1 SECTION 00 90 01,

Item 2. TYPE OF

TASK ORDER. SF

1442 Block 10

Seed RFP states “The Government contemplates the issuance of a firm fixed-price Design- Build (D-B) construction task order as a result of this Request For Proposal (RFP)” while the SF1442 states “Multiple Award Task Order Contract (MATOC) for Design-Bid-Build (DBB) Construction Services, Okinawa, Japan”, please clarify if Seed Project is D-B-B.

Seed project is D-B-B. See revised Section 00 90 01, Paragraph 2 attached to Amendment No. 0002.

2 Item 8, SF 1442, Solicitation Page

In SF 1442, it states "Hand-carried proposals shall be delivered to Room 147, however, in SECTION 00 2100, page 10 states "For bids/offers addressed to Camp Foster" please advice which statement we should follow.

Proposals shall be delivered to Camp Zama. See revised Section 00 21 00, Paragraph 1 attached to Amendment No.

0002.

3 SECTION 00 91 01,

Seed Project RFP, It states "The Government contemplates the issuance of a firm fixed-price Design- Build (D-B) construction task order as a result of this Request For Proposal (RFP)." in this section, however, from what we see in the documents, we assume it is actually a design-bid-build project. Please clarify.

Seed project is D-B-B. See revised Section 00 90 01, Paragraph 2 attached to Amendment No. 0002.

4 SECTION 00 22 16,

2.2.1. FACTOR I,

PAST

EXPERIENCE,

Solicitation Page 38

It states "The Government will evaluate the Offeror’s construction past experience on relevant projects to assess~" . We would like to confirm if the offeror shall show their ability to perform various projects under MATOC contract, not their ability to perform seed project in this section.

As stated in the referenced paragraph, "The Government will evaluate the Offeror’s construction past experience on relevant projects to assess the Offeror’s ability to complete task order requirements under this contract..." The term "contract" in the foregoing language is referring to the MATOC contract.

Please advise.

Non-fusible, the feeder is already protected by a 250A breaker. See revised keynote in sheet E-602 attached to Amendment No. 0006.

67 Regarding the excavation level, may we confirm current GL as the design GL?

Current GL is not the design GL, see existing and new shown on CS301 &

CS302.

68 There are no specification for the hot weather concrete work. May we confirm that it is applied or not applied based on contractor`s observation?

It is applied. Both ACI 305R (2010) Guide to Hot Weather Concreting and ACI 305.1 (2006) Specification for Hot Weather Concreting are present throughout the various concrete specifications.

69 Do we discard excavated waste soil off the base or you provide us specific location within the base? Please advise.

Clean soil disposal is noted on G-101.

70 Section 03 30 00.00

Spec section 03 30 00.00 10 states concrete strength to be 27MPa. Is this specification applied to all foundation, floor and ground? Is slump 15cm?

Concrete strength of 27MPA is applied to concrete placed in all locations. Slump will be determined by the mix design that will be submitted for review as required in Spec.

71 Section 05 12 00 Spec section 05 12 00 page 8 states 2.5 Galvanizing and 2.6.2 states shop primer zinc rich primer. Can we apply Galvanizing only instead of both? If the zinc rich primer is required at particular locations, please advise where.

Steel members shown on structural sheets are galvanized; zinc shop primer is not required for galvanized members.

72 Drainage system (route) for the roof is not indicated and cannot be confirmed.

Please show the drains and gutter/downspout.

As shown in Section B1 on sheet A-303 and in Detail D4 on sheet A-501, the concrete gutter along the bottom edge of the CAB roof does not have end caps, by design. This does not allow entrainment of the rain water for drainage down a rain leader/downspout. Additionally, note in Section B1 on sheet A-303, requires the gutter to slope from the center towards each end for drainage (sheet coordinate D-4).Thus, the rainwater will drain out the ends of the gutter. The rainwater will discharge off the side of the tower or onto the Upper OLS level (as can be seen on Plan C4 on sheet A-102).

73 A-603 There are two differernt type of finish material for the floor SCF-1 indicated as option 1 and 2 in the finish schedule A603. May we confirm that option 1 is applied?

74 A-602 May we confirm that the width of the window type W1 to 3 is 13850? Please clarify and confirm.

Please follow information listed on sheet A-602.

75 A-602 May we confirm that the dimension of the window type W4 is W1550xH1050?

Please clarify and confirm.

Please follow information listed on sheet A-602.

76 A-602 Finish of the window type W1 to 4 is unclear. Please advise.

Refer to specification 08 44 00, para.

2.1.1.4 Finish.

77 Section 32 13

13.43 para

1.3.1.1 Batching and

Mixing Plant

Specification requires Batching and mixing plant to be 100m3 per hour, however is it possible to use ready mix concrete plant in the IE island which is 90m3/h?

Concrete amount for this project is estimated to be approximately 800m3, and the work can be accomplished without required 100m3/h. Portable batcher plant size is typically 20m3/h. Do you really require large size 100mx/h concrete plant for approximately 2 days work? this will create a large cost.

This requirement is in the specification to ensure the following:

3.4 Concrete Production - "Batching, mixing, and transporting equipment shall have the capacity sufficient to maintain a continuous, uniform forward movement of the vibrating truss. Concrete transported in truck mixers shall be completely deposited in front of the vibrating truss within 90 minutes from the time the cement has been discharged into the mixer drum of the plant or truck mixer."

Note: The above is also a requirement in the specification Section 32 13 11.

Therefore, the requirement stands. After award, if the contractor can demonstrate that the specification can be met with the local plant then a proposal can be submitted under the Value Engineering Change Proposal Clause 52.248-3.

78 Section 32 13 13.43 para 1.3.1.1

1.5.1 requires Conctractor Quality Staff ACI, however ACI qualified staff is hard to find and expensive. Could you provide us equivalent Japanese standards?

An equivalent Japanese Standard will not be provided. However, after award, the contractor can request a variation in accordance with Section 01 33 00.70 33 and FAR clause 52.236-21.

79 Is it possible for you to provide us land for establishing temporary accomodation building for our workers? It is expected that accomodation for our workers becomes difficult as the number of logdes are limited in the island. The expenses for utilities including electricity and water and connection work will be covered by us.

Land on the US Government Installation will not be available for use for temporary lodging. Contractor's access to the installation will be restricted to the work hours as specified in the contract (Section 01 11 00.70 33). Variation of work hours may be approved by the Contracting Officer.

80 Section 32 13 13.43 Para. 2.2

The specification for the coarse aggregate calls for certain US standards and US manufacturer under para. 2.2.2.1 and It is difficlut to find equivalent Japanese product for it. Importing coarse aggregate from US creates a high cost and risk for the schedule delay. Is it possible to use Japanse product instead?

See revised Section 32 13 13.43 attached to Amendment No. 0008. The sources listed in this spec are the only sources known to have passed NAVFAC EXWC’s high temperature testing protocol.

81 Dwg. G102 Environmental note

Dwg. indicates "UXO may exist at site".

Could you provide us more detailed information for the safety of our workers?

UXO is a general possibility anywhere in Okinawa including Ie-Shima due to the battle of Okinawa in 1945. There is no additional information available. For Safety Purposes this drawing (G102) also requires magnetic inquiry scanning for every 1Meter of depth. This will allow the contractor to see if their may be UXO in an area prior to digging.

82 It also states "perform magnetic inquiry".

It is not clear if this is performed by the Government or contractor. In case it is to be conducted by the contractor, please provide specific area for the testing for cost estimation.

We assume you are referring to "Environmental Notes 1 and 2 on Sheet G102. These notes do not indicate any work is to be performed by the Government. As with anywhere else in this drawing set, instructions are directed to be performed by the Contractor unless noted as being performed by the Government. The Contractor shall perform the Magnetic Inquiry and as specified in Note 2, any area to be excavated shall be swept.

83 Dwg. G102 Environmental note

Please confirm that Historic and Cultural Resources Analysis will be conducted by the Government.

Yes an analysis has been performed and thus it was found that resources exist on site. Per Environmental Note #4 on G102, the Contractor shall coordinate with Env CRM for any required mitigation for the sensitive areas listed in the box in the lower right hand corner of sheet G102.

Please confirm the premium for performance bond paid by the Contractor will be reimbursed to the Contractor. Also, please show procedures on how the reimbursement claims can be made through the monthly payment requests.

Costs for any performance bond should be included in the price proposed on the applicable task order proposal. A contractor may request reimbursement for paid performance bond premiums in accordance with FAR 52.232-5.

Procedure can be coordinated after award of a task order.

87 Section 00 90 01

2. Type of Task Order

This section states “a firm-fixed-price Design-Build (D-B) construction task order”, However, design work is not incorporated within this task order.

Please confirm “Design-Build (D-B)” should be corrected and state “Design- Bid-Build (D-B-B)”.

Design-Bid-Build (D-B-B) is correct. See response to Question 1 and 13.
