is issued the project has a performance time of 30 calendar days for project completion.
c. A Site Visit will be held immediately after this pre-proposal conference at the construction site.
d. When amendments are issued they will be posted on FBO.
e. Payment Bond will not be required for this project based on Independent Government
Estimate. A Bid Bond is not required.
f. Liquidated damages are not applicable to this project.
g. Warranty of Construction clause is incorporated and applies to this project.
h. The most current wage determination is incorporated into the solicitation and will be made part of the resultant contract but it is the contractor's responsibility to keep track of the most current wage rate. Currently DBA Mod 04 dated 24 June 2016.
i. Safety measures are always a part of Government contracts and the Army Corp of
Engineers manual is incorporated in the contract.
j. RFI procedures were reviewed as follows:
i. Email technical questions in RFI format to the Contracting for resolution.
ii. All RFI questions and answers will be emailed out as soon as possible.
k. Please recall that only the Contracting Officer can approve changes such as price, schedule, specifications, and clauses with formal written notice typically in the form of a solicitation amendment or task order modification. Work undertaken regarding changes not formally approved by the Contracting Officer (save for COR approved no cost field changes) is at the Contractor’s risk.
l. This requirement is currently funded.
4. The project description was stated in the FBO IFB Synopsis Hangar 35 Install Epoxy Flooring notice sent out with the Notice of Solicitation Form on 13 July 2016.
5. It was explained prior to bid due time that Selfridge had a network outage that didn’t allow for the display of www.time.gov as called for in the solicitation package. One contractor at the bid opening was able to provide their cell phone with the time.gov site, and it was displayed on the bid opening table. Five (5) bids were received, and 5 bids were read.
6. The bid opening concluded at 2:15pm on Tuesday 16 August 2016.
