About this file
This document is an amendment to solicitation W912HQ25R0001 for a MATOC for PROJECT & PROGRAM MANAGEMENT DELIVERY SUPPORT SERVICES for the U.S. Army Corps of Engineers (USACE). The amendment provides answers to questions received, including revising the maximum annual value for certain labor CLINs from $5M to $10M per year, updating the Scrum Master labor category responsibilities, confirming that offerors can propose their own experience for the non-key labor categories, and clarifying that a CPARS record does not replace the requirement for a Past Performance Questionnaire. The agency is the USACE Humphreys Engineer Center Support Activity. The contract type is expected to be a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ)/Multiple Award Task Order Contract (MATOC). Proposals are due by 10/25/2024.

Document: W912HQ25R001.pdf
1. In the CLIN Delivery/Task Order Minimum/Maximum Quantity and CLIN Order Value, the current maximum amount provided is $5,000,000 per year for the X001 labor CLINs, totaling to a labor total of $25,000,000. Can the government revise the maximum amount per year to $10,000,000 per year to allow for the IDIQ maximum amount of $47,600,000?
Answer: The maximum amount of $5,000,000/year for CLINs 0001, 1001, 2001, 3001, and 4001 was revised to $10,000,000/year.

2. In Appendix A the Scrum Master LCAT responsibilities and qualifications are aligned more closely with that of a technical administrator or developer with extensive experience in Oracle Primavera (P6). Due to the highly specific skillset outlined for this scrum master LCAT, sourcing a qualified candidate will be extremely challenging for all bidders. To ensure clarity and that the role accurately reflects the responsibilities of a Scrum Master would the government be willing update this LCAT accordingly? In particular removing the requirements for Oracle Primavera (P6) / Oracle Administration, and instead focus on scrum master responsibilities such as facilitating daily stand-ups / sprint planning / retrospectives, managing the backlog, and implementing agile practices/principles within the project?
Answer: See attached the revised Performance Work Statement (V11). The revised Performance Work Statement (V11) is hereby incorporated into the solicitation. This revised Performance Work Statement version includes the Scrum Master’s updated responsibilities in Appendix A.
3. The 7 Non-Key Personnel listed (Project Manager, Quality Control Manager, Scheduler, Enterprise Data Architect, IT Engineering Developer, System Subject Matter Expert, and Technical Writer) are not included in Appendix A, can the government confirm that it is their expectation that offerors are to develop their own experience, education, certifications, and skills/experience for these labor categories?
Answer: The 7 Non-Key Personnel listed (Project Manager, Quality Control Manager, Scheduler, Enterprise Data Architect, IT Engineering Developer, System Subject Matter Expert, and Technical Writer are additional labor categories and it is up to each Offeror to review the requirements and propose their best technical solution (Labor mix) for those additional labor categories, as it relates to the overall requirements listed in the solicitation.

4. In the REVISED+Attachment+5_Pricing_Schedule+10_23_2024.xlsx Excel file, the "Pricing Schedule" tab does not contain the correct cell references for the "Labor Tasks IAW PWS (FFP)" rows for Option Years 1-4 (CLIN 1001, CLIN 2001, CLIN 3001, and CLIN 4001). Will the government provide an updated template that correctly populates the Labor Subtotals for these CLINs?
Answer: See REVISED Attachment 5_Pricing Schedule 10 24 2024 issued as part of Amendment 3 to the solicitation.
5. RFP 3.1.3 (Evaluation Factors);
The USACE Past Performance Questionnaire, included as Attachment 2, is provided for the offeror to submit to the client for each contract the Offeror includes in its proposal for this Factor. Can the Government confirm that a PPQ does not have to be completed if a CPARS record is available for the reference?
Answer: No, a PPQ is required even if a CPARS record is available.
6. RFP 3.1.6 (Evaluation Factors);
The Offeror shall provide a completed Contractor performance evaluation, whether annual or final, found in the Contractor Performance Assessment Rating System at website: www.cpars.gov.
Can the Government confirm that CPARS records are excluded from the 30-page limit for Volume 2 – Factor 3: Past Performance?
Answer: Yes, the CPARS records are excluded from the 30-page limit for Volume 2 – Factor 3: Past Performance.
7. RFP 3.1.2 (Evaluation Factors) Offerors shall propose the Key Personnel identified by the Government for this requirement and submit resumes demonstrating the appropriate education, knowledge, and experience. Can the Government confirm that resumes and letters of commitment are excluded from the page count for Volume I – Technical?
Answer: Yes, resumes and letters of commitment are excluded from the page count for Volume I - Technical.
8. Can the Government confirm that only one proposal has to be submitted for companies bidding on both Small Business and Unrestricted tracks?
Answer: Yes. In addition, the Offeror should clearly state in their response that they want their proposal to be considered for both the Small Business and the Unrestricted track.
9. Can the Government clarify that Small Business only need to address PWS sections 4.2, 4.3, 4.5, 4.7-4.17 as part of Volume 1 – Technical?
Answer: No, the Offeror’s technical responses shall include their overall best technical approach for all Government requirements, as stated in the solicitation.
