1. QUESTION: Reference Amendment 5 Revised J-1502000-07 2017-02-17 Work Orders with total cost.xlsx. Does to the total cost column include labor and material? Or does the Total Cost column include only materials?
ANSWER: The total cost column includes labor and materials.
2. QUESTION: Reference Amendment 5 Added J-1502000-05 DFAC Equipment Listing.pdf; Does the added attachment for the DFAC equipment replace the inventory of DAFC equipment already included in the building inventory attachment J-1502000-04?
ANSWER: D&F equipment listing is a supplement to the building inventory. There will be some overlap.
3. QUESTION: Reference Amendment 5 Added J-0200000-11 Line Item Numbers (ELINS) Startup costs; if contractors need more than the rows covered in column A can rows be added using the same numbering sequence?
ANSWER: Yes, Offerors may add rows as needed.
4. QUESTION: Reference Amendment 5 change log Page 4 of AMD 5. Number 15 says that Paragraph
3.2.7.2 Removed Parking Area Lights however, if you go to page 39 of AMD 5 the paragraph is not removed and if you go to page 76 of AMD 5 the paragraph is not removed.
ANSWER: This has been corrected. See forthcoming amendment.
5. QUESTION: Reference Amendment 5 change log Page 5 of AMD 5. Number 13 says that Paragraph
3.2.7.8 Removed ref to Building 198 however, if you go to page 80 of AMD 5 of the reference is not removed.

6. QUESTION: Reference Amendment 5 change log Page 3 of AMD 5. Number 1 says that Vehicle
Exhaust systems were removed however, if you go to the page 38 of AMD 5 the reference is not removed.
ANSWER: This has been corrected. See forthcoming amendment.
7. QUESTION: Projnet Question 68639927 asked “Does the fire suppression listed in the PWS include fire alarm, wet and dry pipe sprinklers and fire extinguishers? Or, is it just the wet and dry pipe systems? Where is the point of termination that maintenance contractor is responsible for?” The Governments response is to “See forthcoming amendment”. In Amendment 5 on page 3 in the change log; the government clearly removed the suppression systems from the scope work. This is confirmed at page 39 of AMD 5 where the Government struck though the text Fire Suppression and
3.2.4.1 Fire Protection Systems and added Not Used. It is clear that regardless of what is on the inventory list the Government doesn’t want the contractor to perform Preventative Maintenance and Maintenance Services on Fire Suppression Systems. However the remaining parts of the question were not answered. Since the PWS is absent of any reference of reference to Fire Alarm Systems bidders must presume that the Government doesn’t want the contractor to perform Preventative Maintenance and Maintenance Services on Fire Alarms Systems regardless of what equipment is on the inventory lists.
ANSWER: The presumption articulated in this inquiry is correct. There are no requirements in this contract for fire alarm or fire suppressions systems regardless of the inventory.
8. QUESTION: Projnet Question 6839929 asked “What is the anticipated turn-over/transition period?”
The Governments response is to “See forthcoming amendment. Reference C-0100000, para 1.1.1.”
In Amendment 5 in the Notes to schedule B the Government struck though “The Contractor will have a minimum of 25 calendar days prior to full performance to implement any necessary phase in / transition efforts.” Additionally the Government added an ELIN for Start-Up Costs in J-0200000-11 Exhibit Line Item Numbers (ELINS) Startup costs. The Government states that performance shall commence on August 24th 2017. In Section M the Government states that the contractor is expected to “be ready to start work in accordance with the required contractual start date and beginning field operations.” The Transition Plan that the contractor develops for M (iii) is the road map to a successful start-up. During the Phase In the contractor must plan to hire personnel, establish an office with communications, perform GFEBS training, perform familiarization and develop paperwork requirements for invoicing and reporting. In order to be successful in planning this effort the bidders need to know how long they have to complete the Transition. Once that is known the bidders can plan the amount of effort (labor) is required to accomplish the phase in tasks in the time required. Ideally a 90 day phase in period would be preferable to ensure that the successful bidder is fully staffed and ready to perform on the 24th of August 2017.
ANSWER: See forthcoming amendment at RFP Section B, Proposal Schedule Notes.
9. QUESTION: In AMD 5 PWS Paragraph 2.5 Contractor-Furnished Items the Government added that the contractors include a computer which will be imaged by Ft Jackson to be used solely for GFEBS.

15. QUESTION: Who, government or contractor, will be responsible for the cost of repairing, modifying or in other ways correcting the deficiencies of equipment, facilities, components, parts and other elements that are not functioning properly, are in disrepair or poor condition, or are not operating as intended for the intended purpose at the time the successful contractor assumes responsibility for the performance of the contract? If the response to the above is the contractor, then please provide offerors a scope of the deficiencies so that we can arrive at a reasonable approach for assessing our risk and developing and accurate cost for correcting the deficiencies.
ANSWER: The Contractor will NOT be held financially responsible for repairing equipment that is in a non-operational status as of the start of the contract (emphasis on non-operational). See forthcoming Amendment at the following sections: Section C-0200000 para 2.1.4.1 and 2.16, Section C-1502000 paras 3.0, 3.1.6, and 3.2. Additionally all interested parties are advised to carefully consider the implications of the Service Call and PM “limits of liability” as explained in Section C- 150200000, paras 3.1.2 and 3.2, respectively, and as also annotated in the double asterisk (**) note at the bottom of the CLIN summary spreadsheet within the Section J-0200000-07 ELINs. Repair estimates exceeding these PM and service call limits of liability will be negotiated, priced, and paid for under separate IDIQ task orders. The contractor is only financially responsible for repair estimates under those PM and service call limits of liability.
