Amendment 0001
Continuation Sheet
1. Here is one question we have about the project. Does it require on-site work for the contract personnel?
Answer: A remote/on-site mix ratio would be in the range of 80% remote / 20% on-site.
The on-site work could be at any CONUS location.
2. Could you please confirm the deadline for submitting inquiries, questions, or comments related to this solicitation? The RFP (excerpt below) mentions that questions received after the deadline may or may not be answered, but I was unable to locate the exact date.
Answer: Offerors shall submit their questions electronically to the following email addresses:
Ms. Giorgiana Chen at email: Giorgiana.Chen@usace.army.mil and
Mr. Douglas E. Pohlman at email: Douglas.E.Pohlman@usace.army.mil no later than 2:00 P.M. ET on Friday, 25 October 2024.
3. Is this solicitation scheduled for an industry day or pre-proposal conference where prospective offerors can address questions or receive additional information?
Answer: No, the Government will not schedule an industry day or pre-proposal conference. The contractors’ questions will be answered via Amendments to the solicitation and will be posted on SAM.gov.
4. In the submission instructions, for the subject USACE Project & Program Management Delivery Support Services (PPMD) RFP, the deadline for question was not annotated. Would you kindly confirm the deadline for submitting questions?
Answer: See the answer to question #2.
5. Can you confirm whether there will be a specific Small Business Category or set-aside at the IDIQ contract level for this solicitation?
Answer: This acquisition is a partial small business set-aside IDIQ Multiple Award Task Order Contract vehicle under NAICS 541512 permitting multiple vendors to awarded task order contracts under a restricted and unrestricted streamlined process to provide maximum flexibility. The unrestricted portion of the contract is open for competition from all businesses, regardless of size. In accordance with FAR19.702(a)(1), the solicitation requires the apparent successful offerors which are categorized as other than small businesses to submit an acceptable subcontracting plan.
The following areas are set-aside to small businesses:
1.Training Development, Content Management, and Delivery Support;
2. Tier 1 Help Desk and Project Scheduling Support;
3. Multi-Media and Communication Support;
4. Cybersecurity Support Services.
Application Support Services and Data Management will be competed as “Unrestricted”.
HECSA Contracting anticipates making a total of six awards (2 awards to large companies and 4 awards to small businesses). However, the Government will make the determination based on the number and quality of proposals received.
6. If there is a Small Business Set-Aside at the IDIQ contract level, can you provide the estimated number of awards you are planning to make under this category?
Answer: See the answer to question #5 above.
7. Are there different evaluation criteria or standards applied to small businesses submitting proposals at the IDIQ level?
Answer: No. All Offerors will be evaluated based on what was provided in the solicitation and subsequent amendment(s).
8. As a small business prime bidder, will our proposal be evaluated against all the requirements outlined in the RFP and Statement of Work (SOW) in the same manner as other than small businesses?
Answer: Yes. All Offerors will be evaluated based on what was provided in the solicitation and subsequent amendment(s).
9. Will proposals that address only portions of the requirements within the SOW still be considered for an award at the IDIQ level, or is it necessary for bidders to address all outlined requirements to be eligible for award? Additionally, could you clarify if partial solutions or specialized capabilities are encouraged, or if a comprehensive response covering all requirements is required?
Answer: Please follow the instructions listed in the solicitation. This acquisition is a partial small business set-aside IDIQ Multiple Award Task Order Contract vehicle under NAICS 541512 permitting multiple vendors to awarded task order contracts under a restricted and unrestricted streamlined process to provide maximum flexibility. This structure aims to foster competition and to ensure that small businesses have access to government contracts while also allowing large businesses to compete for more complex work outlined in the Performance Work Statement.
The evaluation criteria and the requirements for proposal submissions are clearly outlined in the solicitation documents. For a proposal to be eligible for award at the IDIQ level, the Offerors are required to address all requirements outlined in the Performance Work Statement relevant to the areas they are competing for. This means the following:
(a) Small Business Areas (4 areas)
If a small business is submitting a proposal for one of the areas set-aside for small businesses, they will need to address all requirements outlined in the specific areas of the Performance Work Statement to be considered for award.
The following areas are set-aside to small businesses:
1.Training Development, Content Management, and Delivery Support;
2. Tier 1 Help Desk and Project Scheduling Support;
3. Multi-Media and Communication Support;
4. Cybersecurity Support Services.
(b) Unrestricted Business Areas (2 areas) If a large business is submitting a proposal for one of the 2 unrestricted areas, they will need to address all requirements outlined in the specific areas of the Performance Work Statement to be considered for award.
Application Support Services and Data Management will be competed as “Unrestricted”.
If an Offeror only addresses certain portions of the Performance Work Statement while omitting others, this may potentially lead to a determination by the Contracting Officer that the proposal is non-compliant or incomplete, potentially disqualifying the Offeror from being considered for award. All requirements listed in the Performance Work Statement must be addressed for an Offeror to be eligible for award.
10. Can you provide an estimate of the total number of awards that will be made under this IDIQ solicitation, specifically breaking down the number of awards planned for small business concerns versus other than small businesses?
Answer: See the answer to question #5 above.
11. Can you share your Organizational Chart in reference to this solicitation?
Answer: An Organizational Chart will be provided at the time of award.
12. We are preparing our response for solicitation W912HQ25R0001 and seeking clarification on the proposal requirements. Specifically, we would like to confirm whether it is permissible to respond only to the tasks within the Performance Work Statement (PWS) that align with our firm’s core competencies or if a complete response covering all PWS tasks is mandatory for consideration. We want to ensure that our submission fully complies with the solicitation’s requirements, and we appreciate any guidance you can provide on this matter.
Answer: Please follow the instructions listed in the solicitation.
13. Can you share your organization's hierarchy & structure that shows the number of personnel and offices this contract will support? This question is not seeking Points of Contact, nor incumbent personnel. The purpose of the question is to gain a better insight of the USACE HQ and number of personnel this contract will support in matters of helpdesk\service desk operations and staffing. The answer will better help any offeror staff and align their proposal to meet the needs of the solicitation.
Answer: The PROMIS Program Office supports elements from HQ to individual districts/centers and encompasses the worldwide reach of the Corps. It is estimated the total number of users ranges between 3,000-5,000 employees, with up to 1,500 concurrent users at any one time.
