STATEMENT OF WORK

FOR

VGLZ 162008

INSTALL HEATERS – BLDG. 1427

Selfridge Air National Guard Base, Michigan

The contractor shall provide and install heaters and furnaces in Bldg. 1427. For the heaters this is to include but not limited to combustion air intakes, vents, hanging materials, and thermostats. For the furnaces this is to include minor ductwork modification, air conditioning unit, and connection to existing gas and electrical. Contractor is responsible for all remaining work effort in order to provide an acceptable final product that meets the requirements of this Statement of Work (SOW) and drawings. All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws, regulations, and codes, ANG policies and regulations, MATOC Specifications, and the SOW as outlined below:

1. The tasks of this SOW are:

a. Provide natural gas fired infrared tube heaters in bldg. 1427. The installation locations are shown on sheet M-1 of the attached drawings. Mount the tube heaters as high as possible while following the roofline. Install the heaters per the manufacturer’s specifications.

b. Provide natural gas fired, power vented unit heaters above the two office areas as shown on sheet M-1.

c. The sizing requirements of the heaters are listed on sheet M-2 of the attached drawings.

d. Connect all heaters to the existing natural gas line in the building. All natural gas piping and connections shall be provided by the contractor.

e. Provide combustion air intake and ducts as required. They shall be side wall and installed per manufacturer’s specifications.

f. Provide exhaust and vents for the infrared heaters. They shall be side wall and done per manufacturer’s specifications.

g. The new unit heaters shall reuse existing venting left from previously removed unit heaters.

h. Provide all required electrical connections for a properly operating system.

i. Any penetrations through the building shall be properly sealed to prevent water and air infiltration.

j. Provide manufacturer specified/recommended thermostats to control the heaters.

Thermostats shall be field located with Government’s approval.

k. Remove and dispose of offsite three forced air furnaces (FAF) and associated outside condensing units (ACCU).

l. Provide three new forced air furnaces per the plans. Connect them to the existing electrical and natural gas connections. Modification of existing ductwork where the furnaces are to be installed shall be the contractor’s responsibility. The furnaces shall be installed with associated air condition condensing units and cooling coils. The ACCUs shall be installed on equipment pads with pea gravel surrounds per the Vision 2020.

Fencing around the units is not required. Safety switches shall be installed at each piece of mechanical equipment or be integral to that piece of equipment. New condensate pumps shall be provided at each new furnace. Reuse of existing condensate piping is acceptable. The system shall be installed with an air side economizer that will operate when the outside air temperature drops below a specified point. Provide manufacturer specified/recommended thermostats to control the furnaces. Thermostats shall be field located with Government’s approval.

2. General Repair guidelines include, but are not limited to the following specifications and regulations:

a. APPLICABLE STANDARDS: Latest published versions shall be used.

b. Mechanical systems – ASHRAE and SMACNA Standards, Including ASHRAE 90.1.

c. National Electric Code, NFPA No. 70

d. National Electric Safety Code (ANSI C2).

e. National Fire Protection Association (NFPA 101) Life Safety Code.

f. International Building Code (IBC).

g. Uniform Federal Accessibility Standard (UFAS)

h. International Mechanical Code (IMS).

i. International Plumbing Code (IPC).

j. Applicable State, City and County codes and regulations.

k. ANG Design Policy -Tab D, ANG ETL 01-1, Jan 2003 (Revised March 2004)

l. Vision 2020 standards

m. Occupational Safety and Health Administration standards

n. Michigan Occupational Safety and Health Administration standards

3. Stamped drawings by a Professional Engineer (P.E.) or a Registered Architect (R.A.) are not required for this project.

4. Hardware and equipment shall be comprised of new products the manufacturer is currently manufacturing, have spare parts available for at least five years after completion of contract.

5. Operation and Maintenance Manuals shall be provided, to include (but not limited to) spare parts list, operator’s manual, and contractors’ contact information. Include 3 binders to contain all the information/ warranties and one electronic copy.

6. Warranty: Contractor shall provide a one year warranty on workmanship of the entire project in addition to any manufacturer’s warranty on materials installed. The contractor will provide any commercial warranty on materials or equipment included in the construction that exceeds this one-year, all-inclusive warranty. The commercial warranty will be issued to the Government.

7. Submittals: Material submittals shall be submitted, reviewed, and approved prior to installation.

The Government will review the submittals and provide comments/approval within 10 days. All comments shall be addressed prior to beginning work. Also, any shop drawings that are required shall be submitted for Government review. The shop drawings review will be returned to the contractor within 10 days. Refer to AF Form 66 for any additional submittals.

8. There will be a site visit, prior to award to allow for site investigation. Any site visits post award shall be coordinated with the Government.

9. Record drawings may be provided to the contractor as a courtesy at the discretion of the Government, but their accuracy is not guaranteed. The contractor shall do his own field investigations of the utilities and other items in the area and base his work accordingly. The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract. These record drawings bear no such representation or understanding.

10. Contractor shall conduct an intensive field survey of all existing conditions. The contractor should survey existing conditions and correlate their work requirements accordingly. Contractor shall verify all dimensions, calculations and code requirements for all elements of work. The contractor is ultimately responsible for constructability and providing a complete and usable product at the completion of the project.

11. The disturbance of Asbestos-Containing Building Material (ACBM) is not anticipated during this project. However, if suspected ACBM is encountered, work in the immediate vicinity must stop and the Contracting Officer (CO) notified. After consultation with base personnel, the CO will direct further action to be taken. Work should proceed uninterrupted in unaffected areas of the project.

12. The presence of lead on painted surfaces is not expected.

13. Period of Performance shall be 60 calendar days from notice to proceed.

14. The contractor shall submit to the Contracting Officer a coordinated schedule indicating the sequence of operations for review prior to commencement of the work. Currently base is open from Monday thru Friday 0700-1700 only. Any work outside these hours and on Federal Holidays must be requested at least 72 business hours in advance and then approved by the contracting officer. The federal holidays are listed below:

a. January 1 st

– New Year’s Day

b. Third Monday in January – Martin Luther King Jr. Day

c. Third Monday in February – Washington’s Birthday

d. Last Monday in May – Memorial Day

e. July 4 th

– Independence Day

f. First Monday In September – Labor Day

g. Second Monday in October – Columbus Day

h. November 11

– Veterans Day

i. Last Thursday in November – Thanksgiving Day

j. December 25

– Christmas Day

15. The facility will be occupied during this project. The Contractor shall fully cooperate with the other contractors and with Government employees and shall carefully adapt scheduling and performing the work under this contract to accommodate the additional work (of others), heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees.

16. Temporary utilities (power, HVAC, lighting, etc) will not be required to support building use and functions during this project.

17. Egress: Do not close or obstruct walkways, corridors, or other occupied facilities without written permission from the contracting officer.

18. Life Safety

a. When demolition occurs in or near an occupied space, measures must be taken to protect the indoor air quality, reduce noise, limit vibration from cutting or chopping, reduce odors emanating from demolition debris, and mitigate dust infiltration from airborne particles and foot traffic.

b. Use water mist, temporary enclosures, and other suitable methods to limit dust and dirt rising and scattering in the air. Do not use water when it may damage existing construction or create hazardous or objectionable conditions such as ice, flooding, and pollution. Remove decayed, vermin-infested, or otherwise dangerous or unsuitable materials, and promptly dispose of them off-site. Maintain adequate ventilation when using cutting torches.

c. Avoid unsightly conditions by cleaning adjacent structures and architectural finishes.

Eliminate tractable dirt by wet-mopping floors and wiping down walls and doors of the demolition enclosure. Provide walk-off mats from the area of work to prevent dust from being tracked onto adjacent floor finishes. Do not use public corridors, lobbies, or hallways as staging areas. Damage to adjacent construction during demolition must be repaired and restored within 48 hours by the contractor.

19. Locate, identify, disconnect, and seal or cap off any utilities as necessitated by the project. Do not interrupt existing utilities serving occupied or operating facilities unless authorized in writing by the contracting officer. Arrange to shut off indicated utilities with respective providers. Provide at least 72 hours’ notice to the government if a shutdown of service is required during the changeover. Maintain services to remain and protect them against damage during the project.

20. At the conclusion of the project the Contractor will be responsible to compile and furnish to the Government, DD Form 1354, "TRANSFER AND ACCEPTANCE OF MILITARY REAL

PROPERTY”, indicating all costs and quantity data of materials and systems furnished and installed. A draft DD1354 showing a list of items for which the costs and quantity data is required will be furnished to the Contractor.
