1 SECTION 00 90

01, Item 2. TYPE

OF TASK

ORDER.

SF1442 Block 10

Seed RFP states “The Government contemplates the issuance of a firm fixed-price Design- Build (D-B) construction task order as a result of this Request For Proposal (RFP)” while the SF1442 states “Multiple Award Task Order Contract (MATOC) for Design-Bid-Build (DBB) Construction Services, Okinawa, Japan”, please clarify if Seed Project is D-B-B.

Seed project is D-B-B. See revised Section 00 90 01, Paragraph 2 attached to this amendment.

2 Item 8, SF 1442, Solicitation Page

In SF 1442, it states "Hand-carried proposals shall be delivered to Room 147, however, in SECTION 00 2100, page 10 states "For bids/offers addressed to Camp Foster" please advice which statement we should follow.

Proposals shall be delivered to Camp Zama.

See revised Section 00 21 00, Paragraph 1 attached to this amendment.

3 SECTION 00 91

01, Seed Project RFP, Page 1

It states "The Government contemplates the issuance of a firm fixed-price Design- Build (D-B) construction task order as a result of this Request For Proposal (RFP)." in this section, however, from what we see in the documents, we assume it is actually a design-bid-build project. Please clarify.

Seed project is D-B-B. See revised Section 00 90 01, Paragraph 2 attached to this amendment.

4 SECTION 00 22

16, 2.2.1.

FACTOR I,

PAST

EXPERIENCE,

Solicitation Page

It states "The Government will evaluate the Offeror’s construction past experience on relevant projects to assess~" . We would like to confirm if the offeror shall show their ability to perform various projects under MATOC contract, not their ability to perform seed project in this section.

As stated in the referenced paragraph, "The Government will evaluate the Offeror’s construction past experience on relevant projects to assess the Offeror’s ability to complete task order requirements under this contract..." The term "contract" in the foregoing language is referring to the MATOC contract.

5 SECTION 00 21

00, 4. REQUEST

FOR

EXPLANATION

OR

INTERPRETAIO

N, Solicitation

After Pre-Proposal Conference on 16 September, we have only two working days untill the due for the explanation, considering week ends and Japanese holidays, from 21st to 23rd. It is extermely short to explore all aspects and make practical questions. Please consider to extend the due for the question for at least a week.

Due date will not be extended.

6 Solicitation 00 21 00 - 2, Para. 4:

Request for Explanation.

Please extend the due date of submitting Request for Explanation, September 22. As September 22 through 25 is Japanese Holiday, it's very difficult for our subcontracttors and us to prepare and submit questions. We would like to request the USG's fair and reasonable decision.

Due date will not be extended.

7 SF 1442, Block

13. A

Please extend the bid due date from 13 Oct 2015 to November 2015.

As a result of our research in Ie Island, there is only one concrete plant but the firm/plant is not be able to meet the specification. We need to re-organize our plan, progress schedule, material delivery, possible subcontractors and to negotiate with them.

The Government does not expect to extend the proposal due date and time.

– Proposal Submission Requirements, Pg 1, item 2.2.1.

Section 00 22 00 – Proposal Submission Requirements, Pg 1, item 2.2.1. states that “Proposals should be submitted in two (2) separate envelopes…”. Due to the number of binders required for this submittal, would the Government please confirm that proposals may be submitted in two separate boxes?

If necessary, proposals may be submitted in two separate boxes. See revised Section 00 22 00, Paragraph 2.2.1.

9 Section 00 22 00

– Proposal Submission Requirements, Pg 2, item 2.2.1.3.

11" X 17" folded pages are acceptable for the presentation of graphics and tables. If drawings or other graphics are submitted, Offerors should reduce them only to the extent that legibility is not lost. See revised Section 00 22 00, Paragraph 2.2.1.3 attached to this amendment.

10 Section 00 22 00

– Proposal Submission Requirements, Pg 2, item 2.2.1.3.

Would the Government please also confirm that Arial 8 pt font is an acceptable minimum size standard for use in proposal graphics and tables?

Times New Roman 12 pt is acceptable.

See above response concerning graphics and tables.

11 Section 00 22 00

– Proposal Submission Requirements, Pg 3, item

Section 00 22 00 – Proposal Submission Requirements, Pg 3, item 2.2.3.1.5.3.1.

states that Mr. Horiuchi’s email is takashi.horiuchi.ln@usace.army.mil, however Pg 1 of the SF1442, box 9 states that Mr. Horiuchi’s email is takashi.horiuchi@usace.army.mil. Would the Government please clarify which email is correct?

Mr. Horiuchi's e-mail address in SF 1442, Block 9 was corrected by the issuance of Amendment No. 0001.

12 Basic Contract Div 01, Section 3.4.1., Pg 75 of 136;

Basic Contract Div 01, Section 3.4.1., Pg 77 of

Basic Contract Div 01, Section 3.4.1., Pg 75 of 136 references the requirement for a “Design Quality Manager”. However, the table found in Basic Contract Div 01, Section 3.4.1., Pg 77 of 136 uses the title “Design Quality Control Manager”. Would the Government please confirm that these titles refer to the same position and that the full and correct title for this position is “Design Quality Control Manager”?

Response to be provided in future amendment.

13 We have noticed that while this MATOC is for Design-Bid-Build construction services, the Seed Project for this MATOC is a Design-Build project. Approximately what percentage of Task Orders issued under this MATOC are expected to be Design- Build?

The Seed Project is Design-Bid-Build. None of the task orders to be issued under this MATOC will be Design-Build.

Note: Response to other questions received by September 22, 2015, will be provided in future amendment(s).

SECTION 00 22 00 – PROPOSAL SUBMISSION REQUIREMENTS

1. GENERAL INSTRUCTIONS

1.1. Offerors shall strictly adhere to the requirements in this Section when preparing the proposal to be submitted in response to this Request for Proposal (RFP). All proposals shall be in English. The Government will not reimburse any Offeror any cost incurred in response to this RFP. Proposals that fail to comply with the proposal submittal requirements addressed in this section of the solicitation may be deemed unacceptable. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. The Offeror shall submit in the proposal all requested information specified in this section of the Request for Proposal (RFP) solicitation at or before the exact time specified. There will be no public opening of the proposals received as a result of this RFP. Failure to meet a requirement may result in an offer being ineligible for award. Copies of the RFP are available by INTERNET ACCESS ONLY. All RFP documents will be posted to the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil) and made available for viewing in Federal Business Opportunities (http://www.fbo.gov). All amendments will be posted to ASFI and made available for viewing in FedBizOpps. It shall be the Offeror’s responsibility to check the website for any amendments.

1.2. Offerors are required to provide information addressing all stated factors and subfactors in a clear and understandable format. If an Offeror does not have information relating to a specific factor or subfactor, the Offeror shall clearly state so in the proposal. Proposals that do not clearly address all factors and subfactors may be considered unacceptable and may not receive further consideration.

2. SUBMISSION INSTRUCTIONS:

2.1. General Requirements: The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience, and will base its evaluation on the information presented in the Offeror’s proposal.

2.2. Proposal Format

2.2.1. Proposals should be submitted in two (2) separate envelopes/boxes as follows:

2.2.1.1. Volume I shall contain the Technical Proposal and should be clearly marked Volume I – Technical Proposal.

11” x 17” folded pages are acceptable for the presentation of graphics and tables. If drawings or other graphics are submitted, Offerors should reduce them only to the extent that legibility is not lost.

2.2.1.4. The Government recognizes that offerors go to considerable expense to prepare proposals for this solicitation, so the Government prefers that proposals be practical. Elaborate format, special binders, special reproduction techniques, and the like are not necessary or desired. In short, the proposal shall completely and adequately address the requirements stated in solicitation. Proposal legibility, clarity, coherence, and contents are important.

2.2.2. Revised Proposal. Revised proposals will not be accepted unless specifically requested by the Contracting Officer. If the Contracting Officer decides to conduct discussions and requests revised proposals from the offerors; offerors shall ensure that all replacement pages are clearly marked “REVISED”, shall show the date of revision, shall be submitted in the appropriate number of copies (e.g., if two copies of the original page was required, then two copies of the revised page will also be required). All proposal revisions shall be submitted as page replacements with revised text readily identifiable, e.g. bold face print or underlining.

2.2.3. Content.

2.2.3.1. Volume I – Technical Proposal

2.2.3.1.1. Submit one (1) original and five (5) paper copies of the documents shown in the table below. Each volume shall be bound and tabbed and in the order as shown in the table below. Any pages over the prescribed limit will not be considered for evaluation. Do not include the front and back cover of the technical proposal in the 100 sheet count.

2.2.3.1.2. In addition, provide the complete Volume I – Technical Proposal submittal, including text, renderings, drawings, photographs, etc. as PDF files and on CD or DVD (one copy). The CD or DVD should be marked with the offeror’s name, the solicitation number, and be identified as the electronic copy of the technical proposal.

2.2.3.1.3. In the event of any conflicts or differences between the original sealed offer and any paper copy or electronic (PDF) copy of the proposal, the sealed original offer shall control. The offeror is responsible for ensuring that all copies of the proposal, whether a paper copy or an electronic copy, is consistent with the original sealed offer.
