Amendment 0003

Con nua on Sheet

1. RFQ Section 3.3 and Revised Attachment 5; Page 31 Is it acceptable that we add new labor categories we believe necessary to support this work?

Answer: This is a business decision the Offeror would have to make in order to provide their best technical solution to the Government, as stated in the solicitation and subsequent amendments. This decision will be based on the specific instructions listed in the solicitation, the nature of the work listed in the Performance Work Statement, and the evaluation criteria. The Offeror should align the proposed labor mix with the Performance Work Statement requirements. This will be viewed favorably or unfavorably depending on how well it meets the objectives of the solicitation. If an Offeror decides to propose a different labor mix, the Offeror will need to demonstrate how the proposed labor mix is better suited to achieve the Performance Work Statement objectives. The Government will evaluate the proposed labor mix in the context of the proposed technical approach, assessing if the proposed personnel have the qualifications, experience and skills necessary to fulfill the contract requirements and how the proposed mix aligns with the tasks outlined in the Performance Work Statement. The Government will consider any risks associated with the proposed labor mix, including potential impacts on quality, delivery and compliance with the solicitation.

2. RFQ Section 3.3 and Revised Attachment 5; Page 31 Is the intent to only evaluate the pricing volume on labor category hourly rates?

Answer: No. The Government will perform a complete price analysis and will evaluate each proposal in accordance with the evaluation criteria listed in the solicitation. Pricing will be evaluated as part of the overall best value determination.

3. RFQ Section 1.3 Options; Page 32 In the option section you note that the “total price for all options to the total price for the basic requirement” will be used to evaluate offers. Will the government consider revising this statement to “pricing evaluation is based on the labor category hourly rates”?

Answer: No. The Government will not revise section 1.3 Options. The Government will systematically examine all aspects of proposed pricing and will make decisions that will align with the best value goals.

4. Revised Attachment 5 – Pricing Can the government provide an estimated hours in column “E” of the Base and Option year spreadsheets? We recommend at the MATOC level that you provide the estimated hours so everyone provides similar information that is easily evaluated (apples-to-apples).

Answer: See the revised Attachment 5_Pricing Schedule. The revised Attachment 5_Pricing Schedule is hereby incorporated into the solicitation.

5. Revised Attachment 5 – Pricing If we can propose new labor categories, how will they be evaluated?

Answer: See answer to question #1 above.
