2. BACKGROUND: The U.S. Army Corps of Engineers (USACE) is developing an enterprise-wide, integrated, Knowledge Management (KM) strategy and program to promote and drive quality and performance standards across the organization. The program provides the approaches, methods, and tools that enable best practices and promote the flow of actionable information and knowledge within and across the enterprise. Desired outcomes include making positive impacts on the key competencies - transferring knowledge, collaboration and learning – among its employees, its business areas and its organizational components. USACE is at a pivotal point in the development and implementation of its Knowledge Management program.
