Introduction

This Multiple Award Task Order Contact (MATOC) / Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (ID/IQ)/Performance Work Statement (PWS) describes an omnibus approach to achieve U.S. Army Corps of Engineers (USACE) mission of program and project delivery as prorogated by ER 5-1-10 and ER 5-1-11. This acquisition vehicle depicts and embraces a lean agile perspective to capture and innovate the comprehensive USACE Enterprise Business System Modernization Strategy and the full breadth of Program and Project delivery across the federal spectrum.

The National Programs Branch mission is tasked with the enablement of Program and Project delivery across the USACE. This includes but is not limited to the delivery of Information Technology /Information Services (IT/IS) delivery through the continuous improvement, operation sustainment, configuration management, DOD and Army cybersecurity compliance, data analytics, training to include communications support centered on the utilization of a cloud service provider (CSO) and its cloud service offering (CSO) - i.e. Platform as a service, (PaaS) Infrastructure as a Service (IaaS) and Software as a Service (SaaS) for the comprehensive Program and Project delivery mission set. The primary ambition of this acquisition is to increase the capability and efficiency to deliver critical Program and Project support and services across the USACE and its partners to align interoperability the whole of the US Government.

Offerors shall use this PWS, with other applicable portions of the RFP, as the basis for preparing their proposal. PROMIS is currently undergoing its multi-year modernization initiative to enhance and streamline USACE’s Program and Project delivery technology and data management infrastructure. The USACE’s Headquarters, Programs Integration Division, National Programs Branch is leading the effort to transition to the CSP-CSO PaaS, IaaS and SaaS provided in the Oracle Cloud Infrastructure for the DOD (OC3). Execution will continue to focus on USACE’s rich history of excellent customer service, while upgrading the suite of AIS to a more robust platform through iterative and innovation SLDC –while inculcating DEVSECOPS principles and criteria.
