About this file
This document is a justification for a sole source award for a fire detection and suppression system as part of a construction project for the Hawaii Air National Guard. The project involves repairs to Building 3408 at Joint Base Pearl Harbor Hickam and requires the Det-Tronics Eagle Quantum Premier Fire Detection/Releasing System due to Air Force standards for integrated systems. Using the same brand ensures seamless integration, reduces maintenance and training costs over the facility lifecycle, and allows for a manageable spare parts inventory. The solicitation for the overall construction project will be a small business set-aside competitive request for proposal with an estimated award date in June 2019.

Control No. 19-0004
Justification and Approval for Other than Full and Open Competition Justification
1. Contracting Activity:
U.S.P.F.O for Hawaii (W912J6) 91-1179 Enterprise Ave Kapolei, HI 96707-2150
2. Description of Action: A new competitive firm fixed price construction contract which includes “Brand name only” components listed below, which will be awarded using MILCON ANG funding.
3. Description of Supplies/Services: Repair Fire Suppression B3408 (Project No.KNMD162546) in support of the Hawaii Air National Guard (HIANG) at Joint Base Pearl Harbor Hickam (JBPHH), HI that includes the “Brand Name” component below:
a. Det-Tronics Eagle Quantum Premier Fire Detection/Releasing System. HQ Air Force Civil Engineer Center (AFCEC) hangar Fire Protection Engineer (Subject Matter Expert) for all Air Force hangars requires each base to utilize HEF generator systems. The use of Det-Tronics Eagle Quantum Premier Fire Detection/Releasing System for the HIANG enables the installation to integrate the newly constructed addition into the existing building and have seamless and systematic management for the Fire Detection/Releasing System on the campus The Releasing Service Fire Alarm Control Unit (RSFACU) will be of the same manufacturer as the currently installed and functional system in Building 3408 to which the proposed addition in connecting. Providing a single RSFACU vendor allows for seamless integration between the facilities, reduced system maintenance costs and upkeep, reduced requirements for storage space, significantly reduced the risk of system failure by introducing the incorrect controls into a connecting system. The current government estimated direct material cost of the brand name component listed is
4. Authority Cited: The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.203-1, Only one responsible source and no other supplies or services will satisfy agency requirements – it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
5. Reason for Authority Cited: HQ Air Force Civil Engineer Center (AFCEC) hangar Fire Protection Engineer has national standards for installation of High Expansion Foam (HEF) systems for all new or renovated hangars. The requirement is in response to mitigating the risk of repeated false alarms and inadvertent discharges of the system. This HIANG requirement will reduce the risk of accidental aircraft damage, unnecessary cleanup and lost mission or aircraft down time and allow for systematic management of these systems in Building 3408 and all other hangars for the HIANG.
Maintenance and repair training for these systems is brand name specific, and it is necessary to integrate the addition to Building 3408 and facilitate the seamless communication between the HIANG facilities and the Joint Base Pearl Harbor Hickam base host facilities as well as allow for spare parts compatibility and reduce storage and efficient training requirements. With multiple brand names, the end user of the facility would need to be trained on how to utilize, maintain, and repair all the different systems. The costs over the lifecycle of the facility would also be increased for service and annual maintenance.
The Base Civil Engineer spare parts inventory will remain manageable will all systems of the same brand name. Also, for every brand name specified, a different software system is required; resulting in additional costs to the government for the purchase and maintenance of each system. By using the aforementioned systems listed in this document, communication and compatibility issues will be alleviated and result in a fully integrated and functioning base wide system. Having the same brand name on all required systems would be the most cost effective solution for the government.
6. Efforts to Obtain Competition: The solicitation being issued will be a total small business set aside competitive Request for Proposal. The brand name components represent a small portion of the overall construction project that is being competed.
7. Actions to Increase Competition: The solicitation being issued will be a total small business set aside competitive Request for Proposal. The brand name components represent a small portion of the overall construction project that is being competed.
8. Market Research: The following market research techniques (FAR Part 10) were conducted within the previous 12 months:
a. Contacted knowledgeable individuals in the Government, including the HIANG
Base Civil Engineer and Deputy Base Civil Engineer, and industry regarding the market capabilities to meet the requirements.
b. Querying the Government wide database of contracts and other procurement instruments intended for use by multiple agencies that provide information relevant to agency acquisitions. Search of www.fbo.gov indicated within the last 12 months that other agencies, such as Department of Army National Guard Bureau 145 MSG/MSC NCANG, Department of the Air Force Pacific Forces 354 CONS, Department of the Navy Naval Supply Systems Command NAVSUP Fleet Logistics Center Jacksonville Corpus Christi Office and Department of the Navy Naval Facilities Engineering Command NAVFAC Pacific have also posted similar justifications for brand name requirements for their applicable construction contracts.
There are no know alternative systems that are fully compatible with the systems based on lessons learned from previous similar construction projects and expert judgement by subject matter experts and the experience of the HIANG and Air Force.
9. Interested Sources: To date, no other sources have written to express an interest.
There are no known alternative systems that are fully compatible with the aforementioned systems based upon lessons learned and expert judgement by the subject matter experts and experience of the Hawaii Air National Guard, National Guard Bureau, and Air Force.
The notice of intent to sole source will be posted to www.fbo.gov within the next thirty calendar days as part of the construction pre-solicitation notice.
10. Other Facts: The selection of these systems has been used on all previous construction contracts accomplished at JBPHH for the HIANG. Consistency of the systems is required to:
a. Ensure facility security on the installation
b. Ensure seamless integration and communication of HIANG facility to
JBPHH host systems
c. Reduce maintenance costs over the lifecycle of the facility
d. Reduce training costs and requirements for end users
e. Reduce response time in emergency situations
f. Reduce spare parts stock costs for HIANG
This justification will be posted with the solicitation of the construction project.
