Amendment 0005
Con nua on Sheet
1. PWS Table of Contents or Pg 12-25 (4.1 – 4.17) Based upon the responses provided by the government in Amendment 1, Question #5, can the Government please identify which tasks in Section 4 are designated for Small Business solicitation and which are unrestricted tasks?
Answer: Per Amendment 1, this acquisition is a partial small business set-aside IDIQ Multiple Award Task Order contract vehicle under NAICS 541512 permitting multiple vendors to be awarded task order contracts under a restricted and unrestricted streamlined process to provide maximum flexibility. The following areas are set-aside to small businesses:
1.Training Development, Content Management, and Delivery Support;
2. Tier 1 Help Desk and Project Scheduling Support;
3. Multi-Media and Communication Support;
4. Cybersecurity Support Services.
The following areas are set-aside as “Unrestricted”: Application Support Services and Data Management.
2. RFP Page 24 Can the Government please clarify the file naming convention, specifically the usage of C03.0x? Is that just the Government’s internal identifier for this solicitation?
Answer: No, the internal identifier for the solicitation is W912HQ25R0001. The file name convention is “C03.0x (name of offeror) Volume (number) – W912HQ25R0001 dated yyyy.mmm.dd”.
3. PWS Page 26 Can you confirm that the Government considers Alaska and Hawaii as part of the 20% on-site?
Answer: Hawaii is considered OCONUS. The on-site work could be at any CONUS location.
4. PWS Pg. 5, 1.2 Scope and Pg 17, 4.4.10
While the Scope references Tier 1 Helpdesk support, the more detailed activities of the PWS indicate the actual effort is Tier 2 and Tier 3 Help Desk support. Can the Government clarify the expectations for this Task area?
Answer: The Tier 1 Help Desk Support shall be under a separate Task Order. The Offeror shall provide all Tier 2, Tier 3, and Tier 4 Help Desk activities under the Application Support Services requirements. See the revised Performance Work Statement (v12).
5. RFP p. 28, section 3.1.6 Regarding requirement 3.1.6: Quality, which states: "The Offeror shall submit evidence of the quality of its past performance on the projects submitted. The Offeror shall provide a completed Contractor performance evaluation, whether annual or final, found in the Contractor Performance Assessment Rating System at website: www.cpars.gov," we respectfully request clarification on the following:
CPARS reports are marked as For Official Use Only (FOUO), which restricts us from including them in our response. To comply with this requirement while adhering to the FOUO guidelines, would it be acceptable to provide summary ratings instead of the full CPARS reports?
Answer: No, provide the entire information as requested in section 3.1.6 Quality page 28 of the solicitation W912HQ25R0001. See page 25 of the solicitation W912HQ25R0001.
6. RFP p. 28, section 3.1.6 Can the Offeror provide the CPARS reports as a separate attachment to our proposal response?
Answer: Yes. In addition, the CPARS records are excluded from the 30-page limit for Volume 2-Factor 3: Past Performance.
7. W912HQ25R001.pdf Can the government specify the anticipated ratio/percentage of work that will be designated as unrestricted versus small business?
Answer: The following task areas are set-aside to small businesses 60%:
1.Training Development, Content Management, and Delivery Support;
2. Tier 1 Help Desk and Project Scheduling Support;
3. Multi-Media and Communication Support;
4. Cybersecurity Support Services.
The following task areas are “Unrestricted” 40%:
1. Application Support Services
2. Data Management
8. REVISED+Attachment+1_Performance+Work+Statement_+v10+10+23+2024.pdf Within Amendment 001 and the Scope, the government specified the following areas are set-aside to small businesses: 1) Training Development, Content; Management, and Delivery Support; 2) Tier 1 Help Desk and Project Scheduling Support; 3) Multi-Media and Communication Support; 4) Cybersecurity Support Services. And the two unrestricted task areas are 1) Application Support Services and 2) Data Management Services. Will the government update the PWS and align/organize the PWS specific task areas (PWS 4.1-4.17) so offerors can respond to only those PWS tasks that are applicable to their business size of either unrestricted or small business?
Answer: The Offerors should provide their best technical approach to the Government’s requirements.
9. Section 4.4.10.1, Help Desk Support, page 17 states that the Contractor(s) (s) shall be responsible for all Tier 1 and Tier 3 scheduling requests (tickets). Can the Government confirm if this is offerors will also be responsible for Tier 2 scheduling requests (tickets)?
Answer: The Tier 1 Help Desk Support shall be under a separate Task Order. The Contractor shall provide all Tier 2, Tier 3, and Tier 4 Help Desk activities under the Application Support Services requirements. See the revised Performance Work Statement (v12).
10. REVISED+Attachment+5+Pricing+Schedule+10+23+2024.xlsx
Will the government confirm that the level of effort show in Attachment 5 is only an estimate of hours and the offeror can propose their own level of effort based on how they would execute the PWS requirements?
Answer: The level of effort shown in Attachment 5 is an estimate of hours. All Key Personnel and any additional labor categories, if needed, should be included based on the Offeror’s technical approach to the Government’s requirements.
11. Attachment+4_Individual+Subcontracting+Plan+Template+Oct+2020.docx Please confirm that the Small Business Subcontracting Plan only needs to contain Small Business Commitment Goals for the Total Contract Value for the complete period of performance. If Small Business Commitment Goals are required for each option year in addition to the complete period of performance, can the government please provide the contract value per option year to be used to calculate the Small Business Commitment Goals? On page two there is only a single table asking for "Option Year 1 Subcontracting dollars and percentage totals" and does not ask for Base Year, or Option Year 2-4.
Answer: The Small Business Subcontracting Plan only needs to contain Small Business Commitment Goals for the Total Contract Value for the complete period of performance.
12. PWS
What specific PWS sections (by PWS reference number) must small businesses respond to and what specific PWS sections (by PWS reference number) must other than small businesses respond to?
Answer: The Offerors should provide their best technical approach to the Government’s requirements.
The following task areas are set-aside to small businesses 60%:
1.Training Development, Content Management, and Delivery Support;
2. Tier 1 Help Desk and Project Scheduling Support;
3. Multi-Media and Communication Support;
4. Cybersecurity Support Services.
The following task areas are “Unrestricted” 40%:
13. The Q&A has introduced the concept other than small business and small business tracks. Will the government update the instructions and evaluation accordingly and provide an additional two (2) weeks for companies to prepare their RFP responses?
Answer: No, the Government will not allow an additional two (2) weeks for companies to prepare their RFP responses. This is a critical, time sensitive acquisition and the Government team has a short timeline to have this contract in place.
14. Is it the government’s intent to issue a task order immediately upon award so that Key Personnel can start supporting this contract?
Answer: Yes, the Government intends to issue a task order immediately upon award.
15. Attachment 5 What labor categories are the government asking Offerors to include within column D of each pricing tab within Attachment 5?
Answer: All Key Personnel and any additional labor categories should be included based on the Offeror’s technical approach to the Government’s requirements.
16. Attachment 5 “Note: Add enough lines as needed for labor categories and other pertinent information.”
What other pertinent information does the government require for rates?
on the Contractor’s technical approach to the Government’s requirements.
17. Evaluation 2.6 What organizational structure will the government evaluate – the organizational structure for operating the overall IDIQ vehicle or an organizational structure for performing on a sample task order?
Answer: The Government will evaluate the organizational structure for operating the overall IDIQ vehicle and each subsequent task order issued under the IDIQ.
18. Evaluation 2.6 If the government intends to evaluate a sample task organizational structure, please provide a sample task order for small businesses and other than small businesses with sufficient details to enable Offerors to estimate, propose, and justify an appropriate mix of labor skills and experience.
Answer: The Offerors should provide their best technical approach to the Government’s requirements.
The following task areas are set-aside to small businesses 60%:
1.Training Development, Content Management, and Delivery Support;
2. Tier 1 Help Desk and Project Scheduling Support;
3. Multi-Media and Communication Support;
4. Cybersecurity Support Services.
The following task areas are “Unrestricted” 40%:
19. Evaluation 2.6 How many simultaneous projects does the government anticipate other than small businesses supporting at any one time?
Answer: The only guarantee is what is stated in the solicitation.
20. Evaluation 2.6 The PWS does not appear to include a performance schedule, which would depend on each task order. Should Offerors describe their approach to meeting general performance schedules specified in task orders?
Answer: The implementation schedule requirements are defined in the Performance Work Statement Section 6.4 Phase-In and Phase-Out Responsibilities and Requirements.
21. Evaluation Section 3.1.1 (Second Bullet)
Can the government explain what Offerors must provide to satisfy the implementation schedule requirement within the RFP instructions? The government has not provided a task order or specific deliverables for vendors to complete under this IDIQ, so Offerors cannot suggest a valid implementation schedule that will be applicable and accurate to all future task orders competed after IDIQ award.
Answer: The implementation schedule requirements are defined in PWS Section 6.4 Phase-In and Phase-Out Responsibilities and Requirements.
22. Evaluation 3.1.2 The instructions state: “Offerors shall summarize their staff capabilities in a staff-capabilities matrix that crosswalks capabilities of staff with needs outlined in the PWS.”
Can the government clarify which personnel to include in this staff-capabilities matrix?
23. Evaluation 3.1.2 Which PWS sections should be included in the staffing-crosswalk for small businesses, and which PWS sections should be included in the staffing-crosswalk for other than small businesses?
24. Evaluation 3.1.3, 3.1.6
3.1.3 and 3.1.6 conflict with each other. 3.1.3 states a PPQ is required, where 3.1.6 states PPQs are only required if a CPARS report does not exist. Will the government accept CPARS in lieu of a PPQ? This is especially critical for projects that have been completed and the government leadership is no longer available.
Answer: No, the government will not accept CPARS in lieu of PPQs.
25. Evaluation 3.3 “The binding schedule must be signed as a PDF.” Does the government intend for the binding schedule to be signed after award, and after the government integrates the rates into the schedule, or must Offerors sign Attachment 5 with the proposal submission?
Answer: The Offerors must sign Attachment 5 with the proposal submission.
26. We understand the need to expedite the award process. However, the government is continuing to release questions and answers that have drastically changed the RFP by introducing small business and other than small business tracks, changing the number of key personnel, and changing pricing. It appears there is additional information required to propose a best value solution (labor category requirements, etc.). Will the government answer all questions and extend the proposal submission deadline by two
(2) weeks to account for changes resulting from answers to questions?
Answer: No, the Government will not allow an additional two (2) weeks for companies to prepare their RFP responses. This is a critical, time sensitive acquisition and the Government team has a short timeline to have this contract in place.
