1 SECTION 00 90

01, Item 2. TYPE

OF TASK

ORDER.

SF1442 Block 10

Seed RFP states “The Government contemplates the issuance of a firm fixed-price Design- Build (D-B) construction task order as a result of this Request For Proposal (RFP)” while the SF1442 states “Multiple Award Task Order Contract (MATOC) for Design-Bid-Build (DBB) Construction Services, Okinawa, Japan”, please clarify if Seed Project is D-B-B.

Seed project is D-B-B. See revised Section 00 90 01, Paragraph 2 attached to Amendment No. 0002.

2 Item 8, SF 1442, Solicitation Page

In SF 1442, it states "Hand-carried proposals shall be delivered to Room 147, however, in SECTION 00 2100, page 10 states "For bids/offers addressed to Camp Foster" please advice which statement we should follow.

Proposals shall be delivered to Camp Zama.

See revised Section 00 21 00, Paragraph 1 attached to Amendment No. 0002.

3 SECTION 00 91

01, Seed Project RFP, Page 1

It states "The Government contemplates the issuance of a firm fixed-price Design- Build (D-B) construction task order as a result of this Request For Proposal (RFP)." in this section, however, from what we see in the documents, we assume it is actually a design-bid-build project. Please clarify.

Seed project is D-B-B. See revised Section 00 90 01, Paragraph 2 attached to Amendment No. 0002.

4 SECTION 00 22

16, 2.2.1.

FACTOR I,

PAST

EXPERIENCE,

Solicitation Page

It states "The Government will evaluate the Offeror’s construction past experience on relevant projects to assess~" . We would like to confirm if the offeror shall show their ability to perform various projects under MATOC contract, not their ability to perform seed project in this section.

As stated in the referenced paragraph, "The Government will evaluate the Offeror’s construction past experience on relevant projects to assess the Offeror’s ability to complete task order requirements under this contract..." The term "contract" in the foregoing language is referring to the MATOC contract.

5 SECTION 00 21

00, 4. REQUEST

FOR

EXPLANATION

OR

INTERPRETAIO

N, Solicitation

After Pre-Proposal Conference on 16 September, we have only two working days untill the due for the explanation, considering week ends and Japanese holidays, from 21st to 23rd. It is extermely short to explore all aspects and make practical questions. Please consider to extend the due for the question for at least a week.

Due date will not be extended.

6 Solicitation 00 21 00 - 2, Para. 4:

Request for Explanation.

Please extend the due date of submitting Request for Explanation, September 22. As September 22 through 25 is Japanese Holiday, it's very difficult for our subcontracttors and us to prepare and submit questions. We would like to request the USG's fair and reasonable decision.

Due date will not be extended.

7 SF 1442, Block

13. A

Please extend the bid due date from 13 Oct 2015 to November 2015.

As a result of our research in Ie Island, there is only one concrete plant but the firm/plant is not be able to meet the specification. We need to re-organize our plan, progress schedule, material delivery, possible subcontractors and to negotiate with them.

See latest amendment for proposal due date and time.

Basic Contract Div 01, Section 3.4.1., Pg 77 of

Basic Contract Div 01, Section 3.4.1., Pg 75 of 136 references the requirement for a “Design Quality Manager”. However, the table found in Basic Contract Div 01, Section 3.4.1., Pg 77 of 136 uses the title “Design Quality Control Manager”. Would the Government please confirm that these titles refer to the same position and that the full and correct title for this position is “Design Quality Control Manager”?

Design Quality Manager/Design Quality Control Manager are not necessary for this MATOC. All reference to Design Quality Manager/Design Quality Control Manager have been deleted. See revised Section 01 45 00.00 10 attached to Amendment No.

0003.

13 We have noticed that while this MATOC is for Design-Bid-Build construction services, the Seed Project for this MATOC is a Design-Build project. Approximately what percentage of Task Orders issued under this MATOC are expected to be Design- Build?

77 Section 32 13

13.43 para

1.3.1.1 Batching

and Mixing Plant

Specification requires Batching and mixing plant to be 100m3 per hour, however is it possible to use ready mix concrete plant in the IE island which is 90m3/h?

Concrete amount for this project is estimated to be approximately 800m3, and the work can be accomplished without required 100m3/h. Portable batcher plant size is typically 20m3/h. Do you really require large size 100mx/h concrete plant for approximately 2 days work? this will create a large cost.

78 Section 32 13

13.43 para 1.3.1.1

1.5.1 requires Conctractor Quality Staff ACI, however ACI qualified staff is hard to find and expensive. Could you provide us equivalent Japanese standards?

79 Is it possible for you to provide us land for establishing temporary accomodation building for our workers? It is expected that accomodation for our workers becomes difficult as the number of logdes are limited in the island. The expenses for utilities including electricity and water and connection work will be covered by us.

80 Section 32 13

13.43 Para. 2.2

The specification for the coarse aggregate calls for certain US standards and US manufacturer under para. 2.2.2.1 and It is difficlut to find equivalent Japanese product for it. Importing coarse aggregate from US creates a high cost and risk for the schedule delay. Is it possible to use Japanse product instead?

81 Dwg. G102 Environmental note 1

Dwg. indicates "UXO may exist at site".

Could you provide us more detailed information for the safety of our workers?

82 It also states "perform magnetic inquiry". It is not clear if this is performed by the Government or contractor. In case it is to be conducted by the contractor, please provide specific area for the testing for cost estimation.

83 Dwg. G102 Environmental note 4

Please confirm that Historic and Cultural Resources Analysis will be conducted by the Government.

84 Section 00 10 00 Standard Form

13. B

Please confirm that “offer guarantee” is the same as “bid bond”.

Also, please confirm that bid bond is not required.

Bid bond is a form of an offer guarantee. A bid bond is not required for this solicitation.

85 Section 00 73 00

22. Payment under Task Orders

When shall the Contractor monthly progress payment request be submitted, the beginning, middle or end of each month?

Also, please verify how many days after the submission of each payment request will the Contractor wait for the receipt of payment.

Submittal of contractor's invoice for each task order should be coordinated with the Government after award of a task order.

See clauses 52.232-5 Payments under Fixed-Price Construction Contracts and 52.232-27, Prompt Payment for Construction Contracts.

86 Section 00 73 00

22. Payment under Task Orders

Regarding the clause (FAR 52.232-5 “Payments Under Fixed-Price Construction Contracts”), (g) it states bond premium shall be reimbursed through progress payments.
