(1) The Government may require and direct the Contractor to provide performance bond protection when individual task orders are issued.

(2) Task orders priced at or under ¥16,500,000 do not require a performance bond.

(3) For task orders requiring a performance bond, the Contractor shall furnish to the

Government all executed bonds (Standard Form 25), including any necessary reinsurance agreements, to the Contracting Officer, within seven (7) calendar days from the date of receipt of the task order, or otherwise specified by the Contracting Officer, but in any event, before starting work through issuance by the Contracting Officer of a Notice to Proceed (for each task order).

22. PAYMENTS UNDER TASK ORDERS

a. PROGRESS PAYMENTS: In accordance with the clause entitled “PAYMENTS UNDER FIXED PRICE CONSTRUCTION CONTRACTS”, FAR 52.232-5, payments to the Contractor shall be made for the actual quantities of work performed by the Contractor and accepted by the Government under specific TASK ORDERS issued by the Contracting Officer or his/her authorized representative. Solely for the purpose of the aforementioned clause, each TASK ORDER shall be considered a separate division of the work.

b. FINAL PAYMENTS:

(1) Upon satisfactory completion by the Contractor and acceptance by the Contracting Officer of the work done by the Contractor under individual task orders, the Contractor shall be paid the balance of any money due for the work under that TASK ORDER, including any retained percentages relating to that order.

(2) Notwithstanding any other provision in this contract, before final payment of each task order issued under this contract, or before settlement upon termination of the task order, and as a condition precedent thereto, the Contractor shall execute and deliver to the Contracting Officer, a release of claims against the government arising under or by virtue of task orders under this contract, other than any claims that are specifically excepted by the Contractor from the operation of the release in amounts stated in the release. [0236-4515-rqt Jun 97]

23. AWARD OF TASK ORDERS UNDER MULTIPLE AWARD CONTRACTS

a. More than one contract is being awarded for the same scope of work as this contract.

Each contractor will be afforded a fair opportunity to be considered for each task (or delivery) order in excess of the YEN equivalent of $3,500, unless one of the conditions in paragraph (d) below applies.

00 73 00 – 14

b. The Government reserves the right to issue additional solicitations and award additional contracts within the region covered by this contract.

c. The Government will consider one or more of the following factors when evaluating contractor’s proposals for each task order:

(1) Proposed price

(2) Proposed schedule

(3) Proposed technical details/solution

(4) Past performance

(5) Innovation proposed in design

The Government will identify all factors and the relative weight of the factors in the RFP for each task order.

d. In accordance with FAR 16.505(b)(2), awardees need not be given an opportunity to be considered for a particular order in excess of the YEN equivalent of $3,500 under multiple delivery order contracts or multiple task order contracts if the Contracting Officer determines that-

(1) The agency need for such supplies or services is such urgency that providing such opportunity would result in unacceptable delays;

(2) Only one such awardee is capable of providing such services required at the level of quality required because the services ordered are unique or highly specialized;

(3) The order should be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to a task order already issued under this contract, provided that all multi-awardees were given fair opportunity to be considered for the original order; or

(4) It is necessary to place an order to satisfy a minimum guarantee.

e. If the contractor believes it was not fairly considered for a particular task order (or delivery) order, the contractor may present a complaint to the Contracting Officer. The contractor may appeal the explanation or decision of the Contracting Officer to the USACE Ombudsman. The following individuals have been appointed as primary ombudsman and secondary ombudsman respectively for USACE.

There are 21,672 of 12 ft x 2ft sheets and 1512 of 6 ft x 2 ft sheeets. AM2 matting shall be salvaged. Deconstruct the AM2 matting under the supervision of USMC. Mats shall be sorted as serviceable or non-serviceable and stored as directed by the Contracting Officer.

The contractor will be responsible for movement of all AM-2 to stagging area near tower of the C-130 runway. No AM-2 will remain with the contractor or be disposed of by the contractor.

3.1.4.1 AM2 General Information

AM2 matting is a system of interlocking aluminum panels used to cover staging areas and taxiways on forward operating airfields also referred to as Expeditionary Airfield Systems (EAF). Each full sheet is 12'X2' and weighs 150 lbs. A half sheet is 6'X2' and weighs 75 lbs. Thickness is 1.5".

A full row consists of 4 full and 1 half sheet, offset so they are staggered.

Laid from right to left with each sheet locked to gather be locking bar which is removed by using vice-grips and 2lb hammer. The sides of the mat panels are constructed to interlock with a rotating motion. The end connectors are arranged with the prongs up on one end and down on the other (fig. 11-1, section A-A). By placing the end connector of one mat properly over the end connector of the previous mat, you can form a continuous layer of matting. A flat-locking bar is then inserted into the slot common to the two mats to form a nonseparable joint.

See attached diagram.

3.1.4.2 Installation Responsibilities

* Detachment of all deck lighting attached to the AM-2 surface.

* Detach edge clamps and pulls stakes.

PART 3 EXECUTION

3.1 INSTALLATION

Joint locations and details, including materials and methods of installation of joint fillers and waterstops, shall be as specified and indicated. In no case shall any fixed metal be continuous through an expansion or contraction joint.

3.1.1 Contraction Joints

Contraction joints may be constructed by inserting tempered hardboard strips or rigid PVC or HIPS insert strips into the plastic concrete using a steel parting bar, when necessary, or by cutting the concrete with a saw after concrete has set. Make joints 3 mm to 5 mm wide and extend into the slab one-fourth the slab thickness, minimum, but not less than 25 mm.

3.1.1.1 Joint Strips

Provide strips of the required dimensions and as long as practicable.

After the first floating, groove the concrete with a tool at the joint locations. Insert the strips in the groove and depress them until the top edge of the vertical surface is flush with the surface of the slab. Float and finish the slab as specified. Working of the concrete adjacent to the joint shall be the minimum necessary to fill voids and consolidate the concrete. Where indicated, saw out the top portion of the strip after the curing period to form a recess for sealer. Discard the removable section of PVC or HIPS strips and leave the insert in place. Maintain true alignment of the strips during insertion.

3.1.1.2 Sawed Joints

Saw joints early enough to prevent uncontrolled cracking in the slab, but late enough that this can be accomplished without appreciable spalling.

Cutting shall be started as soon as the concrete has hardened sufficiently to prevent raveling of the edges of the saw cut. Cutting shall be completed before shrinkage stresses become sufficient to produce cracking.

Use concrete sawing machines that are adequate in number and power, and with sufficient replacement blades to complete the sawing at the required rate. Cut joints to true alignment and in sequence of concrete placement.

Remove sludge and cutting debris. Form reservoir for joint sealant.

3.1.2 Expansion Joints

Use preformed expansion joint filler in expansion and isolation joints in slabs around columns and between slabs on grade and vertical surfaces where indicated. Extend the filler to the full slab depth, unless otherwise indicated. neatly finish the edges of the joint with an edging tool of 3 mm radius, except where a resilient floor surface will be applied.
