About this file
This document is an amendment to a solicitation for a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ)/Multiple Award Task Order Contract (MATOC) for PROJECT & PROGRAM MANAGEMENT DELIVERY SUPPORT SERVICES for the U.S. Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity (HECSA).
The amendment provides answers to questions received, and incorporates an updated Performance Work Statement (V10) and Pricing Schedule to address issues such as duplicate Labor Category Titles, clarification on Key Personnel requirements, and onsite work expectations. The solicitation has a response deadline of October 21, 2024 and an anticipated award date of October 23, 2024. The IDIQ contract will have a two-month phase-in period. The Government will not grant a 60-day extension to the response period as requested.

Amendment 0002
Continuation Sheet
1. Can the government provide clarification on the list of 12 LCATs outlined in both section
2.8 (Key Personnel) and Attachment 5 (Pricing Schedule) and how they map to the 6 LCAT descriptions outlined in Appendix A? Our team wants to confirm the resources we are proposing correctly align to the responsibility and qualifications required for all Key Personnel. Some of the challenges we are having are 1. “Software Developer” and “Scheduler” is listed twice in section 2.8 (Key Personnel), 2. “Software Developer” is listed twice in Attachment 5 (Pricing Schedule), 3. Only 6 LCAT descriptions are listed in Appendix A compared to the 12 LCAT titles listed in section 2.8 and Attachment 5, and 4.
None of the 6 LCAT titles in Appendix A exactly match the Key Personnel names in section 2.8 or Attachment 5.
Answer: The updated Performance Work Statement (V10) to remove duplications, to provide clarification on LCATs for Key and Additional Labor Categories is hereby incorporated into the solicitation. The updated Attachment 5 Pricing Schedule is hereby incorporated into the solicitation.
2. Could the government please consider allowing 60 days for a response? With the requirement to have 13 Key Personnel for this bid but not having all responsibilities/qualifications outlined in Appendix A of the solicitation is a major challenge to identify and propose quality/compliant staff. The government may receive more thoughtful, high-quality responses with an extended deadline.
Answer: No, the Government will not allow a 60-day response period. This is a critical, time sensitive acquisition and the Government team has a short timeline to have this contract in place. The updated Performance Work Statement (V10) should provide relief to the number of Key Personnel.
3. RFP Section 3.1.2; Page 26
4. RFP Section 3.1.2; Page 26
If the Government will not remove the onsite requirement, will the Government consider providing onsite expectations for each position (in percentage)?
5. PWS Section 2.8, RFP Section 3.1.2; Pages 9-10, 26
The RFP states “Offerors shall propose a minimum of 1 Key Person for the following categories… with adequate education (including certifications) and experience as detailed in the MATOC PWS.”. Additionally, the RFP requires that 25% of staff be onsite.
Will the Government consider removing the level designations and onsite requirement to allow for a greater and more qualified pool of candidates?
Answer: Please see the updated Performance Work Statement (V10) Section 6.3.
6. PWS Section 2.8, RFP Section 3.1.2; Pages 9-10, 26
Will the Customer please confirm if the Key Personnel duplications were intentional?
Answer: Please see the updated Performance Work Statement (V10) Section 2.8. The duplicates were removed.
7. PWS Section 2.8, RFP Section 3.1.2; Pages 9-10, 26 PWS lists 14 KPs but the RFP only lists 13. Will the Customer please clarify the number of required KP?
8. RFP Section 3.1.2/ PWS Appendix A; Page 44 The RFP states “Offerors shall propose a minimum of 1 Key Person for the following categories… with adequate education (including certifications) and experience as detailed in the MATOC PWS. The Offeror shall submit letters of commitment for all key personnel.”
There are 13 categories listed. Appendix A in the PWS only provides the requirements for 6 KP positions. Offerors will not be able to submit letters of commitment for the remaining KPs without an understanding of the requirements/qualifications.
Will the Government provide an updated version of Appendix A?
Answer: Please see the updated Performance Work Statement (V10) Section 2.8 to identify Key and Non-Key LCATs.
9. PWS Section 6.3; PWS Page 26 The PWS states “6.3 Primary Place of Performance Not sure this is necessary?” And then goes on to detail the onsite requirements for this opportunity.
We assume the Government left an internal question in the document.
Will the Government consider removing this requirement and/or allowing for remote?
PWS states “Contractor(s) shall identify which Labor Category Descriptions match the Key Personnel qualification and experience requirements outlined in Appendix A”. They list 14 KPs that were identified from the LCAT descriptions. Software Developer and Scheduler are both duplicated. Additionally, Program Manager and Project Manager are both listed, which appear to also be duplications. This list seems to be consistent with the staffing requirements of a task order rather than an IDIQ.
Will the Government please confirm if they want each KP listed at the IDIQ level, or if they want the Program Manager at the IDIQ level and the other listed key positions as representative resumes for future task orders?
Answer: Please see the updated Performance Work Statement (V10) Section 2.8 to identify Key and Non-Key LCATs.
Answer: Please see the updated Performance Work Statement (V10) Section 6.3 .
10. PWS Section 6.4; PWS Page 26 In Section 6.4 the PWS states “The contract shall provide for a two-month Phase-In period immediately following award, if applicable.?? Consistent with below?”
We assume the government left an internal question in the document.
Will the Government please remove and/or revise this section?
Answer: Please see the updated Performance Work Statement (V10) Section 6.4. The comment was removed and the Performance Work Statement was updated.
11. PWS Section 6.4.2; PWS Page 27 The PWS states “6.4.2 Phase-Out Requirements Check same requirements for OM Group”
Will the Government please remove and/or revise this section?
Answer: Please see the updated Performance Work Statement (V10) Section 6.4.2. The comment was removed, and the Performance Work Statement was updated.
12. RFP Section 2.7; RFP Page 36 The RFP states “Offerors shall submit a list of all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three years prior to the issue date of this RFP, which are relevant to the efforts required by this RFP.”
Will the Government clarify if they are referring to only the cited past performances that the Offeror is providing?
Answer: The Government requires the Contractor’s past performance that demonstrates the Contractor’s technical ability to meet the Government requirements listed in the solicitation.
13. RFP; RFP Page 1; Page 26 Will the Government consider providing a two-week extension due to the anticipated volume of questions and discrepancies noted within the RFP?
Answer: No. This is a critical, time sensitive acquisition and the Government team has a short timeline to have this contract in place.
