i. KM Terms of Reference: Appendix 9 (Terms of Reference) to
Annex C (Operations).
Time Zone Used throughout the OPORD: Romeo (EST).
1. SITUATION.
A consistent USACE workforce concern is its continuing inability to find knowledge and expertise that is critical to mission success. Knowledge Management (KM) is critical to helping USACE improve mission execution, customer satisfaction, business process management, document retrieval for Freedom of
Information Act (FOIA) requirements and legal compliance. KM practices facilitate the ability of USACE to capture knowledge, expertise and skill. It is vital that USACE develop a disciplined knowledge management strategy in order to facilitate and improve the work USACE does for our customers, stakeholders, and the nation.
2. MISSION. USACE executes the Knowledge Management Campaign
Plan throughout the entire enterprise in order to achieve
American Productivity and Quality Center (APQC) KM Maturity
Level 3 NLT 1 OCT 17 and improve organizational effectiveness.
