QUESTIONS
All questions should be submitted using Pre-Bid Inquiry Format to BOTH points of contact listed above and must be received no later than FRIDAY 13 May 2016 AT 1600 HOURS EST. Questions received after this time may not be answered. All questions and answers will be posted on www.fbo.gov under the solicitation announcement.
1. SCOPE
1.1. You are invited to submit a proposal in response to our Invitation for Bids IFB W912JB-16-B-4000
Project Number VGLZ 162008, at Selfridge ANGB, MI. As a result of this solicitation, the Government intends to award a single Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors and subfactors in the solicitation.
1.2. This solicitation is set-aside 100% for small businesses.
2. NOTICE OF PRE-PROPOSAL CONFERENCE
2.1.1. A pre-proposal conference will be conducted on 9 May 2016 at 2pm for the purposes of briefing on the proposal requirements and answering questions regarding this solicitation. This conference will be held at 43200 Maple St., Bldg. 105, Selfridge ANGB, MI 48045. Interested Contractors are required to attend the pre-bid conference. The site visit will be held following the conference.
2.1.2. Due to security conditions, all offerors must register to attend this conference and site visit. A Selfridge Base
Access Request Form will be included with the soliciation package. Please return the access form at least three (3) days before site visist. Email the form for all attendees to David Brown at the following addresses:

2.1.3. This information must be provided in advance, not later than 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. (2) Valid Driver’s License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
2.1.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

5. WAGE DETERMINATION

In the event the current prevailing Wage Determination is changed by the Department of Labor prior to the closing date of this solicitation, it is the offeror’s responsibility to insure the most recent determination is used in preparing the bid. An Amendment will not be issued prior to closing to change Wage Determination dates and/or numbers.
6. PROPOSAL EXPENSES AND PRE-CONTRACT COSTS
This IFB does not commit the Government to pay costs incurred in preparation and submission of initial and subsequent proposals or for other costs incurred prior to award of a formal contract.
7. REMOVAL OF SECTIONS AT TIME OF AWARD
Sections 00100 and 00600 and all exhibits will be physically removed as a result of an award, but will be deemed to be incorporated by reference in that award.
8. DISPOSITION OF UNSUCCESSFUL BIDS
In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids. The
Government will destroy extra copies of unsuccessful bids. No destruction certificate will be provided.
9. INFORMATION REGARDING AVAILABILITY OF UTILITY SERVICES
It has been determined that all reasonable amounts of electricity and water where/if physically available, used in connection with this project will be furnished to contractor without cost. The offerors will take this into consideration when computing its offer. (FAR Clause 52.236-14, Availability and Use of Utility Services).
10. EXCEPTIONS
If the offeror takes exception to any of the requirements specified in this solicitation, the offeror shall clearly identify each such exception and include a complete explanation of why the exception was taken and what benefit accrues to the Government. All exceptions to the solicitation requirements (Sections 00010 through
00800) and supporting rationale shall be included in an addendum to the proposal and clearly labeled "Exceptions".
An addendum is only required if the offeror takes exception to any requirement in the solicitation. (The Addendum does not have a page limitation, but shall only include information relevant to exceptions taken to the solicitation requirements.) The Government will assume an offeror takes no exceptions to any solicitation requirement if the offeror does not submit an Addendum identifying exceptions. Offerors are advised that solicitation requirements are not necessarily negotiable and such exceptions may render an offeror's proposal unacceptable and ineligible for award.

12. INSTRUCTIONS FOR CALCULATION OF PERFORMED WORK IAW "Limitations on
Subcontracting" (FAR 52.219-14)
A. Identify what parts of the project will be "self-performed" by in-house forces and the related cost for each part, as defined below. Provide and illustrate the calculation for "percent of self-performed work", in accordance with the definitions below. The calculation of self-performed shall be furnished by the Contract as part of its proposal.
B. Definitions regarding self-performance of work by the Prime Contractor, in accordance with Contract Clause:
"Limitations on Subcontracting" (FAR 52.219-14):
a. The work in this contract is “mechanical construction” for purposes of Contract Clause "Limitations on
Subcontracting"
b. Self-performed work" generally includes costs for: mobilization and utilization of owned or rented plant and equipment to be operated by the contractor's own employees and labor associated with the aforementioned equipment; contractor's own labor to fabricate or to install materials into the finished construction; performance by the contractor's own employees of design work, land surveys and other engineering or technical specialist services required by the contract; supplies to directly support the aforementioned work to be accomplished by the contractor's own employees; and the contractor's own job overhead costs. Contractor markups for profit, general and administrative overhead, bonds, or other indirect costs on "self-performed" or subcontracted work are not "self-performed work" and are to be excluded from "total cost of the contract" for calculation purposes. Rental of plant or equipment for operation by subcontractors is not "self-performed work" but shall be included in the "total cost of the contract" for calculation purposes . Cost of materials to be incorporated into the work and supplies to support other than construction by the contractor's own employees are excluded from the above definition. Do not include these costs in the calculation.
c. "Total cost of the contract" means the total direct (variable, fixed, one-time and semi-variable) costs to the contractor, including jobsite overhead costs but excluding the cost of any materials to be incorporated into the work, to construct the project. It generally includes the cost of all self-performed work, as defined above, and all supplies and subcontract costs. The cost of subcontractor furnished materials will be excluded only to the extent that they can be segregated and identified in the subcontractors' proposals.
d. "Percent of self-performed work" is calculated by dividing the above defined cost of "self-performed work" by the "total cost of the contract" and multiplying the result by 100%.”

2. Bid submission in any other manner or to any other email
WILL NOT be accepted. Limit the electronic bid package size to 5MB; bid packages greater than 5 MB run the risk of not transmitting through the server.
3. By submission of its bid, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being determined unacceptable.
4. The electronic bid package shall include the following four separate attachments:
a. Attachment 1: Standard Form 1442 with BLOCKS 14-20 completed.
b. Attachment 2: Bid Guarantee in accordance with FAR Clause 52.228-1, Bid Guarantee.
c. Attachment 3: Calculation of self-performed work in the format provided in Section 00100 Paragraph 12.

52.222-23 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL
EMPLOYMENT OPPORTUNITY FOR CONSTRUCTION (FEB 1999)
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance
Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

(d) The Contractor shall provide written notification to the Deputy Assistant Secretary for Federal Contract
Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the --
(1) Name, address, and telephone number of the subcontractor;
(2) Employer's identification number of the subcontractor;
(3) Estimated dollar amount of the subcontract;
(4) Estimated starting and completion dates of the subcontract; and
(5) Geographical area in which the subcontract is to be performed.
(e) As used in this Notice, and in any contract resulting from this solicitation, the "covered area" is

52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT--CONSTRUCTION MATERIALS (MAY 2014)
(a) Definitions. “Commercially available off-the-shelf (COTS) item,” “construction material,” “domestic construction material,” and “foreign construction material,” as used in this provision, are defined in the clause of this solicitation entitled “Buy American --Construction Materials” (Federal Acquisition Regulation (FAR) clause
52.225-9).
(b) Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.
(c) Evaluation of offers. (1) The Government will evaluate an offer requesting exception to the requirements of the
Buy American statute, based on claimed unreasonable cost of domestic construction material, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph
(b)(3)(i) of the clause at FAR 52.225-9.
(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.
(d) Alternate offers.
(1) When an offer includes foreign construction material not listed by the Government in this solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.
(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of the clause at FAR
52.225-9 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.
(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material. An offer based on use of the foreign construction material for which an exception was requested--
(i) Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding; or
(ii) May be accepted if revised during negotiations.
